The affidavit serves as a preventive measure by making students aware of specific actions constituting ragging and their associated consequences. By requiring students to affirm their understanding and acknowledgment of potential penalties, it instills a sense of personal accountability and informs them of the serious repercussions of engaging in such behavior .

It is significant because it ensures transparency and the integrity of the admissions process. By declaring past incidents of expulsion or being debarred due to ragging, educational institutions can make informed decisions on admissions and uphold a safe, disciplined atmosphere for all students .

The legal implications are significant; the student's affirmation that the affidavit content is true holds them accountable under legal standards for perjury if it is later discovered that they provided false information. This underscores the seriousness with which the declarations in the affidavit are to be treated, as violations could lead to legal and institutional penalties .

The affidavit ensures understanding by explicitly requiring the student to state that they have read and understood the relevant clauses of the UGC Regulations, which detail what ragging is and specify the punishments applicable if found guilty. The student acknowledges that these punishments could be penal, administrative, and potentially include criminal action under existing laws .

The affidavit could positively influence a student’s future interactions by instilling a strong understanding of the negative consequences of ragging and undisciplined behavior, promoting respect and responsibility in community interactions. This understanding may deter students from engaging in misconduct, fostering a more respectful, inclusive campus culture .

The affidavit mentions Clause 3, Clause 7, and Clause 9.1 of the UGC Regulations. Clause 3 outlines what constitutes ragging. Clause 7 and Clause 9.1 detail the penal and administrative actions that can be taken if found guilty of ragging, including penalties or other disciplinary measures .

An oath commissioner plays a critical role in validating the affidavit by witnessing the student’s signature and verifying that the declaration has been made solemnly and truthfully. This step is necessary to ensure the document's legal authenticity and credibility, often serving as a deterrent against false declarations due to the legal consequences of lying under oath .

Beyond ragging, the affidavit binds the student to obey the code of conduct established by the institution and refrain from any undisciplined activities both on and off campus, stressing personal responsibility for any incidents that result from violations of this discipline .

Personal accountability is manifested through clauses that require the student to take full responsibility for not engaging in ragging or any other form of misconduct. Additionally, by agreeing to the potential consequences and affirming prior disciplinary history, the student recognizes their obligations to maintain discipline proactively, impacting both academic and social conduct .

The mutual obligations include the student's commitment not to indulge in or abet ragging, to adhere to the code of conduct, and to take responsibility for actions that might contravene these obligations. The institution, implicitly, is obliged to uphold and enforce the terms of the UGC Regulations and take appropriate action if a breach occurs .
