MINUTES FOR THE MEETING THAT TOOK PLACE IN THE MBISSA FON’S PALACE TOR DELIBERATE
ON THE RECLASSIFICATION OF MBISSA FONDOM FROM THIRD CLASS TO SECOND CLASS

The special meeting convened by the Mbissa Village Council, Mbissa Traditional Council, and
the Council of Elders commenced at 1:00 PM on August 18, 2024. The primary agenda item
was to discuss and initiate the process for reclassifying the Mbissa Fondom (chiefdom) from
a third-class to a second-class designation.
The deliberations were conducted in alignment with the recent criteria outlined in the
December 22, 2023 communique issued by the Minister of Territorial Administration
(MINAT), which outlined the guidelines for chiefdom reclassification, rehabilitation, and
village name changes. The meeting participants thoroughly reviewed the various factors
considered for such reclassifications.
Foremost, the group highlighted the significant population growth of the Mbissa
community, which has escalated from 1,803 in 2012 to a recent pilot census figure of 5,800
in 2018, and is now estimated to have exceeded 7,000 residents. This dramatic increase in
population size is a key criterion for elevating the Mbissa Fondom's classification.
Furthermore, the meeting discussed the robust economic development witnessed in
Mbissa, including flourishing business transactions with neighboring Nigeria, as well as the
thriving agricultural sector comprising both livestock farming and crop cultivation. The
community's rich cultural heritage, longstanding traditions, and anthropological
significance were also emphasized as important factors supporting the reclassification.
After a thorough review of the MINAT's guidelines and a comprehensive assessment of
Mbissa's current status, the meeting participants unanimously concluded that the Mbissa
Fondom has indeed matured and is now well-positioned to be reclassified from a third-class
to a second-class fondom.

Conclusion
The special meeting was productive and ended about 7:48 pm with all stakeholders - the
Mbissa Village Council, Mbissa Traditional Council, and the Council of Elders - in full
agreement to proceed with the formal application for the reclassification of the Mbissa
Fondom.
It was concluded that the Village Council will oversee the preparation of the comprehensive
application, gathering all necessary documentation and supporting evidence to
demonstrate Mbissa's suitability for the upgraded chiefdom status. The Traditional Council
will coordinate with the local government authorities to submit the formal application,
while the Council of Elders will provide guidance, endorsement, and additional advocacy
support as needed throughout the process.
The community is hopeful that the reclassification of the Mbissa Fondom from a third-class
to a second-class chiefdom will be approved, reflecting the remarkable growth,
development, and significance of the Mbissa community.
