(Training and Cextitication) Regulations 1997 (the Reghlations)implement in the United Kingdom some * of the requirements of the Intemational. Convention on. Standirds | of. Training, Certification. and Watchkeeping’ for Seafarers, 1978, [Link] in 1995(STCW.95)2 and its associated Code (STCW code). STCW.95 and the Regulations introduce anew certificate structure applicable to masters, deck and engineer officers and ratings, which are’ explained fully in other Parts ofthis series of Guidance Notes. 1.2, The issue of ‘a certificate of competency, paiticularly a first certificate, [Link] the final stage in the following procedure: «1 demonstration of the required standard of physical fitness (by passing a medical examination/sight test); 2. completion of the initial training requirements; 3 completion of the appropriate watchlceeping tandlor sea-service; A successful completion of the approved training Programmes and assessments; 5 successful completion of all ancillary fining as set out in Part 2 (deck) and 3 (engineer) =, | 6 success in the MCA oral éxemination (not required for ratings certification wader STCW 95, Regilations 11/4 and 11/4), - 1.3 The MCA oral examination is aimed at ensuing the candidate's ability to. undertake the duties appropriate to the offiter of the watch (OW), chief ‘mate, master, second engineer or chief engineer. Oral examinations are part. of the procedure for the attainment of all MCA certificates of competency, and all ‘candidates must demonstrate an adequate Anovledge of the English language. 1.4 The examination. syllabuses, are divided into topics. Hach topic contains a group of tasks, duties and: responsibilities considered necessaty for ship “CLS1 Orals Index operation, safety of life at sea or protection of the marine environment. As indicated in the preamble to cach examination syllabus, the examination will be conducted stom a particular perspective, and this wil be based upon the Ievel of responsibility assumed, ic. either management level (master, chief engineer chief mater second engineer) or operational level (officer in charge of a navigational or engineering watch). 15 Candidates secking -STCW 95 certificates of competency a3 a deck officer will follow the oral examination syllabuses A-E contained at Append’x A of this Note. At the date of this MGN, syllabuses EAL are still being developed. Until 31, December 1999, candidates who commenced sea-going service or approved education and training: programmes prior to. 1 August 1998 wore examined using the oral syllabuses required for STOW 78 cortificates of competency Classes 1 to 5. Resits will be allowed until 3{-December 2000, 2.0 Applications for MCA Oral Examinations “21 Before being admitted to. tho MCA oral examination candidates must be in possession of a Notice , of Bligiblity.” (NOK). As wide a range of dates as possible should be given to afford the examiner the maxiznum opportunity to airango an appointment sonyebient to the candidate, = Page 2 of'5 2.3 A NOB is only-valid for one oral examination, attempt. A new one should be obtained for any subsequent attempt (see paragraph 3.6 below). 2.4 When attending for examination, the following, documents should be produced for scrutiny by the examiner: a, Notice of Eligibility; bb. discharge book or passport (if a discharge book is notheld); . cartficate of competency (if one is held); 4. Deck or Engineer (as appropriate) Record Book, if ani approved course of training hes been followed, or ‘Vocational Qualification (V.Q) portfolio of evidence (as appropriate). 3.0 Conduct of Oral Examinations 3.1 The oral examination will in all cases be ‘conducted in English by an examiner from the MCA, generally at an MCA Marine Office. However, ‘where appropriate, MCA has the discretion to use other venues. 3.2 Examiners will use the appropriate examination . syllabuses, as detailed in paragraphs 1.5 to L6 above. 3.3 The result of the oral examination will be entered on the NOE by the MCA examiner. A candidate failing the. oral examination will receive verbal feedback from the examiner, indicating the funetion(sVtopic(s) in which the candidate was deemed to have failed. - 3.4 A candidate passing the oral examination, and holding a NOB carrying a red endorsement to the ‘effect that they have met all the requirements for the issue of a certificate of competency prior fo attending the oral examination, should give their existing certificate of competency (if held) to the examiner, who will make arrangements for a certificate of competency to be issued within three working days. 3.5 A candidate passing the oral examination, but not holding a NOE canying the red endorsement, will have the Notice returned to him or her. The Notice should be retained until all the requirements have been met and should be sent together with relevant deeiitiehtation’ “atta” “existing” eitetebte™” of competency ( if held) to the Seafarer Standards Branch of the MCA at the address given at the beginning of this MGN. 3.6 If a candidate fails the oral examination and ‘wishes to resit the examination, the NOE ( showing the “failed” entry) together with the relevant fee, CLS1 Orals Index should be sent to the Seafurer Standards Branch, and anew NOE will be issued. Candidates will not be re- ‘examined within two weeks of having failed. 