Validity of Category (OBC/EWS/SC/ST/PWBD) Certificate

 Any category certificate will be considered valid only if it is in Hindi/English Language and has been issued
prior to the last date of Online Examination is (i.e. 24.05.2025). Candidate applying under
OBC/EWS category must possess valid OBC/EWS certificate issued by the competent authority for
admission in Central Govt. Institution.
 Category Certificate must be uploaded on or before the date of Examination is 24.05.2025.
 Uploading of valid Certificate/Card: Must upload OBC(NCL)/EWS Certificate from 22.04.2025 to
06.05.2025
(a) Date(s) of valid OBC (NCL) certificate: Candidates applying under OBC category must produce the
valid caste certificate in the format provided by the DoP&T vide O.M No. 36036/2/2013-Estt. (Res.)
dated 30.05.2014 and further clarification issued by DoP&T OM No. 36011/1/12-Estt.(Res.) dated
14.03.2016. The certificate must mention the non-creamy layer status of the applicant (Non-creamy
layer status issued by an authority mentioned in DOPT Office Memorandum no. 36012/22/93-Estt.
(SCT) dated 15.11.1993). The OBC applicants who belong to the ‘Non-Creamy Layer’ and whose caste
appears in the Central List of the OBCs (notified by the Ministry of Social Justice and Empowerment
on the recommendations of the National Commission for Backward Classes available at the website
htttp://[Link], shall be eligible to be considered under the OBC category (Validity period of OBC
Certificate in respect of non-creamy layer status of the applicants as per DOPT Office Memorandum
No. 36036/2/2013-Estt. (Res-I) dated 31 March 2016). The validity of the non-creamy layer certificate
should be for the financial year 2024-2025 for the certificate issued from 01.04.2024 to 31.03.2025 &
for financial year 2025-2026 for the certificate issued from 01.04.2025 to 22.04.2025.

(b) Certificate issued from 1st April 2024 to 06 th May, 2025 (closing date of application) will be
considered valid.
If the applicant does not have the OBC non-creamy layer certificate valid for the financial year 2024-
2025 or 2025-2026 as said above at the time of registration, the applicant must upload the previously
issued (older) OBC non-creamy layer certificate with the acknowledgement slip of the OBC non-
creamy layer certificate application for renewal. However, at the time when asked to submit/upload
the valid certificate, the applicant must produce the applicable certificate valid for financial year
(2024-2025 & 2025-2026) within the date as mentioned above as applicable. This additional
certificate (if any) must have a reference of his/her already issued original caste certificate.

Prospectus - Part A
1. Introduction

The entrance test for admission into DM/[Link]. Courses at Institutes of National
Importance (INI) for Medical Education namely, AIIMS-New Delhi and all new AIIMS,
JIPMER-Puducherry, PGIMER-Chandigarh, NIMHANS-Bengaluru and Sree Chitra Tirunal
Institute for Medical Sciences & Technology- Trivandrum is held twice in a year for
January and July session of respective year. The common entrance test is known as
Institute of National Importance Super-Specialty Entrance Test (INI-SS).

This is Part A of Prospectus of INI-SS for July 2025 session as mentioned in Important
Dates at a Glance. Part A consists of information regarding eligibility criteria for appearing
in examination, cities of examination, application fee, process of application, and scheme
of examination/evaluation and method of seat allocation etc. for the purpose of conduct
of common entrance test. The candidates are advised to regularly visit website
[Link] and website of respective INIs for recent updates.
Information related to postgraduate courses at respective INIs such as Institute specific
eligibility criteria, salary/stipend, rules of leaves, hostels, admission fee, and penalty
after
Resignation etc. will be made available in Part B of Prospectus of INI-SS July 2025 session.
The candidates are advised to regularly visit the official websites of respective Institutes
for related information and updates.

