Mesa

Staffing Updates
● of people in the hiring pipeline: 8
● of new hires: 18
● of trainees: 2
● of canvassers on staff: 20

Staffing Changes / Data Access Needed

● Nobody needs access to anything, Erik is on staff now as our part time QC but that is not
really new.

Clerk Relationships/Flags

● We have a great relationship with the County Recorder, Thanks to Daylon. We separate
our forms by county to save them time so they can send them to the right places and are
especially polite. They help us out by giving us a lot of forms when we do deliveries.
Turf / Locations

● Community Colleges have been a large windfall for us getting both high numbers of
forms and forms that are in-district. We understand though there are only so many
people we can register there and are still looking for more sites. We are also looking
more into events as the weather cools down and more outdoor events and activities
bring more folks out and about. K went to a Halloween event here in Mesa and got 14
forms and we also had many other canvassers get a decent amount of forms out of the
event.

General Issues Encountered in the Field

● We have quality canvassers who have set a very high standard in the Mesa Office so we
are cycling through a lot of new hires who are not up to snuff. More recruits with
canvassing experience would be desirable, a baseline experience in canvassing or even
sales really helps people take to the role easier.
● All other issues in the field are just standard, It is hot. We take a lot of precautions to
warn the canvassers and weigh them down with snacks and water.

Blocks/QC issues/ questions?

● No particular issues other than an increase in redaction errors, as the number of forms
increases there are more redaction errors than we’d like but now with an hourly QC staff
going over redactions as a last step before it is uploaded, that has been very helpful in
reducing these errors and making sure QC can get the forms done ASAP. Team Leads
are also doing checkouts with smaller crews to make sure the forms are all complete
and up to standard before they are even on the QC Desk.

Polarizing Messaging

● The messaging does its job. It makes the people we don’t want to register walk away
and the people we do want to register stop for a moment. Sometimes people can be
aggressive or especially rude to the canvassers but the canvassers can normally brush it
off or just ask us for a new site if3 the area is hostile and not receptive to the message.
Nothing out of the ordinary though, this could be said about pretty much all the offices.

Pledge Card Stories

● Lots of strong Republicans and Trump Supporters are still registering and agreeing with
the messaging but still register Republican or even write something pro-Trump on the
pledge card.

Staffing Changes / Data Access Needed

● Emilie Lopez (Field Director) has lost access to Zoho recruiter

Clerk Relationships/Flags

Turf / Locations

● Lately, we've been visiting colleges more often and exploring new sites on weekends
when classes are not in session. Last Sunday, we tried a Dollar General and a Circle K,
both of which are located within our specific zip codes. They showed promising results in
terms of partisanship and foot traffic.

General Issues Encountered in the Field

● One of our crew members was threatened by the police. They told him that if he ever
canvassed again at a site in Glendale, he would be arrested for trespassing. However,
he later found out that he was mistaken for a different person whom the police were
actually looking for due to causing trouble in the area. This incident spooked our
canvasser, and he was uncomfortable returning to the site.

Blocks/QC issues/ questions?

● We have observed that one of our canvassers is consistently being flagged for not
having enough verified callers. Additionally, when some applicants do answer, they
sometimes mention that they were not canvassed from the location indicated on the
cover sheet, but from a neighboring store. He is always on the move when he's given a
site and covers the perimeter. Some of the people he talks to may not have a stable
home and may not use their phones frequently.

Polarizing Messaging

● Colleges have been very successful when using the Polarizing Message. We have been
receiving compliments on the vests and sometimes applicants approach us before we
get a chance to approach them.

Pledge Card Stories

● Stories can be repetitive. We have been receiving comments like "first time voting," "it’s
my right," "to protect women’s rights."

General Issues Encountered in the Field

constant obstacle but our people manage it well. We do frequently get kicked from sites.

Blocks/QC issues/ questions?

● Ethan adjusting to QC role well, do have redaction flags but these are getting resolved.
● Been QC Director at Mesa for about a week. There have been some
growing pains adapting to the new role and responsibilities but
Daylon has been very helpful in allowing me to get situated and learn
all the ins and outs of the QC position here at Mesa. -Ethan Eldredge

have made some strong inroads finding democrats in Republican strongholds (more
affluent areas like Fountain Hills, Paradise Valley, North Scottsdale)

