4. CONTROL PANELS For –
110 kV Transformer cum line feeder
4.1 General
a) Control panels are intended for control, indication, annunciation including
metering of 110 KV system of the plant.
b) Control panels shall be extensible type with provision of future expansion
without interruption in present system.
4.2 Construction
a) The control Panels shall be simplex type totally enclosed, floor mounted,
free-standing, dead-front assemblies conforming to degree of protection IP-
54.
b) The Panels shall be fabricated of not less than 2 mm thick sheet steel, free
from all surface defects. The Panels shall have sufficient structural
reinforcement to ensure a plane surface, to limit vibration and to provide
rigidity during shipment and installation.
c) All access doors shall be provided with channel rubber/ neoprene gaskets al
round and latches sufficiently strong to hold them in alignment when closed.
The operating handle shall have locking arrangement.
d) The panels shall be complete with floor channel sills, pads and stainless
steel kick plates.
4.3 Equipment Mounting
a) All instruments, relays, switches, etc. shall be flush mounted type and
generally be mounted on front of Panels.
b) All equipment shall be so mounted that the removal and replacement may
be accomplished individually without interruption of services to others and
their terminals and adjustments are readily accessible for inspection or
maintenance.
4.4 Mimic Diagram
a) Mimic diagram of Electrical connections shall be furnished on the front face
of control Panels.
b) Mimic buses shall be at least 7 mm in width, made of suitably treated metal
strips or approved equivalent and colour coded to denote different voltages.
c) The mimic representation, colour and size of diagram are subject to the
approval of the Owner/ consultant.
4.5 Switches
a) Switches shall be dust protected, heavy duty, and switchboard type
complete with escutcheon plate. Contacts shall be silver surfaced and rated
minimum
10A at operating voltage.
b) Breaker control switch shall be multistage, spring return to normal, with lost
motion device and pistol-grip handle, EE type ODS or approved equal.
c) Meter selection switch shall be maintained contact, stay-put type, with knob
handle, KAYCEE type SRP or approved equal. Ammeter switch shall have
make before break contacts.
4.6 Push Button
a) Push button shall be oil tight, heavy duty, push to actuate type with colored
button and inscription plate marked with its function.
b) Each push button shall have minimum 1NO + 1NC contacts, rated 10A at
operating voltage.
c) Push button shall be shrouded type except for emergency trip button which
shall be mushroom type for easy identification.
4.7 Indicating Lamps
a) Indicating lamps shall be of LED type, low watt consumption and provided
with appropriate value of resistors.
b) Bulbs and lenses shall be interchangeable and easily replaceable from the
front of the panel.
4.8 Operating Range
Unless otherwise specified, all instruments and relays shall be suitable for
operation on 1A CT secondary circuits and/or 110V VT secondary circuit as shown
in drawings.
4.9 Meters
a) Indicating instruments (96 x 96 mm) shall be digital meter, switch board type
and accuracy class of + (1% full scale + 1 count).
4.10 Energy Analyzer
a) EA shall be of solid state type with input of 1A and 110V, 110V/ V3 and
shall have RS 485 Serial Port.
b) EA shall have facility for registration of V, I, PF, Hz, MW, MWh, MVAR,
MVARh, KVA, KVAh.
c) EA shall be provided with LCD display of stored values also with read out
module.
4.11 Relays
a) Relays shall be furnished in rectangular, dust tight, drawn out type cases
with built-in test in fixed casing and mounted inside the Panels.
b) Protective relays shall be equipped with externally reset positive action
operation indicator.
c) All relays, unless otherwise approved, shall have minimum two electrically
separate pairs of contacts. Contacts shall be silver surfaced, bounce-free
and capable of repeat operation without deterioration.
d) The system single line diagram is enclosed. The Bidder shall carefully study
the same to offer relays of suitable type and setting range to meet the
system requirements.
e) VT Supervision Relay (98)
i) Each VT shall be provided with a 3 Pole under voltage relay for fuse
failure supervision.
ii) A set of auxiliary relays (98X) shall be provided to complete the
scheme. These relays ride over transient disturbances.
iii) The relays shall operate on blowing of any fuse or low voltage in the
connected VT circuit and shall perform the following functions.
It will lock the automatic voltage regulator and HV circuit for
failure of respective VTs.
It will block the tripping impulse from backup impedance relay for
failure of relaying VT.