3.7 A candidate failing the oral examination through serious weakness may, at the examiner's discretion, be given a time penalty which may include a requirement to complete a period of sea service before becoming eligible to re-sit the examination. 3.8 A candidate. not appearing for an oral examination at the appointed time may be failed by default unless reasonable proof can be provided that the failure to attend was unavoidable. 3.9 Any candidate involved in inregular behaviour (uch as cheating) will be failed in the oral examination, and the circumstances reported to the: MCA’s Chicf Examiner. The circumstances of reported cases will be' considered individually and such consideration may result in the candidate being barred from sitting the oral examination, either for a specific period, or until further sea. service has been completed by the candidate. 4.0 Further Advice ‘4.1 Further information, if, required, is may be obtained from the MCA at any Marine Office or at the address given at the beginning of this MGN. SYLLABUS STCW Regs - 10/3 AND I1U2 CHIEF AND SRCOND ENGINEER OFFICERS ‘The following is « common syllabus in which Chief Engineers and Second Engineers are required to demonstrate the specific competence detailed in the appropriate paragraph below. All candidates should demonstrate_a_thorough knowledge of the syllabus for Engineer Officer of the Watch, STCW Reg TIV3 - Second Engineer ~ ships less than 3000 kW AS candidates at this level will also be granted certificates under Regulation IIV/2 to sail as Second Engineer on vessels of less than 6000 KW’ on near- coastal voyages, the oral examination will concentrate on marine systems and’ equipment associated with ships up to this limited registered power. It will. be concemed with. the. constructional details, working principles end safe and efficient operation of plant, the comect use of equipment provided for the safety of the'ship and the protection of the environment, and the legal and management responsibilities of a certificated engineer officer. In addition, candidates are required to demonstrate sufficient knowledge to enable them to assume. the Page 3 of 5 ‘ responsibilitics of the Chief Engineer should this officer become incapacitated during a voyage, end thus enable the vessel to safely make the next port. STCW Reg ILVS - Chief Engineer - ships less than 3,000 kW ‘As candidates at this level may also be granted certificates under Regulation IT/2 to sail as Chist Engineor on vessels of less than 6,000 IAW on itear- coastal voyages, the oral examination will be based on the operation, maintenance and management of marine machinery appropriate to ships ofthis limited registered power,, particularly the recognition of iaregulaity in the perforniance ofthat machinery and the analysis and interpretation of information gained from monitoring equipment. It will ‘also cover ‘emergency procedures directly related to the ‘safety of ships ‘and the protection of the enivironment, advanced operational engineering knowledge and the logal and administrative duties of a Chief Engineer Officer. STCW Reg IU? - Second Engineer ‘The oral examination will be concemed with the constructional details and working principles of marine systems and equipment, the safe and efficient operation of plant, the correct use of equipment provided for the safety of the ship and the protection of the environment, and the legal and management responsibilities of a certificated engineer officer. In addition, candidates are required to demonstrate sufficient knowledge to enable them to assume the responsibilities of the Chief Engineer should this officer become incapacitated during a voyage, and thus enable the vessel to safely make the next port. STCW Reg 1102 - Chief Engineer ‘The oral examination will be based on the operation, maintenance and management of marine machinery, particularly the recognition of imegularity in the performance of that machinery and the analysis and interpretation of information gained from monitoring equipment. It will also cover emergency procedures directly related to the safety of ships and the protection of the environment, advanced opérational engineering knowledge and the Tegel and administrative duties of a Chicf Engineer Officer. Maddison Duration: 40 Minutes Student: Savas Papasavvas Evaluation: Pass 1. Document Checking, Discharge Book, CoC and Passport. Noted my experience on Cruise Ships. 