Honorable Chairperson and respected delegates — caste

has shaped our history, but it must not dictate the future
of New India. Today, 45% of our citizens are under the
age of 25. They don’t seek caste labels — they seek equal
opportunities, dignity, and growth. While our poverty rate
has dropped to 22%, over 200 million Indians still live in
poverty. And poverty does not ask for caste — it affects
everyone alike. That's why, under Prime Minister
Narendra Modi ji’s leadership, the BJP introduced the
10% EWS reservation, helping 10 million economically
weaker citizens each year, not based on caste, but on
financial need. Our focus must shift from caste-based
politics to development-based governance — with
education, skill-building, and women’s empowerment at
the core. The BJP envisions an India where hard work
decides your future, not your birth. That is true social
justice.

wants opportunities, not new divisions.
• Q2. Isn’t refusing a caste census ignoring caste discrimination still present in India?
• A: Discrimination must be fought through education, employment, and dignity — not by deepening caste
divisions. BJP’s focus is Sabka Saath, Sabka Vikas — bringing the poorest and most deprived to the mainstream
irrespective of caste.
• Q3. How can you plan welfare without caste data after 1931?
• A: We already have data through socio-economic surveys, existing reservation lists, and welfare beneficiaries.
What India needs is economic upliftment programs like PMAY, Mudra Yojana, and EWS — targeting need, not
caste.
• Q4. Why avoid a caste census when you promise Sabka Vikas?
• A: Because Sabka Vikas should unite, not divide. Caste census risks creating new political fault lines. BJP
believes in one identity — Indian. Welfare should be based on need, not caste-based numbers.
Q5. Is BJP afraid caste census will disrupt the existing reservation system?
A: We’re not afraid — we’re focused. BJP brought EWS through the 103rd amendment, balancing social justice
and economic need. Our aim is to empower all, not divide them further.

Q1. How is 10% EWS fair when SC/ST/OBC are still poor?
A: They already have constitutionally guaranteed quotas. EWS reservation addresses historically unreserved,
economically deprived sections. It balances the system, ensuring no poor person is left behind.
Q2. Isn’t it unfair upper-caste poor only got this now?
A: BJP corrected a long-standing gap with EWS. It complements existing reservations — giving justice to the poor
across communities.
Q3. What evidence proves EWS has worked?
A: In just 3 years, over 10 million beneficiaries have availed EWS quotas in jobs and education. Institutions like
AIIMS, IITs, and central universities now reserve seats for EWS candidates, with visible success.
Q4. Is this political appeasement for upper castes?
A: It’s about economic justice, not vote-bank politics. BJP is the first government to recognise economic poverty
as a standalone criteria for affirmative action — that’s historic, not opportunistic.
Q5. Why not increase OBC/SC/ST reservations instead?
A: They already have constitutionally capped quotas based on historic deprivation. EWS ensures economic parity
without disturbing those protections — striking a fair, constitutional balance.

Q. Is BJP trying to suppress minority/backward representation?
A: On the contrary — BJP’s schemes like Ujjwala, PMAY, Mudra Yojana, and Skill India have benefitted crores of
poor across all communities, without discrimination. We focus on inclusion, not exclusion.
Q. Will BJP remove caste-based quotas if EWS succeeds?
A: Reservations for SC, ST, and OBC are constitutional provisions. BJP has respected them and will continue doing
so. EWS is an addition, not a replacement.
Q. How will BJP address those who are both poor and socially backward?
A: They already get dual protection — caste-based reservations and economic welfare schemes. BJP’s policies like
Ayushman Bharat and PM Kisan serve everyone in need — with special care for the most deprived.

Dekhiye, Uniform Civil Code Bharat ki
samvidhanik baat hai — Article 44 me likha hai.