It will initiate alarm for the failure of any VT.
f) Transformer Differential Relay (87)
i) High speed percentage differential relay with harmonic restraint shall
be provided for Transformer differential protection.
ii) The relays shall have a high set instantaneous trip attachment for
clearing heavy internal fault.
iii) The relays shall be capable of compensating mismatch due to CT
Saturation during heavy though fault and to ensure stable operation.
iv) The harmonic restraint feature shall ensure its stability on
magnetizing inrush without sacrificing its speed of operation for
internal fault.
v) For Transformer with on-load tap changer, relay characteristic shall
be such that relay setting need not be changed between extreme top
positions.
g) Restricted Earth Fault Relay (64)
i) Restricted earth fault protection shall be used to guard against
ground fault in earthed neutral Transformer.
ii) The relay shall be instantaneous high stability circulating current
type.
iii) The relay shall be unaffected by uneven CT saturation during
through-fault or by presence of DC component in the fault current.
h) Over Current Relay (51 & 51N)
i) A set of phase and ground over current relays shall be furnished as
specified to act as a back-up of main protection.
ii) The relays shall have inverse definite minimum time current
characteristics with adjustable settings as follows:-
Ground Fault Current (Directional) - 10 to 40%
Phase Over Current - 50 to 200%
iii) Where specified, the over current relay shall be provided with an
high-set instantaneous unit (50) with a range of 500-2000%. Circuit
to initiate tripping.
i) Trip Coil Supervision Relay (95)
The relay shall provide continuous supervision of circuit breaker trip circuit
both in breaker open and closed positions. An alarm will be initialed on
failure of trip circuit.
j) Lockout Relays (86)
i) Lockout relays shall be fast-operating, hand reset type with multi-
contacts for a number of switching operations.
ii) The relays shall be designed for a high degree of mechanical
stability and shall have heavy duty contacts. Contacts shall be
furnished as per system requirement.
k) Directional Over current Relay (67 & 67N)
4.12 Auxiliary Devices
The contractor shall furnish, install and wire-up all auxiliary devices such as
interposing current or voltage Transformers, timing/ switching/ lockout / auxiliary
relays as specified and as required for the proper functioning of the schemes
offered.
4.13 Annunciator System
a) The annunciator system shall be solid state type with optical isolation for
input signals as follows. The sequence of operation shall be similar to ISA-
2A with fast/slow blinking as detailed below:

b) Each annunciator group shall be independent, complete with its own power
supply, audible alarms, acknowledge-reset-test buttons and other necessary
accessories.
c) The annunciator shall be non-integral type with hardware box mounted
separately for easy access and maintenance.
d) Audible alarms with different tones shall be used for fault and ring back
functions.
e) The annunciator system shall be suitable for operation from both NO and
NC type initiating contacts.
f) The annunciator system shall provide the contacts for repetition of Alarms at
remote.
4.14 Illumination, Space Heating and Receptacles
a) Each Panel shall be provided with interior illumination lamp with door switch,
space heater with thermostat and 5A, 3 Pin receptacle with plug.
b) Lamp, heater and receptacle circuits shall be suitable for available AC
Supply and furnished with individual ON-OFF switch.
c) The lamp shall be located at the ceiling and guarded with protective cage.
Space heater shall be located near the floor so as not to pose any hazard to
service personnel.
4.15 AC/DC Power Supply
a) The following power supplies shall be made available at each control panel
by the contractor:
AC Supply-220 volt : Single Feeder
DC Supply-110 volt : Duplicate Feeder (from same panel).
b) The contractor shall provide isolating switch fuse units for the incoming
AC/DC power supplies.
c) Fuse and link shall be provided for individual circuits for protection and also
for isolation from bus wire without disturbing other circuits.
d) Alarm relays shall be provided to annunciate failure of incoming AC and DC
Power supplies to each control Panel.
