Chapter 4: The Organizing Process

Definition:

Organizing ka matlab hai organization ke resources (log, paisa, time, equipment, skills) ko
is tarah se arrange karna ke kaam efficiently ho, goals time par achieve hoon, aur har
employee ko apni zimmedari ka clear pata ho. Yeh management ka second major function
hota hai (planning ke baad) jisme decision liya jata hai ke:

• Kon kya kaam karega (Job Assignment)

• Kis department mein kaam karega (Departmentalization)
• Kis ko kis ko report karna hai (Chain of Command)
• Kis level tak authority di jaayegi (Delegation of Authority)
• Aur kaise sab log ek system mein mil kar kaam karenge (Coordination)

Real-World Example (CS/IT Context):

Ek IT startup jab grow karta hai to sab kaam initially 2-3 log mil ke kar lete hain. Lekin jaise
jaise clients badhne lagte hain, unhe specialized roles banane padte hain jaise:

• Frontend Developer
• Backend Developer
• QA Engineer
• Scrum Master
• DevOps Engineer

Yeh saari organization ki wajah se possible hota hai jisme roles, authority aur reporting
clear hoti hai. Is process ko organize karna kehte hain.

Detailed Explanation:

1. Job Design and Departmentalization

1.1 Job Design

Job Design ka matlab hai define karna ke ek specific role mein kya tasks, duties, aur
responsibilities hongi. Iska main goal hota hai ke har employee ka kaam clear ho aur wo
productive ban sake.
Objectives of Job Design:

• Work efficiency badhayi jaye

• Employee ki skills utilize hoon
• Motivation aur job satisfaction increase ho

Key Elements of Job Design:

• Job Content: Kya kya kaam karna hai

• Methods: Kaise karna hai
• Relationships: Kis ke sath mil kar karna hai

Techniques of Job Design:

1. Job Rotation: Employees ko time to time alag roles mein shift karna — boredom
kam hoti hai
o Example: Ek week backend, agle week testing
2. Job Enlargement: Ek employee ko zyada variety wale tasks dena — horizontal job
expansion
o Example: Developer ko documentation ka kaam bhi dena
3. Job Enrichment: Employee ko decision making power dena — vertical job
expansion
o Example: Developer ko feature design mein involve karna

1.2 Departmentalization

Yeh process hoti hai jisme similar type ke jobs, log ya resources ko ek logical group mein
divide kiya jata hai. Har department ka apna manager hota hai aur us department ke
objectives hote hain.

Main Types of Departmentalization:

1. Functional Departmentalization:
o Log unki specific skills ke mutabiq group kiye jaate hain
o Example: Programming Team, QA Team, Marketing Team
2. Product-Based Departmentalization:
o Har product ke liye alag team
o Example: Android App Team, iOS App Team
3. Customer-Based Departmentalization:
o Customers ke types ke mutabiq departments
o Example: B2B Support Team, Retail Customer Support
4. Geographic Departmentalization:
o Location-based teams
o Example: Pakistan Team, Middle East Team
5. Process-Based Departmentalization:
o Process ya workflow ke mutabiq
o Example: Requirement Analysis Team, Development Team, Testing Team

Advantages of Departmentalization:

• Specialization barhta hai

• Responsibilities clear hoti hain
• Efficiency badhti hai

Disadvantages:

• Coordination problems ho sakti hain

• Silo mindset develop ho sakta hai

2. Establishing Reporting Relationships

2.1 Chain of Command:

Yeh ek formal line hoti hai jahan clearly define hota hai ke kon kis ko report karega. Isse
organization mein order aur discipline maintain hota hai.

Components of Chain of Command:

• Authority: Power to make decisions and give orders

• Responsibility: Duty to perform the task
• Unity of Command: Har employee sirf ek boss ko report kare

Example:
Developer → Team Lead → Project Manager → Director of Engineering

2.2 Span of Control:

Yeh batata hai ke ek manager ke neeche kitne log directly kaam kar rahe hain.

Types:

• Narrow Span: Kam log, zyada supervision — suitable for complex work
• Wide Span: Zyada log, kam supervision — suitable for routine work

Example:
• Narrow Span: 1 manager ke neeche 3 senior developers
• Wide Span: 1 manager ke neeche 10 support staff

Factors Affecting Span of Control:

• Nature of task
• Skills of manager
• Skills of employees
• Use of technology (e.g., tracking tools like Jira)

3. Distributing Authority

3.1 Delegation:

Authority ka matlab hai power to make decisions. Jab manager apni authority kisi
subordinate ko deta hai to usay delegation kehte hain.

Steps in Delegation:

1. Assign task
2. Grant authority
3. Create accountability

Benefits:

• Manager workload kam hota hai

• Employee development hota hai
• Fast decision making hoti hai

3.2 Centralization vs Decentralization

Aspect Centralization Decentralization

Decision-making Top management Middle/lower management
Speed Slow Fast
Flexibility Low High
Control Strong Less rigid

Example:

• Centralized: Sirf CTO decide kare ke konsa framework use hoga

• Decentralized: Har dev team apna framework choose kare
4. Coordination of Activities

Coordination ka matlab hai alag alag departments ya employees ke beech collaboration

aur communication maintain karna taake sab log ek hi goal ki taraf kaam karein.

Importance:

• Goals align karna

• Duplicate efforts se bachna
• Conflicts avoid karna

Types of Coordination:

1. Vertical Coordination:
o Between different levels of hierarchy
o Example: CEO se Team Leads tak
2. Horizontal Coordination:
o Between departments on the same level
o Example: QA Team and Development Team ka sprint planning

Coordination Tools in IT:

• Stand-up meetings
• Slack, MS Teams
• Jira, Trello
• Weekly Reports

Role of Project Manager:

• Cross-team coordination
• Deadline monitoring
• Conflict resolution

Key Points Summary:

• Organizing ka matlab hai structure, clarity aur coordination lana

• Job Design se role clarity milti hai
• Departmentalization se specialization badhti hai
• Chain of Command discipline banata hai
• Delegation aur decentralization decision making ko fast banate hain
• Coordination overall efficiency aur teamwork improve karta hai
