Chapter 1: Introduction and Development of IT in Cambodia

1.1 Introduction

In today’s modern world, Information Technology (IT) plays a very important role in the way

people live, work, and communicate. It helps make life faster, easier, and more connected. In

Cambodia, the growth of IT has created many new opportunities for individuals, businesses,

and the government. Although Cambodia started developing its IT sector later than some

other countries, it has shown strong efforts to catch up and modernize its systems. The

Cambodian government has been working together with private companies and international

partners to build a stronger IT infrastructure. Today, more schools teach digital skills, more

businesses rely on technology, and more people use the internet every day. As the world

continues to move forward with new technologies, Cambodia is also finding ways to use IT

to support its economy, education, health services, and daily life. This chapter will discuss

how IT developed in Cambodia, its growth, and its impact on society.

1.2 History of IT Development in Cambodia

The development of IT in Cambodia began slowly due to the country’s difficult history,

especially during and after the Khmer Rouge period. During the 1980s, Cambodia started

rebuilding its economy and infrastructure, but technology was still very limited. It was not

until the 1990s, when peace and stability returned, that Cambodia could begin to focus more

on modern technologies. In the late 1990s, Cambodia saw the first real steps toward IT

development. Internet services were introduced around 1997, but they were expensive and

only available in big cities like Phnom Penh. At that time, very few people owned computers,

and internet connections were slow and costly. However, the early 2000s brought important

changes. Mobile phones became popular, and more internet service providers (ISPs) entered

the market, making access easier and more affordable. The Cambodian government also

began to realize the importance of IT for national growth. Policies and strategies, such as the

“Rectangular Strategy” and the “Cambodia ICT Masterplan,” were created to promote IT

education, e-government, and digital business. With support from international organizations,

Cambodia received investments to build better internet infrastructure, including fiber optic

networks and mobile networks. Today, Cambodia continues to develop its IT sector with

projects like “Digital Economy and Society Policy Framework 2021-2035,” which aims to

make the country a digital economy leader in the region.

1.3 Growth and Impact on Society

The growth of IT in Cambodia has had a big impact on society in many ways. In education,

technology has opened new learning opportunities for students across the country. Many

schools now teach basic computer skills, and universities offer programs in information

technology, computer science, and digital marketing. Online learning has also become more

common, especially during the COVID-19 pandemic, when students had to study from home.

In business, technology has helped many companies grow faster. Small businesses now use

social media, online payment systems, and digital marketing to reach more customers. E-

commerce platforms like Shoppe, Little Fashion, and Smile Shop have become very popular,

allowing people to buy and sell products online easily. Banks have also adopted mobile

banking and digital services, making it easier for people to manage their money. The

government has improved its services through IT as well. E-government projects allow

people to access services like passport applications, business registrations, and tax payments

online, saving time and making the process more transparent. Health services have also used

technology to improve patient records and share information faster. However, there are still

challenges. Not everyone in Cambodia has good access to the internet, especially in rural

areas. Digital skills are still low for many people, and cybercrime is becoming a growing

concern. The government and private sector continue to work together to solve these

problems by building better internet networks and offering digital skills training.

1.4 Conclusion

The development of Information Technology in Cambodia has brought many positive

changes to society. Although Cambodia faced many challenges in the past, the country has

made impressive progress in building its IT sector. The government, private companies, and

international organizations have worked together to improve internet access, digital

education, and e-government services. As Cambodia continues to invest in technology, it is

important to focus on making IT available to everyone, including people in rural areas.

Digital skills training and cybersecurity must also be strengthened to support the country’s

future in the digital world. With the right policies and efforts, IT will continue to play a key

role in Cambodia’s growth, helping to build a stronger economy and a better life for its

people.

2.1 Popular IT Job Roles

The IT sector in Cambodia is growing rapidly, with a strong demand for software developers.

Companies such as BookMeBus and Nham24 are currently looking for skilled developers in

programming languages like Python, Java, and JavaScript to help create their digital

platforms. The salary for these roles typically ranges from $500 to $1,200 a month in Phnom

Penh (Ministry of Posts and Telecommunications 2021). Another field that is expanding

quickly is cybersecurity. In 2022, the National Bank of Cambodia reported a 35% rise in

cyber threats, making it even more important for companies to hire qualified cybersecurity

experts. Major financial institutions, like ABA Bank and ACLEDA, have set up dedicated

cybersecurity teams, offering salaries of up to $1,500 per month for senior roles (World

Bank, 2022).

