PRE-ENROLMENT ORIENTATION PROGRAM OF THE SCHOOL (POPS)
SY 2025-2026
I. SCHOOL UNIFORM
The school expects its learners to wear their prescribed school uniform properly to
set high standards for learners in public. It is expected that uniform and shoes will be
clean and in good condition.
A. The following are the prescribed uniforms for NOHS Learners:

C. If learners failed to follow the wearing of the prescribed uniform, he or she cannot
proceed to his/her classes, instead they will be placed in the holding area where
parents /guardian are expected to fetch.
D. While in the campus, the official school ID is to be always worn.
E. Regular inspection of haircut once every month. The acceptable haircut for the
following sexes shall be:
Male - haircut at least 1 inch above the ears and 3 inches above the
collar line, and with no artificial coloring.
Female - hair of natural color, clean and well-kept and drawn away from
the face.
F. Wearing of make-up shall be allowed only during school programs and
presentations.
G. Wearing of false lashes, false nails, nail extensions shall not be allowed.
H. No facial jewelry, tattoos or piercings are allowed. (DECS Manual 2000, Chapter 3
sec. 1.3.3)

A. In case of learners being absent, parents/guardians are required to write a
formal letter of excuse addressed to the class adviser.
B. Learners who are absent due to the following reasons but are not limited to:
1. Sickness/accident
2. Death of an immediate family member
3. Natural/fortuitous events and man-made calamities
Upon return, must present a letter of excuse and/or a medical certificate when
applicable. Further, said learners are given opportunity to make up with
missed written works/performance tasks.
C. Learners representing the school in any DepEd recognized competition or any
school sanctioned invitational events are excused. Said learners are given
chance to comply with the missed requirements as determined by the
concerned subject teacher but not later than the examination period.
Additionally, if the computed grades are lower than the previous grades, the
higher grade is to be considered on the condition that they have completed the
academic requirements. In case of non-compliance, the actual computed grades
shall be reflected.
D. DepEd Order 08. 2015
A learner who incurs absences of more than twenty percent (20%) of the
prescribed number of class or laboratory periods during the school year or
semester should be given a failing grade and not earn credits for the learning
area or subject. Furthermore, the school head may, at his /her discretion and in
the individual case, exempt a learner who exceeds the twenty percent (20%)
limit for reasons considered valid and acceptable to the school. The
discretionary authority is vested in the school head and may not be availed of
by a student nor granted by a faculty member without the consent of the school
head.
Such discretion shall not excuse the learner from the responsibility of keeping
up with lessons and taking assessments. When absences cannot be avoided,
the school must give the learners alternate methods and materials that
correspond to the topics/competencies that were or will be missed. These
include modules and materials for the Alternative Delivery Mode, and / or
Alternative Learning System as well as those that are found on the Learning
Resources Management and Development System (LRMDS). When students
successfully accomplish the learning activities through these materials, they
shall be exempted. However, the report card should still reflect the number of
absences. Parents of learners who are accumulating many absences must be
immediately informed through a meeting to discuss how to prevent further
absences.
Habitual tardiness especially during the first period in the morning and in the
afternoon is discouraged. Teachers shall inform the parent / guardian through a
meeting if a learner has incurred 5 consecutive days of tardiness.

III. PARENTAL INVOLVEMENT
A. Take initiative to monitor the performance of once child/learner in school
at least once every quarter or as maybe asked.
B. Come to a Parent-Teacher Conference (Academic or Disciplinary Concerns)
as the need arises. In case the parent is unable to attend for a valid
reason, at least send a representative with authorization letter.
C. Immediately inform the school thru a formal letter with reasons of absence
in case the child/learner is unable to attend classes.
D. In case of concerns/complaints that parents want to convey, send a formal
letter address to the school head or may seek for a conference/dialogue.
E. Help implement school rules and support school initiatives/activities for the
greater benefit of the learners.
IV. REGULATING THE USE OF CELLPHONE
A. No using of cellphones during class hours as reiterated in DO 83, s. 2003
Reiterating to DECS Order Nos. 70. S, 1999 and 26, s. 2000. Prohibiting
students of elementary and secondary schools from using cellular phones and
pagers during class hours. Further, teachers and parents should devise ways
to educate students on the responsible use of cellphones.
B. Cellphones can be used in classes to support the teaching-learning process
upon the instruction of a teacher.
C. Cellphones should be kept inside the bag and in silent/vibrating mode. If
expecting a very important call, the learner should inform the teacher ahead.
V. WASTE MANAGEMENT
A. In reference to RA 9003 otherwise known as Solid Waste Management Act in
which the Department of Education are enjoined to aggressively incorporate
ecological waste management in the school system, the Zero Waste
Management Program (ZEWATAG) is revived and participation of all the
members of the school community are required. Below is the support
expected from the following:
1. Learners, Teachers and Non-Teaching
a. Bring water tumblers and reusable food utensils to avoid
littering and avoidance of single-use disposable products
b. Bring own trash bag for personal garbage
2. School Canteen
a. Promote avoidance of single-use disposable products and
packaging materials such as plastic bags, straws, spoons, forks
and disposable laminated paper cups and plates.
b. Use reusable food containers and avoids selling processed food
wrapped in non-recyclable packaging
3. School Management
a. Establish aerobic or anaerobic system for processing
biodegradable waste.

b. During events and meetings, consumables, such as bottled
water, coffee, sugar, creamier in sachets, should be avoided.
Refillable dispensers should be used instead. In case, those
mentioned are unavoidable due to its ease of doing, at least
observe proper disposal.
c. Undertake recycling of waste materials.
d. Conduct regular clean-up of school premises through the
different school organizations.
e. Implement regular clean-up of gutter and drainage.
f. Impose non-entry of disposable food packages.
g. Institutionalize the 5-minute clean-up habit before the end of
every period
VI. SECURITY AND SAFETY
As part of the school’s effort to ensure the safety of learners and all its
personnel, the following activities will be undertaken/observed:
A. Random inspection by the constituted School Discipline Committee and the
identified members of the school security personnel.
B. Implement designated entrance and exits of the school.
C. Set learners’ curfew in the school.
D. Design schedule for the opening and closing of the school gates.
E. Develop and implement school policies deemed necessary to promote
everyone’s security in the school.
VII. DISOBEDIENCE AND DISCIPLINE
Non-adherence to the School Rules and Regulations will be subject to the
procedure set forth therein. Such that, as a general rule learners will be subject
to the following:
First Offense - Notice of Disobedience sent to the parent/ guardian
Second Offense - Notice of Disobedience and Conference with parent/
guardian
Third Offense - Notice of Disobedience, the Learner stays in the
holding area and will be given learning activity

Fourth Offense - Refer for transfer
All other offenses not stated herein shall be dealt with according to the guidelines
set forth by the School Discipline Committee.
