CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Persons with disabilities (PWDs) are people who have physical, mental,

intellectual, or sensory impairments that they have had for a long time and may make it

difficult for them to fully participate in society. According to the Philippine Statistics

Authority, there are approximately 1.4 million PWDs in the Philippines, and access to

education, healthcare, employment, and other basic necessities is difficult for them this

according to the National Disability Prevalence Survey in 2016 which found that there

are 1,443,447 PWDs in the country, representing 1.57% of the total population.

People with disabilities (PWDs) possess unique abilities that society frequently

overlooks. They have the knowledge, abilities, and skills that can make a big difference

in the economy, community, and workforce. Physical, social, and mental obstacles

prevent them from gaining access to education, employment, and other opportunities.

Moreover, they can do well in a variety of fields, including technology, the arts, and

sports. For instance, some PWDs have performed admirably in Paralympic sports like

powerlifting, wheelchair basketball, and swimming, and they have also won medals in

international competitions.

Also, People with disabilities have demonstrated their skills in a variety of artistic

fields, including dance, music, and the visual arts. They have made significant

contributions to technology, such as developing software and devices that meet their

requirements. PWDs have the chance to succeed and thrive despite these obstacles.

PWDs now have new opportunities to fully participate in society thanks to technological

advancements, the creation of assistive devices, and inclusive policies.

PWDs in the Philippines can be helped in a variety of ways, which is good news.

Promoting a more inclusive society and raising awareness of disability rights are two

examples. This can be accomplished through educational campaigns, public events, and

social media campaigns that emphasize PWDs' strengths and abilities. Giving PWDs

access to assistive technology and devices that can improve their quality of life is another

way to assist them. Mobility aids like wheelchairs, hearing aids, communication devices,

and other assistive tools that can help them become more independent and participate in

daily activities are all examples of this.

The Local Government Units (LGUs) receive assistance and resources from a

number of organizations and national government agencies in putting inclusive policies

for PWDs into place. These include the Philippine Information Agency (PIA), the

National Council on Disability Affairs (NCDA), and the Department of Social Welfare

and Development (DSWD). LGU interventions are still required to ensure that PWDs

have equal access to these opportunities despite the opportunities available to them.

Accessibility measures, skill training, and employment programs are examples of policies

employment programs, skills training, and other assistance. In addition, these local

government units may tap charities and other organizations that help and services people

with disabilities can play a crucial role. Through this, different programs on community

integration, healthcare, education, and vocational training can be emphasized. As private

individuals, volunteering, fundraising, or donating can be a great help to these

organizations to maintain their services, which are supported by donations and

volunteers.

Local Government Units (LGUs) need to ensure that PWDs have access to these

opportunities. Policies and programs that encourage PWD inclusion and participation in

all aspects of community life can be implemented by LGUs. Accessible public

transportation, inclusive employment, education programs, and the provision of assistive

technology devices are all examples of these. PWDs can take advantage of a wide range

of career paths in a variety of sectors, and some organizations are actively pursuing

additional opportunities. Microsoft, for instance, started its Autism Hiring Program in

2015 with the goal of filling full-time positions with people on the autism spectrum. The

National Council on Disability Affairs (NCDA) has collaborated with a number of

organizations in the Philippines to provide PWDs with employment opportunities and

skills training.

Equal opportunities for PWDs to fully participate in society and to be

acknowledged for their skills and contributions are crucial. PWDs can live productive

and fulfilling lives with the assistance of local governments and the implementation of

situated in the Central Luzon of the Philippines. Like in different areas of the country,

there are PWDs dwelling in Pulilan, and the nearby government unit (LGU) has carried

One of the initiatives carried out by the Pulilan LGU is the arrangement of

intervention programs. It will also help identify age-related patterns in the development

of basic life skills. Another factor to consider is the Assessment of the educational

background of PWDs that will highlight the relationship between education and the

acquisition of essential life skills. With this, it will help identify gaps and potential areas

for improvement in educational support for PWDs. In order to further know the

respondents, analyzing their employment status will shed light on their level of

independence and economic participation. This will help the researchers identify barriers

to employment and guide the development of vocational training programs. Moreover,

understanding the various types of disabilities among the respondents will provide

insights into the specific challenges faced by each group. It will enable targeted

interventions tailored to the unique needs of individuals with different disabilities. Last

but definitely not the least in terms of importance is the duration of the disability that will

help identify whether the length of disability affects the acquisition and development of

basic life skills.

Evaluating the PWDs' proficiency in basic accounting skills will help determine

their financial management abilities, which are crucial for budgeting, financial planning,

and independent living, while assessing the communication skills of PWDs will provide

insights into their ability to express themselves, interact with others, and engage in social

relationships. It will help identify areas for improvement and the need for

communication-related support programs. Furthermore, analyzing the problem-solving

abilities of PWDs will help identify their capacity to navigate challenges and make

informed decisions. It will guide the development of problem-solving training programs

tailored to their specific needs. In self-awareness skill on the other hand, evaluating the

level of self-awareness among PWDs will provide insights into their understanding of

their strengths, weaknesses, and personal goals. It will assist in developing self-

empowerment programs that foster self-confidence and independence.