2. Started with ISM Code. Requested full description of what | know. I covered ISM purpose, SMS implementation on ship/ company, structure and contents of SMS. (From ISM Survey notes) 3. IAPP & IOPP Certificates in detail. Technical file explanation. Regulations 12/13/14/15/16/18 content in short. Emission limits for Nox, Sox (g/Kwh) and fuel content limit (ECA, 2020 limit, etc) 4, F.O Analysis. What we expect to find apart from sulphur (Interested in Cat Fines, Flash point) Asked what is the minimum flash point accepted for bulk storage. (60 oC from SOLAS). 5. State and describe the purpose of various surveys that take place onboard. Explained to him about Load Line Survey, Safety Construction and Safety Equipment, in detail and what checks are included, Structure from Roy's notes (Certificate Tempates) 6. SEEMP. What is it and how it works, Explained purpose, application and ways of improving EE. (Wartzila Notes and MGN 462) 7. MLC. What is it in few words and what are the minimum resting hours. (10h/24h, 77h/7d) 8. Dry Dock preparation. From taking over as Chief Engineer (Long Term ~ Spares, Work Planning, Involved personnel), until the ship is laid safe on the blocks (Services provides - Shore power, fire line, etc). Specially mentioned what we do with CO2 System. He was happy with blanking the discharge line. Answers were from notes and he asked no further questions. 9. Azimuth Thruster inspection during DD. He wanted to hear about enclosed space, HV isolation ‘and what are the main items checked (Bearing and oil condition, Motor inspection). 10. Emergency Generator power supply ~ What load are being connected, how much time it has to operate and how fast to connect. At the presence of UPS he wanted to know which loads are most likely to be supplied. 41. Boiler Survey ~ From decommissioning to documentation/ certificate signing from the surveyor. Including Safety valve O/H and test, PTW, Enclosed space and JSA. All procedure straight from notes. 12, Back to Safety Equipment Survey — Life boat load testing and survey. Lowering and raising times, time for break to activate, describe the procedure. That was a question | wasn’t well prepared and only answered that the test is carried out with dummy weight (bags with water) to achieve full load and times for raising (min 0.3m/s) and lowering (max 0.6m/s). It was not clear if he was happy with the answers. Asked where the above procedure/ values can be found: SOLAS. 13. Also asked what other equipment is included for load testing, as per recently revised regulations. He wasn't expecting for me to know that he was mentioning the Gangway, as a beam. ‘The examiner was in general straight in his questions and in most of the cases did not ask back on any of ‘the subject, apart from the life boat testing which | wasn’t well prepared. Questions had a flow and were in the majority linked together. Special thanks to Mr. T. Bull, Mr. R. Jenkins, Mr. G. Charlton, Mr. J. Raffell and Mr. B. Maddison CANDIDATE: Mike Watt DURATION: Approx 50 minutes RESULT: Pass As is normal, started with checking of my documents, looked through my discharge book, CoC and Sea Service Testimonials. Had a quick conversation about who I work for and what type of vessels I have been working on (Tankers), Q. Chief Engineer joining vessel what would you expect to receive in a handover? A. Current condition of equipment onboard, any defects particularly to Critical items. Non- conformities, conditions of class, memorandum, Engine room log book, Oil Record Book up to date and Cl1s completed. Any issues with Marpol IOPP associated equipment. Quantities of FO, GO, LO, Sludge onboard. Plans for next cargo, staff records and experience levels. When is next drydock? When are annuals ete.... Q. You mentioned Critical Equipment, how do you know’? A. Its part of the SMS and integrated into the Planned Maintenance System. Included in the list of Critical Equipment is like to be Hull and Superstructure, Main and Auxiliary Engines, Boilers, LSA and Firefighting, Inert Gas etc Q. What is Condition of Class, what does that mean? ‘A. Where there is a non-conformance preventing the vessel from being seaworthy but where Classification society approves for the vessel to sail to the next port for repairs to be carried out. Q. Non-Conformity are there different levels? A. Its up to Class to decide but they are a serious matter and are where there is a serious danger to safety of life, serious damage to property, serious harm to environment or to the company. Q. ISM code how does it affect the people onboard the vessel? A. Lexplained that its part of SOLAS Chapter 9, went into the SMS and how its integrated into the onboard QA system. I then covered how the DOC is issued to the company and this document is