1. What is a Consumer?

A consumer is a person who buys goods or avails services for personal use and not for resale or commercial

purposes. According to the Consumer Protection Act, 2019, any person who purchases goods or services for

consideration is a consumer.

2. Consumer Rights
Consumers in India are entitled to six basic rights under the Consumer Protection Act. These are:

- Right to Safety Protection against goods and services that are harmful to life or property.

- Right to be Informed About the quality, quantity, purity, standard, and price of goods or services.

- Right to Choose Access to a variety of goods and services at competitive prices.

- Right to be Heard The consumer's interests will be considered in appropriate forums.

- Right to Seek Redressal Against unfair trade practices or exploitation.

- Right to Consumer Education Knowledge about consumer rights and responsibilities.

3. Consumer Movement in India

The consumer movement in India began to protect consumers from exploitation by sellers. Initially,

consumers had limited options for grievance redressal. However, after the enactment of the Consumer

Protection Act, 1986 (revised in 2019), consumer protection became a priority. Many consumer forums,

NGOs, and awareness campaigns have been started since then.

4. Steps Taken by the Government

The Indian government has taken many initiatives to safeguard consumer interests:

- Enactment of Consumer Protection Act (CPA), 1986 and its updated version in 2019

- Establishment of Consumer Disputes Redressal Forums at district, state, and national levels

- Launch of National Consumer Helpline

- Promoting awareness through campaigns like Jago Grahak Jago

- Implementation of Bureau of Indian Standards (BIS) and ISI marks


5. National Consumer Day

National Consumer Day is observed on 24th December every year in India. On this day in 1986, the Consumer

Protection Act received the Presidents assent. It aims to highlight the importance of consumer rights and

promote awareness among the public.

6. Consumer Helpline

The National Consumer Helpline (NCH) is a toll-free service provided by the Ministry of Consumer Affairs.

Consumers can dial 1800-11-4000 or send an SMS to 8130009809 to register their complaints and get support.

Conclusion

Consumer rights play a vital role in protecting individuals from unfair trade practices. With laws like the

Consumer Protection Act and awareness initiatives by the government, consumers in India are now more
