The Ethiopian Technology Authority has the mandate to protect the people and the environment
from the harmful effect of ionizing radiation and give license to practice which may introduce
additional exposure to the public and environment. The Authority also controls and monitors
whether imported metal products or domestically collected scrap metals are free from radiation
sources or radiation contamination or not.
Hence, inspection was conducted at HH Steel PLC on 5/21/2025 to assess and verify the
fulfillment of the regulatory requirements and to ensure whether the imported metal billets were
free from radiation contamination or not.
Thus the imported metal billets were free from radiation contamination, but the following
mandatory regulatory requirements shall be fulfilled by the factory before starting processing on
imported metal billets.
1. The PLC shall establish procedure to request radioactive contamination clearance
from competent regulatory Authority body of the county of origin while
importing
2. The PLC shall establish an emergency preparedness and response plan for
contamination accidents and copies shall submit to the Authority.
3. The PLC shall have a consignment agreement with the supplier if any radiological
contamination situations are found.

1. The factory shall have survey meter in place to check whether the scraps and/or
the billets were not contaminated.
2. The factory shall provide awareness trainings on radiation safety and protection.
3. The factory shall have certificate that ensure the materials are free from radiation
contamination from competitive regulatory body from country of origin.
4. The factory shall establish emergency preparedness and response plan for
contamination accidents and copies shall submit to the Authority.
5. The factory shall have a consignment agreement with the supplier if any
radiological contamination situations are found.
