Online Management & Monitoring System (OMMS)
Introduction Objectives of PMGSY Construction of rural roads brings multifaceted benefits to the hitherto deprived rural areas and is seen as an effective poverty reduction strategy. The economic benefits of rural roads include increase in agricultural production, changes in cropping pattern, better prices for agriculture produce, reduction in transportation cost, creation of new employment opportunities in farm and off-farm sectors, lower prices for essential commodities for rural consumers, better climate for setting up cottage and agro-Industries, increase in production of dairy products, etc. The impact of new link on social life of rural population, is reflected in the form of better medical care, more attendance in school/colleges, better availability of public services, higher levels of social interaction etc. Rural roads also change life patterns. Improved connectivity will make daily communication to urban work places easier, reducing migration, increasing rural employment and improving family life. Rural connectivity enables increased penetration of better quality consumer items and durables, thus improving quality of life. All this in turn, will simulate not merely the rural sector but the entire economy. Governments resolve to provide total Rural Connectivity was indicated in the address of the President of India to the Joint Sitting of Parliament on 25th October 1999, when a programme of Construction of All-weather roads in the rural areas was announced. Subsequently, in his address on 15th August 2000, the Prime Minister announced the Pradhan Mantri Gram Sadak Yojana (PMGSY), as 100% centrally sponsored Scheme, with the target of connecting, through good All-weather roads, every habitation with the population more than 1000 within next 3 years and every habitation with the population of more than 500 by the year 2007. The programme was launched on 25th Dec 2000 and Rs. 2500 corer was released to the state governments as additional central assistance for the rural roads programme during 200001. The programme seeks to provide connectivity to all unconnected habitation in the rural areas with the population of more than 500 persons, through good all weather roads, by the end of 10th plan period. In respect of the hill states (North-East, Sikkim, Himachal Pradesh, Jammu & Kashmir, Uttaranchal), desert areas and tribal (Schedule-V) areas, the objective is to connect habitations with the population of 250 persons and above. PMGSY as 100% centrally sponsored scheme commenced from 2001-02 after cabinet approval on 7th August 2001.
Features of Pradhan Mantri Gram Sadak Yojana (PMGSY) : PMGSY is a 100% Centrally Sponsored Scheme executed through State Government Agencies. The Primary objective of the programme is to provide connectivity by all weather road to all unconnected habitations, having population more than 500 persons and population 250 and above in case of hill and desert areas. Upgradations, though not central to the programme, would be allowed in case where connectivity is complete. The total requirement of funds for the programme is of the order of Rs.60,000 crores revised to Rs.1,32,000 crores in 2005 . The available source of funds, i.e. 50% share of the cess on High Speed Diesel (HSD), as per Central Road Fund Act, being inadequate to finance a programme of this magnitude, the Ministry of rural Development is authorized to take appropriate steps in coordination with the Ministry of the Finance to generate additional financial resources including by way of borrowing from, inter alia, the External Funding Agencies such as the World Bank and the Asian Development Bank. Execution of the programme will be in project mode through National Rural Road Development Agency (NRRDA), an agency set up under Ministry of Rural Development , to extend support to the programme. Online Monitoring Computerization of data has the advantage of reliable storage, easy retrieval, immediate processing and complicated calculation ability useful in generating the high level abstract information for use of management. The advantage of a centralized database is that the range of comparison is not only vertical in terms of the time period but also horizontal in terms of geographic spread across Districts and State. If to this is added the facility of being able to access the data anywhere/anytime through web-based system, the utility and transparency is multiplied manifold, enabling an extremely high level of project management and monitoring. OMMS Software The OMMS Software is designed as online web-based system with centralized database especially for PMGSY and it is expected that the analyzed data will be useful to all those interested in this area. The principles underlying the operational management of the software are the follows: The data entry should be done at the point where the data will be generated i.e. at the PIU level for project data and at the STA/SRRDA and NRRDA level where their intervention contributes to value addition to the data.
The data entry should be for near real-time to enable outputs to be useful for management as well as monitoring. This implies that the data entry should closely parallel the actual work and to ensure this, system checks must be in place to ensure that the data precedent is on-line before processing for the next step done.
Since data entry may involve some extra effort, it must be seen to be sufficiently advantageous. This involves building in the ability to generate MIS outputs closely resembling or better then existing manually generated outputs and dispensing with manually generated outputs and attendant labour.
The full power of the software is to be brought to bear generate outputs useful at levels monitoring and management output at PIU levels, progress management and managementby-exception outputs at SRRDA level and NRRDA and abstracted and analyzed information policy and over all information for use in NRRDA.
Transparency must be inbuilt in the system enabling abstracted data to be drilled down to basic data, generally upto road or Habitation.
Online Monitoring Responsibilities Effective monitoring of the programme being critical, the State Nodal Department must ensure that all the aspect of the PMGSY in the State are systematically monitored and feedback used for correcting deficiencies. The Online Management & Monitoring System developed for the PMGSY will be the chief mechanism for monitoring the programme. To this end officials managing the various aspects of the programme are required to furnish online all the data in the respect of transaction carried out by them in the relevant module of the Online Management & Monitoring System. The OMMS consists of the following main Modules. Master Data Module: - Master data includes the following: Area Master which contains data regarding the village Habitations and details of facilities available at habitation level (To be entered at PIU level) Roads Master which include details regarding the name of the road, Surface type etc (To be entered at PIU level). Contractor Master (To be entered at SRRDA level). MP/MLA Constituency (To be entered at SRRDA level). Contractor details (To be entered at SRRDA level). Standard bidding document (including check-list) in order to generate bidding document (To be entered at SRRDA level).