2.2 Required IT Skills and Qualifications

According to recent studies, most IT job positions in Cambodia require a combination of

academic qualifications and certifications. In fact, 78% of IT job listings emphasize the

importance of certification, in addition to formal education (Cambodia Digital Tech

Association [CDTA], 2023). For roles in cybersecurity, employers specifically look for

candidates who have:

1. Certified Information Systems Security Professional (CISSP) certification

2. Experience with penetration testing tools

3. Understanding of Cambodian data protection laws

To meet this growing need, the Royal University of Phnom Penh has introduced a specialized

cybersecurity track in its Computer Science program. This program has seen a 40% increase

in enrollment since 2021, showing the rising interest in cybersecurity careers (Royal

University of Phnom Penh, 2023).

Chapter 3: IT Field in the Cambodian Education System

3.1 Introduction

Information Technology (IT) is becoming a very important part of Cambodia’s education

system. Both the government and private schools are working together to use more

technology in teaching. They believe that by using computers and the internet, they can make

education better and prepare students for jobs in the future. Many students today will work in

jobs that use technology, so it is important that they learn digital skills early. Even though

there are many challenges, Cambodia is moving forward step by step to bring IT into

classrooms across the country.

3.2 IT Curriculum and Infrastructure

In the last few years, Cambodia has made good changes to its school curriculum by adding IT

subjects. Since 2018, students from Grade 4 to Grade 12 have been learning computer

programming, basic coding, and how to use digital tools. This helps students understand how

computers work from a young age and gets them ready for a digital future. However, there

are still big problems. Many schools, especially in the countryside, do not have enough

computers or tablets. Some schools also do not have strong internet connections. Even in

cities, not every school has modern computer labs. These problems make it hard for all

students to learn IT skills equally. The government and some private groups are trying to fix

these issues by building better internet systems, giving out more devices, and creating better

classrooms for digital learning.

3.3 Teacher Training and IT Education

Good teachers are important for students to learn well. This is also true when it comes to

using technology in schools. In Cambodia, many teachers did not grow up using computers or

the internet, so they need special training. That is why the government started programs like

the Strengthening Teacher Education Programmes in Cambodia (STEPCam). This program

helps teachers learn how to use digital tools, online learning platforms, and new teaching

methods. Through STEPCam and other training activities, teachers are learning to use

computers better and are able to bring more interesting and modern lessons to their students.

The government also wants teacher training centers to offer more digital education, so new

teachers are ready when they start working. However, it is still hard to train teachers who live

far from big cities because they do not have easy access to training courses.

3.4 Challenges and Opportunities

Even though Cambodia is working hard to improve IT in education, there are still many

challenges.

Challenges:

 Limited Access to Technology: Many schools do not have enough computers,

projectors, or internet services. This is even worse in rural and remote areas.

 Low Digital Skills: Some teachers and students do not have the skills needed to use

computers and online tools properly. This makes it hard to fully use technology in

lessons.

 High Costs: Buying computers, tablets, and paying for internet service is still very

expensive for many families and schools.

Opportunities:

 Better Learning Methods: Technology can make classes more exciting by using

videos, online games, and digital textbooks. This can help students understand lessons

better.

 Training for Teachers: Online training platforms give teachers chances to keep

learning and improving their teaching methods without needing to travel.

 Reaching Remote Areas: Students living in far-away villages can still access good

education through online classes if they have internet. This helps to close the

education gap between cities and countryside.

Even though there are many problems, the opportunities that technology brings are very big.

With the right plans and more investment, Cambodia can create a stronger, smarter education

system.

3.5 Conclusion

In conclusion, IT is an important part of Cambodia’s education today. Even though many

schools still face problems like poor internet and lack of computers, the country is taking

good steps to improve. Training teachers, updating school curriculums, and bringing better

technology to schools are all helping students get ready for the future. If Cambodia keeps

investing in technology and education, students from all areas cities and villages will have a

better chance to succeed in a world that is more digital every day. Hard work and smart

planning will make this dream possible.

Chapter 4: Advantages and Disadvantages of Using IT in Cambodia

4.1 Benefits of IT in Different Sectors

Information Technology (IT) has changed many parts of life in Cambodia and continues to

bring many positive effects across different sectors:

 Education: IT has made a big difference in education by allowing students and

teachers to access a lot of learning materials online. Online learning platforms, digital

libraries, and virtual classrooms have helped students, especially during times like the

COVID-19 pandemic. Now, even students in remote areas have the chance to learn

new skills if they have internet access.

