I. INTRODUCTION:

Despite being in the early stages of a global pandemic, the novel corona
virus 2019 (COVID- 19) is responsible for more facilities than the severe respiratory
syndrome (SARS) coronavirus. The index case is thought to have occurred in
China's Wuhan on December 8, 2019.

Since then, instances have spread to other Chinese cities as well as the rest
of the world, raising concerns about a global pandemic. On January 22, 2020, the
first suspected case in the Philippines was examined, and as of March 1, 2020, 633
suspected cases had been reported. Until the first case of coronavirus disease 2019
(COVID- 19) was reported on March 29, 2020, when the pandemic was found to
have spread to the province of South Cotabato. The patient was formally
recognized as the first instance of South Cotabato after being confirmed at the
T'boli Municipality. There have been 223 confirmed cases of COVID, with 19
positives, 6 fatalities, and 133 recoveries out of a total of 223 cases.

The threats we confront are becoming more interlinked as the globe grows
more interconnected. The epidemic of COVID-19 has spread beyond national
borders. It has had an impact on people of all nationalities, educational levels,
income levels, and genders. However, the same cannot be said for the
repercussions, which have disproportionately affected the most disadvantaged.
Education is no different. Students from wealthy circumstances, with the support of
their parents and a desire to learn, may be able to gain access to alternative
learning opportunities outside of the classroom. When schools closed, those from
low-income families were frequently left out. Inadequacies and injustices in our
education systems have been uncovered as a result of the crisis, which range from
the lack of broadband and computers required for online education to the lack of
conducive surroundings for students to concentrate.

Children and students have had to rely more on their own resources to
continue studying remotely through Modules, Internet, television, or radio, while the
educational community has made concerted efforts to ensure learning continuity
during this period. Teachers have to adjust to new pedagogical concepts and
teaching methods that they may or may not have been trained in. Because learning
loss leads to skill loss, and the skills people have are related to their productivity,
the average gross domestic product (GDP) for the rest of the year could be 1.5
percent lower on average. Learners in the most marginalized groups, who don't
have access to digital learning resources or lack the resilience and engagement to
learn on their own, are at risk of falling behind. However, when considered over this
term, the impact becomes significant. In other words, countries will continue to face
reduced economic well-being, even if their schools immediately return to pre-
pandemic levels of performance.

In order to help and capacitate our teachers and staff, as well as our learning
centers, in guaranteeing resiliency of education and adhering to protocol standards

in the face of new normal problems, the Bukay-eel Elementary School has made a
commitment to safety awareness. The COVID-19 Contingency Plan for Bukay-eel
Elementary School was created to manage the problems of COVID-19 repercussions
efficiently and effectively. The COVID Response Tasks Force Psychological First Aid
strategic framework is provided by the Bukay-eel Elementary School and provides
an integrated and coordinated response for both instructors and staff as well as
students.

II. OBJECTIVES

This contingency plan is provided for the purpose of responding the

COVID- 19 outbreak. To provide an effective and efficient time to
response timely in the said event.

The contingency plan aims to:

 Ensure the safety of learners, teachers and personnel in facilitating face-to–

face classes in the midst of pandemic.
 Provide communication and coordination tool among the school personnel,
learners, parents, local health authorities, and other stakeholders.
 Ensure the maintenance of the institution by preparing the resources to
continue operating and prevent the spread of the covid-19.
 Facilitate guidance and safety for the continuing capacity building through
Psychological First Aid.
 Facilitate the safe return of teaching and non- teaching personnel and
learners to workplaces and schools, taking into consideration the scenarios
projected by the DOH and the Inter- Agency Task Force for the Management
of Emerging infectious Diseases in the Philippines (IATF), complemented by
other credible sources, and balanced with DepEd’s own risk assessment.

 Link and bridge the contingency plan with Bukay-eel Elementary School and
to pivot to quality and into the future of education.
 Determine the needed materials and supplies for the prevention and
mitigation measures to lessen the effect of the COVID-19.

 Ensure education continuity through K-12 curriculum adjustments, alignment

of learning materials, deployment of multiple learning delivery modalities,
provision of corresponding training for teachers and school leaders and
proper orientation of parents/ guardians of the learners.

 Probable Cause, Suspect Cases and Deaths

Countries have varying approaches to COVID-19 case definitions. Consequently,

the numerator and the denominator of any formula used to calculate fatality rate
will vary according to how they are defined. WHO recommends using the
surveillance case definitions which are available in the WHO interim guidance on
Global surveillance for COVID-19.

A COVID-19 death is defined for surveillance purposes as a death resulting from

a clinically compatible illness in a probable or confirmed COVID-19 case, unless
there is a clear alternative cause of death that cannot be related to COVID-19
disease (e.g. trauma). There should be no period of complete recovery between the
illness and death.

For COVID-19, as for many infectious diseases, the true level of transmission is
frequently underestimated because a substantial proportion of people with the
infection are undetected either because they are asymptomatic or have only mild
symptoms and thus typically fail to present at healthcare facilities. There may also
be neglected or under-served segments of the population who are less likely to
access healthcare or testing. Under-detection of cases may be exacerbated during
an epidemic, when testing capacity may be limited and restricted to people with
severe cases and priority risk groups (such as frontline healthcare workers, elderly
people and people with comorbidities). Cases may also be misdiagnosed and
attributed to other diseases with similar clinical presentation, such as influenza.

