Interest rates started at 11% from 1985 to 1987, increased to 12% from 1987 to 2001, and then saw a gradual decline to 7.10% by 2025. These changes reflect competitive market conditions and inflation control measures over the decades, impacting the growth of contributions, with higher rates yielding greater returns in earlier years compared to the latter years .

The interest rate structure directly influences the benefits table formulation by dictating the compound growth of subscription funds. Higher rates in earlier years allow larger accumulations for earlier entrants, while lower ongoing rates result in comparatively diminished benefit growth for newer members. Consequently, joining year significantly affects the ultimate accumulated benefits .

An employee entering in 2000 benefits from lower interest rates, reflecting a general decrease over time (9.5% in 2002-2003 versus 12% pre-2001). Consequently, their accumulated value is significantly lower at Rs. 6,609.70 in April 2025, compared to Rs. 19,250.60 for someone entering in 1990, who benefited from higher earlier rates .

The interest rate applied for the Himachal Pradesh State Government Employees Group Insurance Scheme savings fund between April 2025 and June 2025 is 7.10% per annum, compounded quarterly .

As the year of entry progresses from 1985 to 2025, the accumulated value of contributions consistently decreases. This trend arises due to the diminishing interest rates over time, compounding the effects of lower interest accumulation on later contributions. Consequently, employees entering the scheme in later years accumulate lower returns .

Information about the Insurance Scheme is disseminated through notifications to various governmental officials and departments, including Administrative Secretaries, heads of departments, and treasury officers. Additionally, the information is uploaded to the Finance (General) website. These channels ensure broad and efficient dissemination of critical financial scheme information to relevant stakeholders, ensuring transparency and compliance .

For an employee who began their subscription in 1985-86, the accumulated value for April, May, and June 2025 is 33,713.73, 33,919.04, and 34,125.55 respectively. For an employee who began in 1990-91, the amounts are 19,250.60, 19,370.83, and 19,491.77 respectively .

If an employee fails to meet the full subscription upon leaving government service, the calculation assumes full subscription recovery from their salary, failing which the outstanding amount is deducted from the accumulated amounts payable. This policy ensures that all due contributions are accounted for before any disbursement occurs .

Employees with identical entry years but following different subscription paths will see systematic differences in benefits due to varied accumulated contributions resulting from differing monthly subscription rates (Rs. 10 vs. Rs. 15 post-1990). The higher subscription path leads to greater accumulated benefits, reflecting both the increased base contribution and compounded growth over time .

After April 1990, the subscription rate for the savings fund scheme increased from Rs. 10 per month to Rs. 15 per month. This change led to an accumulated value for an employee who joined in 1989-90 being 31,171.11 in April 2025, 31,364.96 in May 2025, and 31,559.95 in June 2025 as per Annexure-II .