 Healthcare: In the health sector, IT helps doctors and nurses manage patient records

more easily and safely. Telemedicine services also allow patients in faraway areas to

talk to doctors without needing to travel long distances. This improves healthcare

access for people who live outside of cities.

 Business: For businesses, especially small and medium-sized ones, IT offers new

opportunities. E-commerce platforms let businesses sell products online, reaching

customers from across the country and even outside Cambodia. Digital payment

systems, online marketing, and management tools help businesses work faster and

more effectively.

 Government: Many parts of the Cambodian government are also using IT to improve

their services. Digital systems help speed up public services like getting documents,

paying taxes, or applying for permits. Online platforms make it easier for citizens to

get the help they need without spending too much time waiting in lines.

[Link]

4.2 Negative Impacts and Challenges

Even though IT brings many benefits, there are also problems that need to be solved:

 Digital Divide: One of the biggest problems is that not everyone in Cambodia has the

same access to technology. People living in big cities like Phnom Penh usually have

good internet and can afford smartphones and computers. But in rural areas, many

people still struggle with poor internet connections or cannot afford digital devices.

This gap creates inequality in education, business, and even basic communication.

 Cybersecurity Risks: As more services move online, there is a higher risk of

cyberattacks. Personal information, bank accounts, and government data can be stolen

if proper cybersecurity measures are not in place. Many people are still unaware of

how to protect themselves online, which makes Cambodia vulnerable to cyber threats.

 Job Displacement: Automation and new digital tools can sometimes replace human

workers. For example, automatic machines and online booking systems can reduce

the need for staff in certain jobs. While IT creates new kinds of jobs, people who do

not have digital skills might lose their jobs and find it difficult to find new work.

4.3 Solutions and Recommendations

To solve these challenges and make sure everyone can enjoy the benefits of IT, Cambodia

can take several important steps:

 Infrastructure Development: The government and private companies should continue

investing in better internet and digital infrastructure, especially in rural and remote

areas. More internet towers, affordable devices, and better power supply systems are

needed to connect all communities equally.

 Education and Training: Digital literacy programs should be expanded across the

country. Schools, community centers, and local governments can organize free or

low-cost training programs to teach people how to use computers, smartphones, and

online services safely and effectively. Special focus should be given to teaching

digital skills to students, unemployed people, and small business owners.

 Cybersecurity Measures: Stronger laws and systems are needed to protect citizens’

data. The government should set clear rules for cybersecurity, teach people how to

stay safe online, and invest in technologies that can defend important information

from hackers. Raising public awareness about the risks and teaching basic online

safety tips will also make a big difference.

4.4 Conclusion

IT has opened up many new opportunities for Cambodia across sectors like education,

healthcare, business, and government services. It has made life more convenient and

connected for many people. However, to fully enjoy these benefits, it is important to address

the problems that come with it, such as the digital divide, cybersecurity risks, and job

displacement. By continuing to invest in infrastructure, providing proper education and

training, and improving cybersecurity, Cambodia can move forward on its digital journey and

make sure that everyone benefits equally.

Chapter 5: Education and Benefits of English Language in

Cambodian Society

5.1 Importance of English in Education

English is very important in education because it helps students understand more and connect

with people around the world. It is the official language in many countries and is used by

million people. Many textbooks, research articles, and websites are written in English, so

students who know the language can find more useful information for their studies. English is

also the main language of the internet, with over half of the websites written in English. This

allows students to use more learning tools and get access to online education. In many

universities, English is used to teach subjects like science, business, and technology. Students

who want to study in other countries or take part in international programs need to have a

good level of English to do well. Learning English also helps students in the future. It can

improve their chances of getting better jobs and makes communication easier in many

workplaces. That’s why English is an important language for both education and future

success.

5.2 English and Career Opportunities

English is very helpful for getting good jobs and building a career. Many companies around

the world use English to talk to their work and customers. When a person can speak and

understand English well, they can work with people from other countries and join

international teams. Many jobs today need English skills, especially in areas like business,

tourism, and technology. Employers like workers who can speak English because they can

write emails, join meetings, and understand work documents. Knowing English can also help

people find better jobs, earn more money, and grow faster in their career so learning English

is not only good for school, but also for finding good job opportunities in the future.

5.3 Role of English in IT Development

English plays an important role in the field of Information Technology (IT). Most

programming languages, like Python, Java, and C++, are written using English words. This

means that when people learn how to code, they are also reading and writing in English.

