Project Summary
SARD is committed to assist affected people most in need in northwest Syria, despite the
unpredictability and the risks of working in areas, under security threats in the recent offensives.
The action with a budget of 5 000 000 € will address the needs of about 50 000 Individuals people over
12 months, addressing life-saving and life-sustaining food and resilience assistance. The multi-sectoral
assessment conducted in 2019/2020 cuts across the Food, Non-Food Items, shelter and livelihood
sectors.
Findings show that food and NFI were ranked by 87% of households as their main priorities for the
next 3 months and that 73% were unable or barely able to meet their current food and/or NFI needs. In
addition, 72% reported that access to income generation or livelihood opportunities was close to
impossible, leading to some of the 4th top priority of people in need of assistance. Multi-sector
assistance will range from emergency food support to life-sustaining regular food support and restoring
the source of livelihood. It will also include the provision of necessary non-food items, shelter
intervention (described in the SNFI document).
SARD will ensure newly-displaced families have improved access to life-saving assistance through an
effective and efficient response mechanism, implemented with a protection lens, the action will also
include gender-sensitive activities as well as ensure that people with disabilities have safe and secure
access to the aid. Emergency food support is provided to up to 35 000 individuals in the form of cooked
meals or on-off cash the modality will be according to the situation f the families as well as the market
and the security environment. Monthly food assistance targeting 20 000 food insecure beneficiaries
through in-kind, voucher or cash assistance depending on the best-adapted option for up to 8 months.
The action provides up to 8-months multi-sector assistance with food for selected most
vulnerable persons including IDPs and host communities. Vulnerability is identified and prioritized
through a selection and scoring mechanism.
Identification is based on a set of eligibility criteria such as household vulnerability, shelter
conditions, possession of productive assets and food security level (livelihood coping strategies).

income-generating opportunities are provided to eligible families, SARD team will then establish a Bill of
Quantities for a tailor-made package for each case, making sure to address small scale income-
generating opportunities, with an emphasis to small business, or vegetable garden, chickens and other
light livestock – assistance through cash grant. FCL and SARD will mainstream protection principles
throughout the action, ensuring that assistance is provided safely