● Marc/Amy, I know I messaged you about this, but we need to have a discussion of the
recruitment plan
○ Going to move this discussion off to after office staff hops off to save their time
■ How do you plan to staff these offices with canvassers?
● Are we doing anything different when it comes to hitting the
numbers that we need to hit in order to hit the hours we need to
We are not doing anything different than we have done during
other periods of growth, besides implementing better training for
new staff. We have never had a problem getting new folks in the
door, particularly in Mesa and Scottsdale. Instead, we have
intentionally ramped down recruitment to be able to build a core
base of staff who can allow us to grow efficiently... In both of these
locations, the data over the past week+ give us confidence that
we are now ready to intake new folks at a faster clip.
● Glendale:
○ This has been more of a consistent challenge, which is
why we have proposed to scale back the overall goals
considerably. Mostly, our issues here are the same as the
issues we faced in Mesa and Scottsdale early on. We
have folks in the pipeline, but we are not in a place to
responsibly bring them on in a big way yet. We are
confident in our new staffing and getting to a place that we
can grow within a week and once we are there, growth will
not be a problem.
● Will it require additional resources?
No
○ If so, what are they?
● How to we plan to support our office staff as we ramp up?
○ Do we have enough office staff to accomplish our goals?
Yes
○ Do they have enough time to do what they need to do in
the office and launch new trainees?
Yes
○ Do we have enough physical space to do this in each of
our offices?
Yes, we will be a little bit tight in Mesa at peak but we
already planned to run 2 different launch times to
accommodate folks schedules and this should mitigate any
space issues.
■ Can we rent them in the coworking spaces that we
are currently in

● I know TOT is having a PD Retreat: Aug 19-24

■ I will not look at any of them unless they are in that format
● That includes just sharing me on the Google doc themselves they
need to be linked in an email thread with everyone on it to start
the process
○ The one in Scottsdale you shared me on the sheet with I
will not look at until we email everyone
■ People who are on PRs can not go back to the field
until the PR is resolved
● That happens after Nick weighs in and we
review the PR and come up with a plan etc.

○ Written work plans to address the issues if:
■ Below 90% completion rate
■ Below 70% 2way

We will need plans for both metrics on how we will be
hitting this goal
■ We have seen amazing improvements
● Looking at the numbers and when we are rebuilding this ramp to

When you open up the map app, you’ll see that the interface has changed a bit to accommodate
some new features and to help with navigating the map.
Here’s a brief list of the changes:

● The left-side panel now has three tabs: “Precincts”, “Ring”, and “Lines.”
○ Some of the features that were previously on the right-side set of options have
been moved to new places throughout these tabs.

● The “Precincts” tab allows you to control which precincts are displayed, via the
dropdowns or the sliders you already had access to.

● The “Ring” tab allows you to change where the “Ring” is on your map.
○ The starting location for the ring will be The “Ring” is the set of 5 circles that are
defaulted to the state capitol building.
○ Please note that the option to “Only show precincts in 10 mile ring radius” is in
the “Precincts” tab, not the “Ring” tab.
○ You can also choose not to see the "Ring"

● The “Lines” tab allows you select which additional lines and labels (i.e. CDs) you wish to
show.
○ Zip Codes have been added to the set of dropdowns in the “Lines” tab. Note
that there is a separate dropdown allowing you to see the Zip Code Numbers as
well as Target Zip Codes only

○ Okay, so for FM, what is a completed form?
■ Box 2: First and Last Name
■ Box 3: Residence Address
● For unsheltered applicants/registrant they may use:
● A homeless shelter to which the applicant/registrant regularly
returns.
● The place at which the applicant/registrant is a resident.
● The county courthouse in the county in which the
applicant/registrant resides.
● A general delivery address for a post office covering the location
where the applicant/registrant is a resident.
● A person who is otherwise qualified to register to vote shall not be
refused registration or declared not qualified to vote because the
person does not live in a permanent, private or fixed structure.
○ They can describe where they are taking shelter in box 3
● As used in this section, "homeless shelter" means a supervised
publicly or privately operated shelter designed to provide
temporary living accommodations to individuals who lack a fixed,
regular and adequate nighttime residence.
● They can use box 23 to describe their location to place so the
County Recorder places them in the right precinct to determine
the appropriate ballot form
■ For Native/Tribal applicants they may use box 3 to describe where they
live and box 23 to further describe their location
■ Box 5: City
● NOTE: If a city (i.e. “Sells”) is provided in the residence address
field with a PO Box in the mailing address field, this is not
considered incomplete. A lot of reservations do not have individual
addresses for residents, so they have to use this method to
register to vote.
■ Box 6: Zip Code
■ Box 8: Last 4 of social security number
■ Box 9: Identification Number - one of the following:
● AZ Driver’s License/AZ ID number
● Tribal Identification Number
● Alien Registration Number
○ Documentation on the cover sheet notes stating a
photograph of an ID has been provided.
■ Box 12: Date of Birth
● Format does not matter as long as it is clear what the date is (i.e.
6/5/90 is okay)
■ Box 14: Party Preference
● Selections for party preference do not impact visual QC flags (no
party selected is fine).
● Canvassers will be collecting pledge cards for forms with no party
preference, but within Blocks these cards may not be visible.
There is no need to flag pledge cards as missing if they are not
visible in the packet gallery to QC callers.

