Implementation Mechanism

For effective and sustainable rural livelihood development, the implementation mechanism of the Ektee Bari
Ektee Khamar (EBEK) project follows a systematic and step-by-step approach that includes institutional
structure, financial model, supporting activities, technical assistance, etc . Here, we’ll explain how these
different mechanisms are operated in order to transform rural families.

Institutional Structure - VDOs

The foundation of the EBEK project is the Village Development Organizations (VDOs)- community-
based organizations that drive core operations of the project; for instance, effective execution of development
activities, grassroots participation, financial incentives, etc. Some features of VDOs are:

I. The villagers are categorized in the VDOs based on similar interests and certain
eligibility.
II. Every VDO typically contains 60 to100 families.
III. VDOs perform multiple tasks such as mobilization of savings, credit distribution, and
management of project activities, etc.
IV. This is a decentralized model that makes the process need-based and grassroots-owned.
V. The leaders are democratically elected and are required to be transparent and
answerable.

Financial Model

The financial model of EBEK is a combination of savings, subsidy, and reinvestment, which makes the
schemes sustainable and inclusive in nature. In this project,

 Each VDO member has to deposit a fixed amount (e.g., 200–500 BDT) into the joint account
of VDOs.
 The government offers a one-to-one matching grant incentive, which is non-refundable and the
amount is equivalent to the total savings.
 Micro-loans for income-generating activities are available.
 VDOs are associated with formal banks or microfinance institutions for secure transaction
processes.

The Ektee Bari Ektee Khamar (EBEK) program promotes a broad range of small-scale economic
activities with local resources, household capacities, and social demands. These activities make the
program effective as well as applicable in different geographic and socioeconomic situations.

Technology and Digitalization

The Ektee Bari Ektee Khamar (EBEK) project has adopted modern digital technologies across all policies of its
implementation for ensuring flexibility, transparency, and efficient progress. Certain applications of the digital
technologies are given below:

 VDO transactions are recorder through mobile banking and digital financial services.
 Central Management Information System (MIS) provides activities of members, usage of
funds, repayments, and business performance in real time.
 By using mobile apps, field officers enter collected data, conduct surveys, and update changes
in progress.
 To avoid duplication and ensure originality, all members have to be verified through their
National ID (NID).
 Beneficiaries are allowed to check their balances of savings or loan through SMS or mobile
apps at any time.

Training and Capacity Building

Development of skills is one of the main focuses of the Ektee Bari Ektee Khamar (EBEK) project. It
enables beneficiaries to effectively operate income-generating activities and develop sustainable
livelihood. Thus, the governments conduct targeted training sessions with the collaboration of NGOs
or international institutions to strengthen the capabilities of rural households. A few examples of the
training process are:
Technical Training

 Modern methods of vegetable and crop production.

 Practical classes for modern approaches of animal farming.
 Scientific fish farming practices.

Objective: Preparing members with latest techniques that are appropriate for rural businesses.

Financial Literacy Training

 Bookkeeping and budgeting lessons for small businesses.

Gender Empowerment

The Ektee Bari Ektee Khamar (EBEK) project’s vision is inclusive rural development that centres
around women. It ensures that women are not only beneficiaries, but also active agents who play a
vital role in the rural changes. Its initiatives for women are given below:

 To create space for rural women’s empowerment, the project has set a rule that at least 50% of
the members of the Village Development Organization (VDO) need to be women.
 This project focuses on the culture of equal participation, so women are earnestly encouraged
to handle leadership roles in VDOs like treasurer, secretary, or president.
 It provides customized training sessions for women in order to shape their technical skills (such
as farming, poultry, fishing, etc.) and life skills (such as communication, financial
management, etc.).

Through these initiatives, The EBEK project works to ensure sustainable and poverty-free livelihoods,
financial independence, and gender equality.

The EBEK project's financial model ensures sustainability and inclusivity by combining savings, subsidies, and reinvestment, encouraging community participation and ownership. Members are required to deposit a fixed amount into a joint VDO account, matched by a non-refundable government grant equal to total savings, promoting financial stability . Micro-loans available for income-generating activities further support sustainable livelihood development. Collaboration with formal banks or microfinance institutions ensures secure transaction processes, which enhances trust and financial inclusion .

Decentralization in the VDO model of the EBEK project offers several benefits, such as enhancing local ownership and tailoring development activities to specific community needs, thus ensuring more effective grassroots impact . Democratic election of VDO leaders fosters transparency and accountability, allowing community voices to shape project management and decision-making . However, challenges include potential disparities in resource distribution between VDOs and the risk of leadership manipulation if not properly monitored . Ensuring consistent quality of governance across VDOs may require robust oversight mechanisms and ongoing training to maintain transparency and equitable benefit distribution.

The Ektee Bari Ektee Khamar (EBEK) project enhances financial transparency and accountability through the implementation of modern digital technologies and structured financial processes. VDO transactions recorded via mobile banking and digital financial services promote transparency by offering secure and traceable transaction paths . The Central Management Information System (MIS) allows real-time monitoring of fund usage, member activities, and repayments, ensuring that all financial activities are accountable and transparent .
