The General Assembly,
Recalling the fundamental rules enshrined in the Universal Declaration of Human Rights, which
states that everyone has the freedom of opinion and expression,
Recognizing South Korea’s commitment to democratic governance, human rights and the rule of
law, as outlined in its Constitution and international human rights obligations,
Acknowledging the rapid digitalization and the proliferation of social media platforms that have
transformed subjects for discourse, while stressing on the need to safeguard citizens’ right of
free expression amid evolving challenges such as misinformation, censorship and state
surveillance
Acknowledging the challenges posed by misinformation, hate speech, and online harassment
that can hinder genuine public discourse, and emphasizing the need for balanced measures that
protect freedom of expression while addressing these issues,
Expressing concern over reports of restrictions on journalists, activists, and citizens voicing
dissent, which may undermine the principles of transparency and accountability fundamental to
democratic governance,
Emphasizing the role of education and awareness in fostering a culture of respect for diverse
opinions and responsible expression in the digital age.
1. Encourages the South Korean government to reaffirm and protect the citizens’ right to freely
express opinions, including through traditional media, digital platforms, and public
demonstrations, without undue interference or censorship, reasons for that are:
a) Fosters Social Transparency and Accountability: when citizens can express themselves which lets
the government inspect their concerns and help fix them,
b) Encourages Diverse Perspectives: Protecting free expression ensures that a variety of viewpoints,
including minority opinions, are heard, enriching societal dialogue and preventing authoritarian
tendencies.
c) Prevents Suppression and Censorship: Reaffirming this right helps prevent undue interference or
censorship that could suppress dissent, ensuring that criticism and debate remain vital components
of a healthy society.
2. Urges the government to establish clear legal frameworks that prevent arbitrary restrictions
on freedom of expression, ensuring that any limitations are narrowly defined, necessary,
and proportionate, in line with international standards by:
a) Defining specific criteria and transparent procedures for imposing restrictions, to
prevent abuse of power and safeguard individual rights,
b) Implementing independent oversight mechanisms to monitor and review any
restrictions on free expression, ensuring they conform to international standards,

3. Calls upon South Korea to promote an open and inclusive public discourse by supporting
independent media, civil society organizations, and digital literacy programs that empower
citizens to engage responsibly and critically in expression, which leads to?

4. Recommends the implementation of safeguards against excessive government surveillance
and censorship, including transparent oversight mechanisms and to protect citizens’ privacy
and right to free speech because:
a) Ensures freedom of expression is preserved, allowing citizens to speak, think, and access
information without fear of undue government control or retaliation,
b) Supports democratic principles by ensuring that state actions do not undermine
fundamental human rights,
c) Encourages responsible governance that respects civil liberties while maintaining
national security;
5. Recommends that the South Korean government undertake periodic reviews of its laws and
policies related to freedom of expression to ensure compliance with international human
rights standards and adapt to evolving digital land which leads to:
a) Adaptation to technological advancements that change how people communicate and
access information,
b) Prevention of outdated or overly restrictive laws that could hinder free expression,
c) Enhanced legal clarity and transparency for individuals and organizations.