Differences in mortality between groups of people and countries are important

proxy indicators of relative risk of death that guide policy decisions regarding
scarce medical resource allocation during the ongoing COVID-19 pandemic. This
document is intended to help countries estimate CFR and, if possible, IFR, as
appropriately and accurately as possible, while accounting for possible biases in
their estimation.

V. ACTIVATION, DEACTIVATION AND NON- ACTIVATION OF

CONTINGENCY PLAN

Activation

DepEd and DOH's joint proposal for pilot face-to-face lessons in 100 public schools
and 20 private schools, totaling 120 schools nationwide, was approved by the
President on September 20, 2021.

Schools that will be included in the pilot phase must meet the following criteria,
according to the joint memorandum circular signed by the Secretaries of Education
and Health: they must be located in low-risk areas, have LGU approval, and have
passed the Department of Health's School Safety Assessment Tool (SSAT).

The school must pass the Departments of Education and Health's School Safety
Assessment Tool (SSAT) test before starting the limited face-to-face classes.

SITUATION 1:

A learner will undergo and conduct COVID- 19 protocols before entering the
school at the guard house, and if symbols are discovered, a contingency plan will
be activated.

Contingency Plan Applied:

Step 1: The learner will be immediately brought to the Barangay Health Emergency
Response Team (BHERT) by the School’s Safety Officer.

Step 2: The said safety officer will wait for the learner’s test results and will pass it
to
the School Information Coordinators.
Step 3: The School Information Coordinators will inform the adviser of that learner
so that the learner will be excused from the class and can have the rest needed.

SITUATION 2:

A learner informs the adviser that symptoms of signs of COVID- 19 happened

at home.

Contingency Plan Applied:

Step 1: The Adviser will make a referral slip to be forwarded to the School’s Safety
Officer.
Step 2: The School’s safety Officer will contact the Brgy. Health emergency
Response Team for immediate action.
Step 3: While the learner is undergoing RTPCR test and treatment, the school will
conduct contact tracing for possible primary contacts.
Step 4: The school will inform those involved people to stay at home and continue
distance learning until the result has been determined.
Step 5: After the result will be determined 2 scenarios will be identified.

Scenario A. If the result is NEGATIVE

Step 6: The class will resume.

Even though the class resumed, the school needs to strengthen the
Psychological Support and review the strict implementation of its safety and health
protocols system.

Scenario B: If the result is POSITIVE

Step 7-A: The school will forward an incident report and primary contacts to
Municipal Health Office (MHO) for verification and RTPCR test.

Step 7-B: While waiting for the results the school will advise a home quarantine for
secondary contacts.

After RTPCR results arrived, possible number of positive cases will be

considered for immediate action to be done.
If one of the primary contacts turns out positive apply the step7-A and step
7B.

SITUATION 3:

A learner shows no symptoms before entering the school, but indications of

COVID-19 appears during classes, as a result, the adaptation of a contingency plan
is required

Contingency Plan Applied:

Step 1: The School’s Safety officer will transfer the learner right away to the
School’s temporary clinic.
Step 2: The learner will stay there for a maximum of four hours to observe his/ her
symptoms by the school Clinic In charge while the adviser is informing the parents
of learner’s status,.
Step 3: The School Nurse will make a referral slip to be forwarded to the School’s
safety Officer.
Step 4: The school’s Safety Officer will contact the Brgy Health Emergency
Response Team for immediate action.
Step 5: While the learner is undergoing RTPCR test and treatment, the school will
conduct contract tracing.
Step 6: The school will inform those involved persons to stay at home and continue
distance learning until the result has been determined.
Step 7: After the result will be determined two scenarios will be identified.
Scenario A. If the result is NEGATIVE
Step 7-A1: The class will resume.
Step 7-A2: Even though the class resumed, the school needs to strengthen the
Psychological support system and review the strict implementation of its safety and
health protocols system.

Scenario B: If the result is POSITIVE

STEP 7- B1: The school will forward an incident report and primary contacts to
Municipal Health Office (MHO) for Verification and RTPCR Test.

Step 7-B2: While waiting for the results the school will advise a home quarantine for
secondary contacts.

 After the RTPCR results arrived, possible number of positive cases will be
considered for immediate action to be done.
 If one of the primary contacts turns out positive apply the step 7-B1 and Step
7-B2.
 If two or more from the primary contacts turns out positive the school will
make a recommendation letter to the MHO for the school lockdown.

B. Deactivation

In order to conduct limited face- to- face classes the following steps will be
followed.

A. Review the School’s communication flow, communication plan, and the

safety and health protocols system.
B. Identify and repair the school’s hazards.
C. Enhance the disinfection procedure, processes and flow.
D. Conduct Psychological first Aid and uplifting mental health awareness for
teachers, learners, stakeholders and parents.
E. Revisit the school Safety Assessment Tool.

To ensure the readiness of the school for another limited face- to -face classes the
following steps will be followed.

Step 1: The school will secure the support of LGU’s (Barangay, Municipal, City,
Province) through the resolution or a letter of support.
Step 2: apply for a recommendation letter from the Department of Education and
Department of Health for allowing the school to operate limited face-to -face
classes again.
Step 3: Wait for the memorandum order for declaration. If the school was declared
for operating limited face- to -face classes deactivation of the school’s contingency
plan will happen.
C. Non- activation
This contingency plan will take effect as long as we still under new normal
education. And if there will be declaration coming from the National Government
that we are allowed to do the regular classes non- activation of this contingency
plan will take effect.

The procedures for activating and deactivating the contingency plan

shall adhere to the flowchart below.
