INTERNAL RULES AND PROCEDURES

OBJECTIVE:
The Internal Rules and Procedures of the Babayoan Sangguniang Kabataan (BSK) are a set of guidelines
that govern the operations, decision-making processes, and conduct of the youth council in Barangay
Babayoan. These rules aim to promote effective governance, transparency, and accountability while
clearly defining the roles and responsibilities of members and officers. They establish procedures for
meetings, financial management, and community engagement, ensuring that the SK functions efficiently
and inclusively. Additionally, these rules encourage ethical behavior, support conflict resolution, and
provide a framework for amending the rules as needed, ultimately fostering a collaborative environment
that serves the interests of the youth and the community.
I. COMPOSITION AND STRUCTURE

The SK is consist of elected and appointed officials, including SK Chairperson and 7 SK


Members, 1 SK Secretary, 1 SK Treasurer, and 3 SK Representatives.

II. SESSIONS

Regular sessions shall be held at least once a month, with special sessions called as needed.

III. QUORUM

A quorum shall be constituted by the presence of at least a majority of the members. Members
cannot decide or vote if there are no quorum during regular and special sessions. Decisions shall
be made through the majority of the members present if there are quorum.

IV. ATTENDANCE

Members are required to attend all meetings; absences must be justified.

a. 2 Consecutive absences
2 Consecutive absences of an SK official without a valid reason will result in a Notice of Suspension
to inform the SK official.
b. 3 absences
An SK official who is absent three times will be suspended, meaning that one month’s salary will be
deducted, along with any applicable fines

V. COMMITTEES
Committees may be formed to address specific issues or projects, with members appointed by the
Chairperson.

VI. FINANCIAL MANAGEMENT


The SK Chairperson, SK Treasurer and BMO shall prepare an annual budget, which must be
approved by the council and all financial transaction will be reported during regular sessions.

VII. CODE OF CONDUCT

Members shall adhere to ethical standards and demonstrate respect and

professionalism.

VIII. FINES
Fines will be applied every barangay and SK activities and regular sessions.
a) Activities/Programs
-50 pesos
b) Barangay Assembly/KK Assembly
-100 pesos
c) Regular sessions
-150 pesos