Without understanding English, it would be very hard to learn or work in programming.

Many useful resources for IT such as online tutorials, technical guides, YouTube videos, and

forums are also written in English. For example, websites like Stack Overflow or GitHub are

full of helpful answers, but most of them are in English. So, IT students and professionals

who know English can find solutions faster and understand more advanced topics. In the IT

world, people often work with international teams. English is the common language that

allows people from different countries to communicate clearly and share ideas. Whether it’s

writing emails, attending meetings, or reading project documents, English is often required.

In conclusion, English helps people in IT learn faster, solve problems, and work with others

from around the world. It is not just a language skill it is a big advantage in the tech industry.

5.4 Benefits of English to Cambodian Society

English is important for Cambodia because it helps the country grow and connect with the

rest of the world. When more people in Cambodia speak English, it becomes easier to do

business with other countries. This can bring in foreign companies, increase trade, and create

more jobs for local people. Tourism is another area where English is useful. Many tourists

speak English, so when Cambodians can communicate with them, it makes their experience

better. This also helps businesses like hotels, restaurants, and tour services earn more money.

In education, English gives students and teachers access to a lot of information from books,

websites, and online courses that are not available in Khmer. It also helps students join

programs or scholarships in other countries, giving them more chances to learn and grow.

English is also helpful in international meetings and events. Many global organizations and

governments use English, so when Cambodian leaders and workers speak English, they can

represent the country better and build stronger partnerships with others. In short, English

helps Cambodia in many ways by improving education, growing the economy, supporting

tourism, and helping the country build stronger global relationships.

5.5 Conclusion

English is a very useful language in many parts of life. In school, it helps students understand

more because many books and websites are in English. It also helps people find better jobs,

especially in companies that work with people from other countries. In IT, English is used in

computer languages and to read or watch lessons online. Learning English gives people more

chances to improve their lives. It helps them connect with others, learn new things, and have

more choices for their future. That’s why English is not just a subject in school, but a skill

that can help us grow in many ways, especially in Cambodian society today.

Chapter 6: Bridging and Roles of English in the IT Field

6.1 English as a Global IT Language

Today, English is the main language used in the global IT world. It plays a big part in how

technology is built and how people work together. In Cambodia, where the digital economy is

growing fast, English skills help people connect with other countries, learn about new

technologies, and find better jobs. Programming languages like Python, Java, and C++ are all

based on English words and commands. This makes understanding technical English very

important for anyone who wants to work in IT. Also, most technical documents, software

guides, and online resources are written only in English. Without English skills, it’s much

harder for people to study, solve problems, or build new things. Because IT is global,

Cambodian IT workers often work with clients and teams from other countries. They use

English to discuss projects, share ideas, and fix technical problems. In education, about 85%

of computer science research papers and 90% of good online learning materials are written in

English (Seidlhofer, 2011). Professional certificates from companies like Microsoft, Cisco,

and AWS are also given in English, and passing these exams needs strong English reading

and understanding skills (Jenkins, 2015). According to the Cambodian Ministry of

Education’s 2023 report, English ability is one of the three most important skills for finding a

good job in the tech field, along with technical knowledge and problem-solving skills.

6.2 How IT Professionals Use English

In their daily work, Cambodian IT professionals use English in many important ways. First,

they use it to read technical documents, understand error messages, write code comments,

and check system logs, which are almost always written in English (Swales, 1990). Working

with others is also a big part of IT today. Many developers use GitHub to share code, ask

questions on forums like Stack Overflow, or join open-source communities and all of these

use English. In Cambodia, many international companies have offices, and in these

workplaces, meetings, project plans, and even performance reviews are usually done in

English. A 2023 survey by the Cambodian IT Association showed that 78% of mid-to-senior-

level IT jobs in Phnom Penh require English every day. This number rises to 92% for jobs

that involve working directly with international clients. Learning new skills is also closely

tied to English. Most updated online courses, blogs, and webinars on websites like Coursera

and Udemy are written in English (Hyland, 2016). Even in Cambodian companies, IT teams

often have to search for solutions in English resources when dealing with new technologies or

complicated issues. Fields like cloud computing and cybersecurity need even more English

because about 95% of certifications and 88% of advanced training programs are only

available in English, according to the Cambodia Digital Tech Association’s 2023 report.

Because of this, IT professionals who are good at English can get better jobs and earn salaries

that are 25% to 40% higher than those who aren’t as strong in English.

