Recognition of Prior Learning and Credit Transfer
Recognition of Prior Learning (RPL) is an assessment process that allows experienced
individuals to gain a full or part qualification by producing evidence of what they already
know, can do, and have done.
RPL provides an opportunity for prospective students to gain recognition based on the
skills and knowledge they have recently gained through experience, as well as any
training that have been completed outside of formal training arrangements.
RPL has many benefits:
 Students can finish their training earlier
 It avoids duplication of training and maximises its value
 It creates a learning culture by valuing and recognising learning that has occurred
in the workplace.
You may want to apply for RPL or Course Credit. For more information, please refer to the
Campbell Institute Student Handbook and discuss this with your Trainer/Assessor.

Reasonable Adjustment
A ‘reasonable adjustment’ is an adjustment to the assessment process or materials that
allows a student with a disability fair access to the assessment, and fair opportunity to
successfully complete it. Adjustments must be reasonable and must not compromise the
integrity of the assessment.

Examples of reasonable adjustment could include providing support to individual students,

assistive technology, modifying the assessment process or the format of materials, or
adjusting the physical environment.

Make sure you discuss your assessment needs with your trainer/assessor prior to the
assessment.

You are required to prepare and submit as evidence as per assessment requirements
simulated drawings of geometric alignment of the case study motorway and interchange in
AutoCAD and attach it to your “Detailed Design Plan Template” given in your Student
Resources in your Moodle.

You need to review the costs of two motorway design options based on “Whole of Life
Cost” total economic costs, together with a review of two interchange design options
based on the construction cost of each type of interchange. You need to report to the
Project Chief Engineer of your office along with detailed calculations.

This project has two parts as below:

RIICWD512E Student Assessment Tasks_v1.2 Feb 2025 Page 22

1. Part A – Motorway Options

The design life of the motorway is 100 years, with AADT of 36,000 (Average Annual Daily
Traffic) with traffic assumed to be evenly distributed in both carriage ways, the inner to
outer lanes sharing 40% and 60% of traffic, 22% of the AADT will mainly be large trucks
and semi-trailers, commonly referred to as heavy trucks (Standard heavy vehicles, SHV)
of with 3% very large heavy vehicles (LHV) carrying the goods.

Note that the portion of heavy vehicles are quite significant of the total traffic as such the
cost of operating these vehicles is accordingly high as they are restricted in speed and
fuel for grades of 2% and higher and tighter bends in the road, as they consume more fuel
both in extra work uphill, and in engine braking downhill.

Other modes of transport are relatively unaffected by these 2% grades and tighter curves,
so we can neglect the cost of trips with these vehicles, as they are effectively the same for
the entire motorway route.

For your “whole of life” costing of the motorway options, this will include:

a. The initial build cost of each motorway

b. The ongoing maintenance cost for each motorway in operational condition, and
c. The difference in extra cost imposed on heavy truck transport due to each
percentage change in grade percentage is $120/ trip

Assume that you have derived two options for your dual carriageway two-lane motorway
geometric design alignments (Option 1 and Option 2)

a. Option 1 – Over the mountains: 18 km long, with 460 mm rise at 10 m run (vertical
curves), several tighter curves (horizontal curves), heavy truck speed limited to just
over 70 km/hr average due to the road design, with construction cost of $7.25
mil/km.
b. Option 2 - Around the mountains: 24 km long, with 325 mm rise at 10 m run
(vertical curves), smoother curves, 80 km/hr average heavy truck speed, with
construction cost of $5.25 mil/km (including all 4 lanes).

RIICWD512E Student Assessment Tasks_v1.2 Feb 2025 Page 23

You are to show your calculations for the followings:

a. Gradient and Grade percentage of Option 1 and Option 2.

b. Construction cost of each option.
c. Road maintenance cost over the design life which is 5 % of construction cost per
year.
d. Extra operating cost of heavy vehicles per year over design life.
e. Determine the total “whole of life” cost in present day value based on the
compound inflation rate of 2.5% annually.
f. Select your preferred option, based on the “whole of life” cost of each option.

2. Part B – Interchange Options

The design life of the interchanges is 100 years. At several points along your motorway
above, you need to construct a couple of at grade interchanges with many single
carriageway two-lane cross streets which are intersected by the motorway. You have
drawn up two options for either a Partial Clover Leaf or a Diamond interchange (Figure
2.1 and 2.2).

Each interchange will be elevated relative to the motorway and connected by a two-lane
flyover bridge linking each side of the interchange, thus maintaining the continuous flat
straight grade on the motorway, with minimal interference to motorway traffic.

You will make your decision as to the best choice of interchange based on the ‘Whole of
life’ cost of each option. The motorway itself, and the two-lane flyover link bridge, are
excluded from the calculations as these are common elements of both designs. Each
interchange will have a 5m clearance from the underside of the flyover link bridge to the
motorway pavement.

RIICWD512E Student Assessment Tasks_v1.2 Feb 2025 Page 24

Partial Clover Leaf Interchange

Comprises of one clover leaf on each side of the motorway, including:

1) 1 x 150 m and 1x 130m radius single lane elevated circular exit ramp bridge, with
concrete piers / I beams / deck on a 40km/hr continuous 2% grade from motorway
to flyover.
2) 1 x 125m long straight single lane elevated 6% grade flyover exit ramp bridge.
3) 1 x 225 m and 1 x 275 m curved Motorway exit ramp on compacted natural
ground.

Diamond Interchange

Comprises of one roundabout on each side of the motorway, including:

1) 1 x 275 m and 1 x 325 m radius circular roundabout on elevated compacted

ground
2) 2 x 155 m and 2 x 195 m long Motorway exit and entry ramps on graduated
compacted ground

Construction Costs

1) Bridge components $2.25 mil/100 m run for single lane, including concrete piers/I
beams/deck.
2) Single lane road on compacted natural ground $0.75 mil/100 m.
3) Earthworks for elevated compacted round $160/m3.

RIICWD512E Student Assessment Tasks_v1.2 Feb 2025 Page 25

You are to show your calculations for the followings:

a. Construction cost of each option.

b. Maintenance cost over the design life which is 5 % of construction cost per year.
c. Determine the total “whole of life” cost in present day value based on the
compound inflation rate of 2.5% annually.
d. Select your preferred option, based on the “whole of life” cost of each option.

Note:

1 Equivalent Heavy Vehicle (EHV(%)) accounts for the large influence of

the LHV portion of the traffic on the performance of the road and is
calculated as below:
EHV(%) = SHV(%) + (LHV(%) x 3), Where,
SHV(%) = Percentage of standard heavy vehicles in the total traffic
LHV(%) = Percentage of large heavy vehicles in the total traffic
n
2 Present Value Factor (PV) = 1 ÷ (1 + i )
Where,
i = Compound annual inflation rate and n = Time period in year

3 You need to perform calculations for both projects and attach it as part of your “Data
Analysis” Activity of Section 2 of your Project Portfolio as Calculation Sheet.
