INTRODUCTION TO LAND POOLING: A Collaborative Urban
Develeopment Approach

Method where landowners voluntarily contribute their land for urban

development
Land reallocated back to the original owners after the development
process (infrastructure improvements)
The reallocated land is in smaller, serviced and more valuable plots

SPONTANEOUS PLANNING

Spontaneous planning refers to the expansion of a city or town over a

large area , in a uncoordinated manner, typically characterized by
suburban development.

This kind of growth often happens without a comprehensive urban

strategy, leading to several challenges, such as inefficient land use,
increased reliance on private vehicles, depletion of water resources
and environmental degradation.

CAUSES
High Population growth
Rural to Urban Migration
Lack of enforcement of comprehensive urban plans
High land prices and expensive formal housing

Pictures showing impact of spontaneous planning

Jorpati area near Narayantar
bridge in Kathmandu has been
completely covered by buildings
and concrete structures within two
decades.

Spontaneous planning often results in

insufficient infrastructure like roads,
drainage, water supply, electricity, and
waste management.

This leads to overcrowding, poor

sanitation, limited access to services,
increased health risks, and a lower

quality of life.
Difference between planned and unplanned land
Parameters Planned Land Unplanned Land

Layout Structured Design: Organized streets, Chaotic Design: Irregular streets and mixed
zones, and public spaces uses
Zoning: Defined areas for different uses No Zoning: Conflicting land uses without
(residential, commercial, etc.) defined areas

Infrastructure Pre-Established: Roads, drainage, and Ad-Hoc Development: Infrastructure built as

utilities are planned and developed needed, often inconsistent
Quality Services: Consistent and reliable Variable Quality: Services may be
infrastructure inadequate or uneven

Land use Efficient Use: Optimized land use with Inefficient Use: Disorganized land use with
regulations and guidelines less regulation
Public Spaces: Includes parks and Limited Public Spaces: Few designated
community amenities community amenities

Sustainability Sustainable Growth: Consideration for Limited Consideration: Less focus on
