Recalling the principles enshrined in the Charter of the United Nations which emphasize the
sovereign equality of all nations and the promotion of international economic cooperation,

Recognizing the increasing influence of Silicon Valley-based corporations on global


technology, communications, and data governance, and the necessity for diversified
technological development,

Emphasizing the economic sovereignty of nations, particularly in the Gulf and Southeast
Asian regions, in mitigating the adverse effects of unilateral trade tariffs and financial
hegemony,

Acknowledging the growing trend of de-dollarization in international trade and financial


transactions as a means to strengthen economic independence and multipolarity,

1. Encourages the development of a non-Western technological ecosystem by fostering


innovation hubs, research centers, and digital infrastructure within the Gulf and Southeast
Asian regions;

2. Calls Upon member states to invest in indigenous technology firms, software


development, semiconductor industries, and artificial intelligence to reduce reliance on
Western-based technology companies;

3. Supports the establishment of regional technology alliances among Gulf Cooperation


Council (GCC) and Southeast Asian nations to promote knowledge-sharing, joint ventures,
and infrastructure development;

4. Recommends the adoption of national and regional policies that safeguard digital
sovereignty by reducing dependence on Western cloud services, software providers, and data
centers;
5. Encourages the use of alternative global financial systems, including the promotion of
digital currencies, cross-border payment platforms, and bilateral trade agreements in national
currencies to counteract the dominance of the U.S. dollar;

6. Condemns the imposition of unilateral trade tariffs and technological embargoes on


developing economies as tools of economic coercion and urges the removal of such
restrictions that hinder technological progress;

7. Urges the establishment of a multilateral framework under the United Nations to facilitate
discussions on fair trade practices, digital economy governance, and collaborative technology
development among emerging economies;

8. Invites international financial institutions to support funding mechanisms dedicated to


technological independence and sustainable digital transformation in non-Western
economies;

9. Calls for enhanced cooperation between regional trade blocs such as the GCC, ASEAN,
and BRICS to coordinate policies on technological development, trade diversification, and
financial independence;

10. Requests the Secretary-General to monitor and report on the progress of efforts to
develop an independent technological ecosystem and financial autonomy in the concerned
regions, with recommendations for further action.
