*USFAH FOUNDATION 12 TEAMS INVITATIONAL TOURNAMENT, 2025*

*For the Attention of:*

*1-* Flamingos FC, Hayin Dogo, Samaru

*2-* Sa'in Jama'a United FC, Zangon Shanu

*RE: PROTEST LETTER*

The LOC acknowledges the receipt of the Protest letter filed by Flamingos FC in respect of their match
with Sa'in Jama'a United FC. We also further acknowledges the receipt of a refundable fee of N10,000
paid by Flamingos FC for the protest. The fee is refundable if the protest succeeds however where the
protest fails the fee shall not be refunded. Article 30.0 of the Rs & Rs of the Tournament.

Flamingos FC raised two issues for consideration:

*1-* That Sa'in Jama'a United FC did not submit their match form at the stipulated time of 3:30 pm.

*2-* Failure to show up for screening between 3:30 pm and 3:45 pm

The LOC after going through the Protest letter and the Match Commissioner's Reports has this to say:

*Findings on Issue One*

The LOC was able to find that Sa'in Jama'a United FC submitted their match form at 3:51 pm.

*Findings on Issue two*

The screening exercise for Sa'in Jama'a United FC commenced at 3:52 pm and ended at 3:56 pm.

Still on the screening exercise the Team Manager of Sa'in Jama'a United FC called the Chairman of the
LOC on phone at 3:47 pm requesting that himself and a player with License Number 215 are on their
way coming and that the player be allowed to play even if he misses screening by then the screening
exercise for Sa'in Jama'a United FC has not even began.
They eventually arrived the dressing room at 3:50 pm and then submitted their match form at 3:51 pm
and the said player participated in the match because the screening exercise for the Team started at
once for all the players of Sa'in Jama'a United FC.

Even when Sa'in Jama'a United FC's players were fully dressed and knew that the screening time is
almost up and despite repeated calls for them to show up for the screening by the Match Commissioner
they still went to warm up in violation of the stipulated time for warm and disregarding the Match
Commissioner's call.

*Provisions of the Rules and Regulations of the Tournament*

*On the issue of the failure to submit match form on or before 3:30 pm*

Article 13.1 of the Rules and Regulations of the Tournament states that all match forms must be
submitted on or before 3:30 pm on match day failure of which will attract a fine of N2,000.

*On the issue of failure to conduct screening between 3:30 pm and 3:45 pm*

Article 13.2 of the Rules and Regulations of the Tournament states that screening exercise for players
shall be between 3:30 pm and 3:45 pm. This provision does not give any room for anytime different.

*Decision*

*On the issue of submitting match form late*

Sa'in Jama'a United FC is hereby found to have submitted their match form at 3:51 pm outside the
stipulated time of on or before 3:30 pm. See Article 13.2 of the Rs & Rs of the Tournament Sa'in Jama'a
United FC is hereby fined the sum of N2,000. Article 13.1 of the Rs & Rs of the Tournament

*On the issue of screening outside the stipulated time*

The screening exercise for Sa'in Jama'a United FC was conducted between 3:52 pm and 3:56 pm in
violation of Article 13.2 of the Rs & Rs of the Tournament the match between Sa'in Jama'a United FC and
Flamingos FC which ended 5-1 in favour of Sa'in Jama'a United FC is hereby awarded to Flamingos FC by
*3 points and 3 goals.* Sa'in Jama'a United FC was supposed to have been automatically walked over
but because doing so at that period of time may cause some form of chaos we decided to allow the
match go on pending the investigation and determination of the Protest filed.

The Man of the Match Award for the match will cease to be recognized by the USFAH Foundation 12
Teams Invitational Tournament. Article 36.0 of the Rs & Rs of the Tournament.

*On the issue of warming up outside the stipulated time*

Sa'in Jama'a United FC is hereby fined the sum N2,000 for warming up outside the stipulated time of
3:00 pm and 3:30 pm without the permission of the LOC.

*The N10,000* protest fee paid by Flamingos FC will be refunded because the Protest succeeds.

*Appeals*

Any of the two teams may appeal these decisions to the Appeals Committee within 24 hours from the
time of this post. Article 34.0 of the Rs & Rs of the Tournament.