6.3 Challenges for Non-Native English Speakers

Even though English skills open up many opportunities, Cambodian IT professionals still

face many challenges when using English. The special vocabulary used in IT can be difficult

because it includes lots of technical terms, short forms, and professional jargon that are very

different from everyday English (Nation, 2001). Words like “object-oriented programming”

or “multi-factor authentication” are not just about knowing the meaning people need a full

understanding of the concepts behind them. Speaking English can also be hard. Many

Cambodian professionals feel nervous when talking in English during online meetings or

phone calls, especially when they speak with native English speakers. Without visual cues, it

can be even harder to understand each other (Munro & Derwing, 1995). Writing professional

emails, technical reports, or adding clear comments to code in English is another big

challenge. According to a 2022 study from the Royal University of Phnom Penh, 68% of

computer science graduates said they could read technical documents fairly well, but only

42% felt confident writing professional emails, and just 29% felt comfortable joining

technical discussions in English. Also, since new technologies are always coming out, IT

professionals need to keep learning new English terms all the time. Communication styles

can also cause problems. For example, English-speaking tech teams often use humor, direct

speaking, or idioms that may be confusing for non-native speakers, which can sometimes

lead to misunderstandings.

6.4 Conclusion

English plays a huge role in Cambodia’s growing IT industry. It acts as a bridge to better

jobs, higher salaries, and international opportunities. At the same time, it can be a barrier for

those who are not confident using it. As Cambodia continues to build its digital economy,

English skills will become even more important for success. To help workers overcome

current language challenges, schools and universities should offer special “English for IT”

classes that teach the words, skills, and communication styles needed for real tech jobs.

Coding bootcamps and tech training centers can add English practice into their programs,

especially for in-demand fields like cybersecurity and cloud computing. Companies should

also offer English training for their employees to help them grow their careers. Finally, the

government can support by funding bilingual learning resources and helping create more

chances for Cambodian IT workers to practice English with international partners. By

improving English skills, Cambodia’s IT professionals can fully take part in the global tech

world, help bring new ideas to life, and make the country’s digital economy stronger.

Chapter 10: IT Security and Safety Suggestions for Users

10.1 Common Cybersecurity Threats

In today’s digital world, using the internet and technology brings many benefits, but it also

comes with risks. Cybersecurity threats are dangers that can harm computers, steal personal

information, or damage online systems. It is important for users to know about these common

threats to protect themselves. One major threat is phishing attacks. This happens when

someone receives a fake email or message that looks real but is actually a trick to steal

personal information like passwords or bank details. Malware is another big threat. Malware

is software that is designed to damage computers or steal data. It can come from downloading

files, clicking on bad links, or visiting unsafe websites. Ransomware is a special type of

malware that locks a person’s files and demands money to unlock them. Viruses and spyware

are other threats that can slow down a computer or secretly collect information. Also social

engineering attacks trick people into giving away confidential information without even

realizing it. By understanding these threats, users can take the first step toward staying safe

online.

10.2 Best Practices for Online Safety

Keeping safe online is very important because the internet can sometimes be dangerous.

There are many simple things that users can do to protect themselves while using technology.

First, users should create strong passwords. A strong password is long and includes a mix of

letters, numbers, and special symbols. It is also a good idea to use different passwords for

different accounts. Turning on two-factor authentication (2FA) adds another layer of security

by asking for a second code when logging in. Updating software regularly is also important

because updates often fix security problems. Users should also avoid clicking on suspicious

links or downloading files from unknown sources. Installing a good antivirus program can

help detect and block harmful software. When using public Wi-Fi, it is safer to use a virtual

private network (VPN) to protect personal information. Finally, users should always be

careful about what they share online because personal information can be used by hackers.

Following these best practices can make online experiences safer and reduce the risk of

attacks.

The government and private organizations have an important role in protecting people and

systems from cybersecurity threats. They create rules, provide education, and offer tools to

make the internet safer for everyone. Governments often create cybersecurity laws and

policies that require companies to protect user data and report security problems. In

Cambodia, for example, the Ministry of Posts and Telecommunications works on digital

security programs and builds public awareness about online safety. Organizations like banks,

schools, and businesses also play a big role. They are responsible for protecting their

customers’ and employees’ information. Many companies now hire cybersecurity experts to

make sure their networks are safe and to react quickly if there is an attack. International

organizations, such as Interpol and The United Nations, also work together with countries to

fight cybercrime and to share knowledge about cybersecurity best practices. By working

together, governments and organizations can create a safer digital environment for everyone.