Identifying the challenges faced by PWDs in relation to their basic life skills in

school or work settings will provide a comprehensive understanding of the barriers they

encounter. These challenges may include limited accessibility, lack of inclusive

educational environments, discrimination, and insufficient support services.

Exploring the intervention programs offered by the LGU in Pulilan, Bulacan, will

provide insights into the existing initiatives to uplift the basic life skills of PWDs. This

examination will involve identifying the specific programs, their objectives, target

beneficiaries, and their effectiveness. Evaluating the existing government programs

aimed at supporting PWDs in developing their basic life skills will provide an

understanding of their effectiveness, reach, and impact. This assessment will help identify

allocate resources more effectively.

By addressing the gaps in the literature and conducting a comprehensive analysis

of the profile of PWDs in Pulilan, Bulacan, as well as assessing their basic life skills and

the government programs available, this research aims to contribute valuable insights for

local government intervention and the enhancement of support systems.

Understanding the profile of PWD respondents in Pulilan, Bulacan, in terms of

age, educational attainment, occupation status, type of disability, and duration of

disability is crucial for formulating targeted interventions. By examining the age

distribution, the research can identify specific age groups that may require focused

assistance. Additionally, analyzing educational attainment will shed light on the

relationship between education and the acquisition of basic life skills among PWDs. This

information will help identify areas where educational support can be enhanced.

Assessing the occupation status of PWDs will provide valuable insights into their

Categorizing PWDs based on the type of disability will enable a deeper

understanding of the specific challenges faced by different disability groups. This

information will facilitate the customization of interventions to meet the unique needs

and requirements of each group. Furthermore, considering the duration of disability will

help identify potential correlations between the length of disability and the development

of basic life skills, informing the design of long-term support programs.

Assessing the basic life skills of PWD respondents in terms of simple accounting

skills, communication skills, problem-solving skills, and self-awareness skills is vital for

identifying areas that require improvement. Evaluating their proficiency in simple

accounting skills will highlight their financial management abilities, ensuring that

interventions focus on enhancing their budgeting and financial planning skills.

Analyzing the communication skills of PWDs will provide valuable insights into

their ability to express themselves, interact with others, and build meaningful social

relationships. Understanding their proficiency in problem-solving skills will guide the

development of training programs that empower them to navigate challenges effectively

and make informed decisions.

Evaluating the level of self-awareness among PWDs is essential for fostering self-

confidence and independence. This assessment will inform the creation of self-

empowerment programs that promote self-discovery, self-advocacy, and the setting of

personal goals.

Identifying the challenges encountered by PWD respondents in relation to their

basic life skills in school or work settings is crucial for understanding the barriers they

face. These challenges may include limited accessibility, inadequate inclusive

educational environments, discrimination, and a lack of support services. Recognizing

these obstacles will assist in the formulation of interventions that address specific

challenges and improve overall outcomes for PWDs.

Lastly, evaluating the existing government programs offered by the LGU in

Pulilan, Bulacan, will provide insights into their effectiveness, reach, and impact. This

assessment will enable the identification of successful initiatives, areas for improvement,

and potential gaps in the support provided to PWDs. By examining the existing

programs, this research aims to contribute recommendations for enhancing and

expanding interventions to uplift the basic life skills of PWDs in the municipality.

This research seeks to address the gaps in the literature regarding the basic life

skills of people with disabilities. By assessing the profile of PWD respondents in Pulilan,

Bulacan, and evaluating their basic life skills and the existing government programs, it

aims to provide valuable inputs for local government intervention, enabling the

development of more targeted and effective support systems.

Statement of the Problem

The study aims to strengthen PWD’s abilities for productive new opportunities as

inputs for local government unit’s intervention in Pulilan, Bulacan. The study will focus

on PWD abilities in the municipality of Pulilan, Bulacan assessment towards creating a

strategic LGU intervention program. In connection with the problem, the researcher seeks

to answer the following questions:

Bulacan be assessed in terms of:

information that can be used to create interventions that can give PWDs more power and

make them more productive members of society. The study's recommendations for

enhancing PWD policies, programs, and services will be beneficial to the LGUs.

Scope and limitation of the Study

The study will only cover the strengthening of Person’s with Disabilities

abilities for productive new opportunities :inputs for Local Government Units

intervention in Pulilan, Bulacan. The study focuses only to the identification of the

profile of the respondents, specifically their age, educational attainment, and occupational

status as well as their basic life skills that includes simple accounting skills,

communication skills, problem-solving skills, and self-awareness skills. And through

interview, the challenges the persons’ with disabilities they have encountered and the

programs of Local Government Units that uplift their productivity will be explored.

This study will use explanatory mixed-methods in the study collecting data using

both qualitative and quantitative data collection methods, analyzing the data separately,

integrating the data to provide a comprehensive understanding of the research questions,

and making recommendations based on the findings.

researcher checked to see that they are willing to participate and have given their

informed consent. The researcher used quota sampling to identify Persons with

Disabilities (PWDs) living in the Municipality of Pulilan, Bulacan, who were willing to

participate in the study.

They contacted local organizations that support PWDs, such as advocacy groups,

rehabilitation centers, and healthcare facilities, to identify potential participants. This
