Common questions

Failure to meet the proposal submission deadline of 20.04.2025 would result in faculty not being considered for the career advancement opportunities outlined in the CAS/TBPS. This could impede their professional growth and result in financial disadvantages as they would miss out on the associated pay scale advancements and designations. It could also potentially affect their motivation and job satisfaction .

The circular aligns with historical government orders by continuing the implementation of the CAS/TBPS as initially established in various G.O.s such as G.O.Ms.No. 154 (2002), and subsequent orders. It incorporates and possibly updates these frameworks, suggesting an ongoing commitment to refine and uphold career advancement mechanisms while maintaining academic and professional standards .

The documentation requirements could pose challenges such as ensuring timely collection and verification of five years' worth of ACRs, property reports, and service regularisation documents. The need for verified research publications may also create pressure on faculty to publish in acceptable journals which require both time and resources. Additionally, collecting no dues and disciplinary certificates involves substantial administrative processing. These challenges could strain the resources of faculty and administrative staff, possibly leading to delays or missed deadlines .

Failure by principals and superintendents to submit proposals on time could lead to institutional reputational damage, dissatisfaction among eligible faculty, and potential inquiry into administrative efficiency. It would also indicate a failure to prioritize faculty development, potentially hindering future interactions and trust between administrative bodies and faculty members .

The 2025 circular outlines the implementation of the Career Advancement Scheme (CAS)/Time Bound Pay Scale (TBPS) for teaching faculty in government medical and dental colleges. Important measures include submitting proposals of eligible faculty department-wise, showcasing annual property reports and teaching experience certificates for the last five years, completing designated courses in Biomedical Research and Medical Education Technology, and submitting a specific number of indexed research publications. The faculty must also provide various certifications such as work satisfaction, no disciplinary charges pending, and no dues pending .

Research publication requirements ensure that faculty contribute to the generation of new knowledge and stay engaged in their academic specialties, thereby enhancing both their curricula and the institution's reputation. These requirements promote a culture of research excellence and accountability, integral to securing higher-level positions such as Associate Professor or Professor .

Faculty should prepare their documentation well in advance, ensuring all certificates and reports are up-to-date and duly verified by their respective principals or superintendents. They should ensure that their research publications meet the requirements and are verified. Submitting proposals by Special Messenger before the deadline of 20.04.2025 is crucial to prevent delays, as late submissions will not be considered. Coordination with administrative staff to ensure smooth processing of proposals is also advisable .

The required certificates serve as comprehensive records of a faculty's professional conduct, achievements, and qualifications. They include teaching experience, research contributions, and compliance with ethical standards (no pending charges or dues). These documents are crucial for objectively evaluating a faculty member's readiness for career advancement, ensuring only deserving candidates receive the benefits of the CAS/TBPS .

The circular mandates the completion of basic courses in Biomedical Research and Medical Education Technology, reinforcing the importance of ongoing professional development. These courses, recognized by the NMC, ensure that faculty are up-to-date with current research methodologies and educational strategies, thus enhancing the quality of teaching and research in medical and dental colleges .

For designation as an Associate Professor, a faculty member must provide a teaching experience certificate, complete specified courses, and have at least two research publications. For designation as a Professor, four research publications in indexed journals are required. All publications must be verified by the concerned authority. These qualifications ensure that faculty members not only have extensive teaching experience but also contribute significantly to research, thus maintaining high academic standards .