arried onboard. I went into the SMC being issued to the vessel after an audit and that this is done every 5 years and that the company conducts internal audits on annual basis to remain compliant. I talked about Emergency Procedures and contingency plans. Q. What do you know about MLC? A. Its Maritime Labour Convention and applicable with regards to hours of rest. Told him all rules with regards to hours. Q. What if you have cadets onboard? A. (Lwas unsure but said that I knew there were different rules if under 18) Q. Tell me about IAPP? A, Intemational Air Pollution Prevention Certificate, Talked about Annex VI particularly Regulations 13 and 14 NOx and Sox. Also discussed the NOx technical file and how its kept up to date. I talked about the IEEC and SEEMP. Q. What are the Sulphur limits? ‘A. Currently the global cap is 3.5% with the cap expected to come down to 0.5% in 2020. 0.1% limits in SECA and European ports. Q. What else is covered in Marpol Annex VI other than NOx and Sox? A. Regulation 18, Fuel quality went into ISO 8217, Visco, Density, Pour point, Flashpoint, Impurities ete. Q. And what else in Annex VI? ‘A. Ozone depleting such as Freon Q. And what else specifically on tankers? A. You mentioned earlier about Drydock, what will you do to prepare? A. Italked about discussing upcoming work and preparations with the 2" Engineer. Going through drydock specs and consulting with the Technical Superintendent. Organisation of staff and mentoring. Marking of valves and jobs, drydock checklists. Ensuring that appropriate documentation is prepared for dock such as Docking Plan for keel block locations, Shell Expansion Plan. Tthen went into discussing with Electrician about upcoming work and specifically the switchboard surveys which are carried out every 5 years. I said that thermographic survey of switchboards is carried out 3-4 weeks prior to drydock where any issues such as looseness can be found. Q. Okay so you are at the shipyard, what services will you need for supply? A. Said that its dependent on whether we are going to go onto shore or ships power as my previous few docks had been on ships power. I said that if it was ships power we would need cooling and went into details of lining up to LT cooler and that often system ends up being split and the potential ramifications of corrosion to refrigeration condensers with regards to Seawater cooling in yards. I then detailed services required such as fresh water and reception facilities for sewage, sludge and bilges. Air supplies for ventilation and general service air for tooling, Q. If there is a fire in Drydock what will happen? ‘A. In my experience ships staff usually initially muster onboard to ensure they are all accounted for ‘and then muster on the dockside. The shipyard fire team will arrive and deal with the fire as responsibility for the vessel has been handed over to them. Q. What means do they have for extinguishing the fire? ‘A, Went into details of the International Shore Connection. Also talked about how CO2 and Hot Foam systems were isolated while in dock. Q. You are in the dock now, take me through a dock bottom inspection? A. Started at stern, talked about Rudder and clearances and defects, moved onto propeller and defects, stern tube rope guard and wear down readings. Anodes, shell plating, under keel inspection, seachest and gratings, overboard valves and openings, Bow plating and anchor chain and links. Q, From the under-keel inspection you find a dent, what are your actions? A. I said that I would consult classification surveyor as to whether itis acceptable or must be cropped out. The examiner wanted more, and I discussed NDT and testing the integrity of the double bottom. ‘What he wanted was an intemal inspection which I got to eventually. Ifthe internal frames are bent then something must be done, otherwise it could be acceptable as cosmetic damage. ‘That was all the questions I had as far as I can remember, I think I gave him as much information as I could to certain questions which meant that he didn’t have to ask many of the questions as I had already shown my knowledge. Ships store or sometimes already fitted so you just remove the shim or if required it is just a basic flange so make one. ‘What kind of valves are your ships side valves, materials and why. I said screw lift gun metal and he said I was wrong. I said that is what they are on my ship. He looked at my discharge book and then asked what they would be on a cargo vessel. I said butterfly with neoprene seals and he seemed happy. I am on a ferry built in 84 and we have screw lift sea suctions. Why so many anodes on the aft end. I simply said because you cannot put anodes directly on the prop. He looked bored and moved on. I don't know if I was right. Checks made with shore electrician before connecting shore electricity.
