Mandatory Use of Recycled Plastic Content. Minimum Reuse Obligations for Rigid Plastic
Packaging (Category I) – Brand Owners only.
Recycled Content Requirement
Applicable to all PIBOs (Producers, Importers, Brand Owners).
I Rigid Plastics 30%
II Flexible Mono-layer 10%
III Multi-layered 5%
Targets increase annually till FY 2028-29: Cat I: 60% | Cat II: 20% | Cat III: 10%
Reuse Obligations – Category I Packaging
Only for Brand Owners using rigid plastic packaging.