Rural Road Plan Module DRRP road data categorizing it as a link as well as a proposed new links or through route (To be entered at PIU level). Core Network data: - Select existing links for inclusion in Core Network (To be entered By PIU from CN-1).
Proposal Module: Entry of annual proposal based on selection of road links from the Core Network (To be entered at PIU level). Data entry of proposal details based on DPRs prepared and package for tendering purpose (Initial physical and financial data to be entered by PIUs with further entry by STA and Cleared by NRRDA.) Tendering Module Tendering data and NIT. (To be entered at PIU level) Contractor award Details. (To be entered at PIU level)
Execution & Monitoring Module Entry of progress against each work in physical and financial terms (PIU level). Completion of road works (To be entered at PIU level).
Accounting and Fund Flow: Accounting data to be entered by PIU with regard to classified expenditure against each road work (To be entered at PIU level). Maintenance Module: Physical and Financial data regarding 5-year contract-based maintenance (To be entered at PIU level). Security and Administration: - Management of Users, logins etc (To be entered at SRRDA level). Details of procedure for making data entry in above-mentioned modules are given in the subsequent chapters of this user manual.
Operationalizing On-Line Monitoring and Management System (OMMS) The SRRDA will appoint one officer of sufficient seniority and having adequate knowledge of Information Technology to function as the State IT Nodal Officer. His function will be to oversee the regularity and accuracy of the data being furnished by District PIUs. The IT Nodal Officer shall also be responsible to oversee the upkeep of the hardware and software as well as the training requirement of the personnel dealing with PMGSY. NRRDA. The SRRDA will ensure provision of necessary manpower, space and facilities to set up the computer hardware at the District and State Level apart from ensuring regular and timely feeding of data. Since most of the data would reside on the State Servers, the IT Nodal Officer must ensure that the State servers are functional all 24 hours. 1.1.1 Function of IT Nodal Officer
The main function of the IT Nodal Officer will accordingly include the following: Ensuring proper management of State server, including its functioning, maintenance, data Backup, and connectivity. Overseeing the proper management of the computer system at PIU level, including their functioning, maintenance, connectivity etc. Monitoring the progress of data entry at PIU level and apprising the CEO of persistent delay /failure to update data. Supervising bulk data entry, Management of the data entry operator deployment etc. Monitoring effectiveness of online connectivity of PIU computers, devising and implementing solution for better and more secure connectivity. Coordination with the financial controller for continued and accurate operating of the payment and fund flow module. Coordination with the SQC for ensuring updation of SQM inspection data on OMMS. Liaising with NIC officers at the State and the District levels, and ensuring integration of data and applications with similar or complementary application in State. Managing the PMGSY e-mail system and liaising with C-DAC and NRRDA s IT Division. Developing and keeping updated, State level PMGSY website. Printing out monthly quarterly MIS outputs and submitting them to the CEO along with his comment. 1.1.2 Function of Head of PIU
It shall be the responsibility of the Executive Engineer / Head of PIU to ensure at District level, effective up time of the Hardware and the Internet connectivity, with the Central Server. He shall be responsible for the constant updation and accuracy of data relating to the progress of road works, record of quality control as well as the payments made. The data shell be updated as warranted but at least once a week.
The Executive Engineer\Head of PIU is pivotal to the successful operation of the OMMS and the CEO of SRRDA must hold him personally responsible in case of persistent failure to keep the OMMS data updated. Since the program funding in the district can be effected adversely. The Executive Engineer/Head of PIU shall be responsible for: Ensuring proper management of the DPIU computer and peripherals including software, data backup etc. Enforcing an Annual Maintenance Contract (AMC) for the computer system. Ensuring Internet Connectivity. Managing the offline software and uploading of data in case of poor Internet connectivity. Supervising data entry in all modules of the OMMS and ensuring in particular that the payment and fund flow module is working satisfactorily. Using the PMGSY e-mail system at PIU level and liaising with the NIC s DIO and the IT Nodal Officer on all aspect. Printing monthly quarterly MIS outputs and forwarding them to IT Nodal Officer along with his comments on the reliability of the data. 2. Getting Started To start using OMMS, open the Internet browser (Internet Explorer 5.x and above). On the address bar of the browser, type [Link] and press enter (as shown in Figure 1).

2.1 Citizens Interface: OMMS is a highly transparent system with almost all data available at the citizen s interface; with reports. All links displayed in (figure: 2) are reports that come under the citizens section of the web site. This section contains information about the latest tender notices, news, reports related to Physical and Financial progress of Sanctioned projects, connectivity status, and other information related to PMGSY. For details see chapter 10 Monitoring .
2.2 Authorized User Interface This section is meant for authorized Government Officials, State Technical Agencies, NRRDA etc who are responsible for maintaining up to date information on OMMS. Authorized User logs in with valid user name and password to add modify, delete data. Every DPIU, SRRDA, STA, NRRDA etc are provided with a valid user name and password. For logging into OMMS see the Authorized user block in Figure: 2. After entering valid username and password, Press button. Clicking on login link will open
different login page for DPIU, SRRDA and State Technical Agencies etc as shown in (figure: 3). The index page for authorized user consisting of Data entry, Reports and Alerts section. Please note that the login identity is displayed on the top bar.

Report Section: This section facilitates government officials to view various reports. These reports are as per data entered and not available in the citizen section. Alert: This section gives alerts to the authorized Government officials about Programme Status, Complaint Status and Data Entry Status. Selecting any link will open the page displaying the respective status.
