The collaboration between TÜV Rheinland and regional offices worldwide provides international manufacturers with coordinated support and guidance, facilitating access to necessary resources and assistance tailored to regional needs. This global network helps streamline communication and procedural adherence, ensuring manufacturers meet specific regulatory requirements for entering the Saudi market efficiently and effectively .

Assigning TÜV Rheinland as the reviewing body implies a dedicated, consistent approach to pre-assessment and quality check of applications, ensuring technical and regulatory compliance before submission to SASO. This assignment helps standardize the review processes, improving reliability and trust in the certification outcome, and aids in enhancing the efficiency and clarity of the communication and procedural workflow involved in the Type Approval certification process .

SASO plays a critical role in the final decision-making for Type Approval certification. While TÜV Rheinland is responsible for initial application review to check completeness and regulatory compliance, SASO reviews the cases forwarded by TÜV Rheinland to make the final decision on issuing the Type Approval certificate. This partnership ensures a comprehensive and standardized approach to machine safety certification .

The process begins with using the Saber platform. First, the applicant must add the product details or select a product with a specific model number if previously added. Then, they apply for a Product Certificate of Conformity (PCoC) under the 'Certificate of Conformity Request' for regulated products. Next, the applicant selects the 'Region' based on the country of manufacture, requests from the 'Conformity Certificates Department', writes a remark that TÜV Rheinland will review the file, and shares this with SASO. After SASO sends an email, the applicant applies for Type Approval on the Jeem1 platform. This involves registering an account, filling out necessary forms, attaching documents like import certificates, test reports, and user manuals, and paying the SADAD bill. TÜV Rheinland then reviews the application within 48 hours before it's submitted to SASO, which makes a final decision within 7-10 days .

TÜV Rheinland reviews the application details for completeness and technical compliance within 48 hours of submission, which adds an initial layer of scrutiny to ensure quality and accuracy. After this step, SASO conducts the final decision-making process within 7-10 days. This structured timeline and division of responsibilities help streamline the Type Approval process, reducing unnecessary delays and ensuring that only thorough applications reach the final stages .

Applicants must download and complete the Application Form and Declaration of Conformity Form on the Jeem1 platform. Required documents include a copy of the Importer CR, a test report not older than three years, a test certificate, and Manufacturer and Importer Declarations of Conformity in Jeem1 formats. Additional documentation includes product photos, marking and labeling photos showing model and serial numbers, a user manual in Arabic or bilingual (Arabic and English), a Google Maps link to the factory location, the address of the establishment, and contact information for both the importer and administrative person at the factory .

Once a user account is registered on the Jeem1 platform, the applicant must download and fill the Application Form and Declaration of Conformity Form. Next, they apply for the required Certificate of Conformity type, attach all necessary reports and documents such as the Importer CR, test reports, and product photos, and pay the issued SADAD bill before the application proceeds for review .

Ensuring the completeness of submitted documents within the lead time for Type Approval is crucial because incomplete documentation can result in an application being terminated. This means that the entire process would have to be restarted, causing significant delays. To comply with the lead time and assure timely review and approval, applicants must ensure thorough submission of all necessary documents .

The requirement for a user manual in Arabic or bilingual format ensures that end-users in Saudi Arabia can adequately understand and safely operate the machinery, which is crucial for compliance with local safety standards. This requirement potentially enhances safety oversight and reduces risks associated with language barriers, thereby facilitating smoother approval processes and compliance checks .

Failure to adhere to the prescribed lead time in submitting complete documents can result in the termination of the Type Approval application. This termination necessitates restarting the entire application process, leading to potential logistical challenges, increased costs, and delays in market entry for the machinery in question .