● Date
○ The format does not matter as long as month and day are
clear

○ NOTE FM is asking to collect phone numbers, but it doesn’t affect your

completion rate
● This is a training issue of our overall program, and this is something we need to address
ASAP
○ Note there are other things we have to tighten up on, like our dem 2way and in
district % numbers, but if we don't tighten up completion first, then it just gets
messy

My honest opinion is we need to start placing people on PRs but I want to hear everyone out

Common questions

Powered by AI

The number of new hires and trainees in each office indicates the scale at which each location is expanding or facing attrition. For instance, Mesa's 8 new hires and 7 trainees highlight ongoing efforts to bolster manpower, possibly due to attrition or increased demand . Glendale's 12 new hires suggest a substantial growth phase to overcome past staff turnovers . These figures guide future strategies by outlining the demand for better training programs, refined hiring processes, and enhanced retention techniques to stabilize workforce capability and improve canvassing outcomes.

Major issues include missing sections such as DOB/SSN, ID, age, and residential address . These contribute to sub-par completion rates and hinder the ability to process registrations swiftly. By resolving these issues through better training and improved QC practices, the process becomes more streamlined, reducing the paperwork backlog and enhancing campaign efficiency. Accurate, complete data leads to fewer flags and corrections needed, improving overall operational efficiency .

Shiny apps provide data-driven insights, aiding in the identification of optimal canvassing locations by analyzing site productivity and consistency . This technological adoption enhances strategic deployment by directing resources to high-probability areas, reducing time spent in less productive locations. This allows for maximized efficiency in voter outreach efforts and informs future campaign planning through improved precision in location selection, optimizing canvasser efforts to meet campaign targets effectively .

Weekly reporting and invoice management facilitate timely monitoring of campaigns, enabling adjustments based on data-driven insights to improve performance . Clear documentation and structured communication through shared platforms like Google docs streamline operations, allowing quicker issue resolution and better compliance with set performance standards. Effective management of these processes ensures operational efficiency, helping campaigns stay on track with goals and accountability, which is crucial for financial oversight and operational transparency .

Training and development equip canvassers with the skills needed to navigate field challenges, such as handling negative interactions and using precise scripts effectively . Continuous training programs focus on improving form completion rates and adapting to situational dynamics, contributing directly to meeting registration goals. A well-trained staff can deliver consistent performance despite obstacles, enhancing the reliability of registration efforts and overall campaign success .

Positive relationships with city clerks, particularly in Glendale and Scottsdale, enhance operational efficiency by ensuring smoother processing of voter registration forms and quick resolution of flagged items . However, issues like sorting out out-of-county forms can strain resources if not managed effectively, risking delays and reducing form completion rates. Maintaining these relationships is critical as they directly impact the ability to meet operational targets and thus influence overall campaign success .

Completion rates provide vital feedback on campaign effectiveness. For instance, Scottsdale with a completion rate of 70.83% and Glendale with 82.35% indicate challenges in achieving the 90% standard set by FM . This disparity necessitates targeted interventions such as refining canvasser training and modifying outreach strategies to improve completion rates. Strategic planning might focus on increasing resources in low-performance areas like Scottsdale and reassessing location viability and canvasser deployment .

Strategies include enhancing canvasser training and employing tools like shiny apps to identify better canvassing locations . Additionally, addressing specific problems through PR processes is planned to tackle persistent issues. The expected outcomes include improved completion rates to meet the standard of 90%, ensuring compliance with FM's criteria. These changes aim to streamline the registration process, reducing errors and improving form accuracy .

In Mesa, canvassers face challenges from polarizing messaging and receive negative interactions related to wearing vests. In Scottsdale, the main issue is with people not responding well to the script used by canvassers, causing potential applicants to walk away. Glendale experiences challenges with the polarizing nature of the word 'abortion' in certain areas of northwest Maricopa County . These challenges affect the canvassers' ability to gather completed forms efficiently as they navigate public perception and confrontational environments.

The use of polarizing terms like 'abortion' significantly impacts canvassing effectiveness, particularly in areas like northwest Maricopa County , leading to heightened emotional responses that can deter engagement. This necessitates strategic messaging adjustments to mitigate confrontational reactions, preserving canvasser morale and improving public engagement. More subtle or neutral phrasing might be adopted to maintain focus on voter registration goals without alienating potential applicants, enhancing canvassing efficacy .
