Instructions: Copy off pages 1-3. Paste page 2 and 3 in file folder. Laminate. Put rough sticky Velcro on small white dots on anchors, and on page 2, making 6 Rough dots. Cut and laminate page 1 sail boats. Put sticky Velcro, soft side on back of ships. Page 5 is file folder cover.