4.16 Wiring
a) Wiring shall be complete in all respects to ensure proper functioning of the
control, protection, monitoring and interlocking schemes of individual
equipment and as well as for total system.
b) Wiring shall be done with flexible, 650V grade, PVC insulated switchboard
wires with stranded copper conductors of 2.5 Sq. mm for control and current
circuits and 1.5 Sq. mm for voltage circuits.
c) Each wire shall be identified and both ends with permanent markers/
Ferrules bearing wire numbers as per wiring diagram.
d) Wire termination shall be done with crimping type connectors with insulating
sleeves. Wires shall not be spliced between terminals.
e) All control, alarm and indication devices provided with the equipment shall
be wired up to the terminal blocks.
f) All spare contacts of relays, push buttons, auxiliary switches etc. shall be
wired up to terminal blocks in the control cubicle.
g) The panels shall be completely wired-up. All wiring shall be routed through
wiring troughs / conduits.
h) Fuse and links shall be provided to permit individual circuit isolation from
bus wires without disturbing other circuits.
i) Unless requested otherwise cable color shall comply with relevant Indian
Standard Specifications which is summarized in the following table

4.17 Terminal Blocks
a) Terminal blocks shall be 650V grade, box clamp type ELMEX 10 Sq. mm or
approved equal. Terminals for CT secondary leads shall have provision for
shorting and grounding.
b) Not more than two wires shall be connected to any terminal. Spare
terminals equal in number to 20% active terminals shall be furnished.
c) Each terminal shall be identified with designation as per approved
schematic.
d) Different voltage system terminals shall be provided with different physically
separated terminal blocks.
e) Terminal blocks shall be located to allow easy access.
f) Wiring shall be so arranged that individual wires of and external cable can
be connected to consecutive terminals. The bottom of the terminal blocks
shall be at least 200 mm above the incoming gland plate.
4.18 Grounding
a) A ground bus, rated to carry maximum fault current, shall extend to full
length of the switchgear/ control panels.
b) Each terminal shall comprise two-bolt drilling with M10 GI bolts and nuts to
receive ground connection of 50x6 mm GI flat.
4.19 Painting
a) All surfaces shall be sand blasted, pickled and grounded as required to
produce a smooth, clean surface free of scale, grease and rust.
b) After cleaning, the surfaces shall be given a phosphate coating followed by
2 coats of high quality primer and stoved after each coat.
c) The panels shall be finished in Siemens Grey, RAL7032 with synthetic
enamel paint.
4.20 Cable Termination
a) All equipment shall be designed for cable entry from the bottom. Sufficient
space shall be provided for ease of termination and connection. Bottom
plate shall be provided to make the entry dust tight.
b) Control cables shall be PVC insulated, armoured, overall PVC sheathed
and with 2.5/4.0 Sq. mm stranded copper conductor.
c) Panels shall have removable gland plates at the bottom for cable entry. All
incoming/ outgoing cables shall be terminated in suitable terminal blocks.
The glad plates shall be minimum 3 mm thick. For single core cable, non-
ferrous material cable gland plate shall be provided.
4.21 Nameplates
a) Nameplates of anodized aluminum & of approved design shall be furnished
at each cubicle panel on each instrument, device mounted on or inside the
equipment.
b) The nameplates shall be 3 mm thick, with white letters on black
background.
c) The nameplates shall be held by self-tapping screws. The size of nameplate
shall be approx. 20 mm x 75 mm for equipment and 40 mm x 150 mm for
the Panels.
d) Caution notice on suitable metal plate shall be affixed at the back of each
vertical Panel.
e) The nameplates for Panels shall be provided both on the front and on the
rear.
f) Instrument and devices mounted on the face of the control Panels shall also
be identified on the rear with the instrument or device number. The number
may be painted on or adjacent to the instrument or device case.
g) Control and meter selection switches shall have integral nameplate.
Nameplates for all other devices shall be located below the respective
devices.
4.22 Tropical Protection
a) All equipment accessories and wiring shall have fungus protection, involving
special treatment of insulation and metal against fungus, insects and
corrosion.
b) Screens of corrosion resistant material shall be furnished on all ventilating
louvers to prevent the entrance of insects.
4.23 Requirement

4.24 Tests
a) Routine Tests
During manufacture and on completion, all equipment shall be subjected to
the IS routine tests.
The tests shall include but not necessarily limited to the following:
i) Operation under simulated service condition to ensure accuracy of
wiring, correctness of control schemes, protection/ metering scheme
& proper functioning of the equipment.
ii) All wiring and current carrying part shall be given appropriate high
voltage test.
iii) Routine test shall be carried out on all equipment such as relays,
meters. Meters etc. shall be calibrated in accordance with relevant
IS Standards.
b) Test Witness
All tests shall be performed in presence of Owner’s representatives, if so
desired by the owner. The contractor shall give at least fifteen (15) days
advance notice of the date when tests are to be carried out.