Information in Part A is published at website of AIIMS New Delhi based on information
received from respective participating INIs and the INI-SS Entrance Test will be conducted
by AIIMS, New Delhi and result (all stages) will be published as per rules at New Delhi
through website notification. All disputes with regards to any matter referred to herein shall
be subjected to the jurisdiction of Delhi Courts only.
2. Aims & Objective
In the field of postgraduate and post-doctoral education, the most important function of
an Institute of National Importance is to provide opportunities to train teachers for
medical colleges in the country in an atmosphere of research and development.
Postgraduate and Post-Doctoral students are exposed to newer methods of teaching and
given opportunities to actively participate in teaching exercises. The other important
objectives of the Institutes of National Importance are to bring together in one place, the
educational facilities of the highest order for the training of personnel in all the
important branches of health activity and to attain self-sufficiency in postgraduate
medical education. The educational principles and practices being adopted are best
suited to the needs of the nation.
A common entrance test for INI-SS is conducted for preparation of merit list as per
scheme of evaluation/admission applicable at different INIs for admission in super
specialty courses at participating Institutes of National Importance and allocation of
single seat to each candidate based on his/her overall merit based on synchronized
allocation of seats.
3. Administration
3.1. AIIMS, New Delhi is the authority for deciding of all aspects related to Combined Entrance
Test such as application, conduct of exam, declaration of results. Seat Allocation is done by
AIIMS New Delhi as per policy, rules & regulations of respective INIs.
3.2. Seat allocation & Admission into any of the participating INI will be governed by the rules and
regulation of respective Institute as applicable and will be administered by the Heads of
respective INIs (the details are mentioned in Part B of the Prospectus of INI-SS, July 2025).
3.3. In case of any ambiguity in interpretation of any of the instructions/ terms/ rules/criteria
regarding the determination of eligibility/conduct of examinations/ registration of
candidates/ information contained herein, the matter will be decided at the discretion of the
Director, AIIMS New Delhi, and the same shall be final and binding in nature.
3.4. All disputes with regards to any matter referred to herein shall be subjected to the jurisdiction of
Delhi Courts only.
3.5. Any dispute/court matter on seat position & admission criteria shall be handled by respective INIs.

4.3. Other Terms & Conditions

4.3.1. No reservation of seats is applicable in DM/[Link]. Courses.
4.3.2. The candidates must have completed the requisite qualification, degree and tenure
by 31.07.2025. The candidates who are likely to complete their “3 years (365 × 3) =
1095 Days” tenure, qualification or degree after 31.07.2025 will not be eligible to
appear in this examination.
4.3.3. The courses will start from dates as mentioned in important dates at a glance.
4.3.4. Last date for admission to the DM/[Link]. course will be as per dates mentioned in
important dates at a glance. In any circumstances, last date for admission will not be
extended after dates as mentioned above. This includescandidates on the wait list
who may be offered a seat if the selected candidates does not join.

b) Candidate must have applied in online registration for AIIMS/PGIMER
Chandigarh seats in respective specialty/course.
c) Candidate must be eligible as per eligibility criteria of AIIMS/PGIMER Chandigarh.
d) Out of the candidates who fulfill above criteria, candidates- 3(three) times the
number of seats advertised for AIIMS/PGIMER Chandigarh Combined OR
2(two) times the total number of seats in AIIMS/PGIMER Chandigarh & other
INIs whichever is higher or as decided by the competent authority at the time
of declaration of result will be called for departmental clinical/practical/lab-

 based assessment (carrying 20 marks) related to sub-
specialty/systems/component of the specialty/course for which the candidate
has applied in respective department at AIIMS, New Delhi.
e) To qualify for AIIMS/PGIMER Chandigarh Seat allocation a candidate must
obtain 50 percent (%) or more marks in Stage-I & Stage-II combined.
f) In case a candidate gets marks more than 50 percent (%) in Stage-I but less
than 50 percent (%) marks in Stage I & II combined, he/she will not be treated
as qualified for AIIMS/PGIMER Chandigarh Seats.
g) Candidates called for departmental assessment (Stage – II) and remain absent
in Stage – II, he/she will not be treated as qualified for AIIMS/PGIMER
Chandigarh Seats.

5.3. Preparation of Merit Lists

Two lists of qualified candidates in order of merit will be declared based on performance in

Stage – I & Stage – II examination (as applicable) as described below: -

5.3.1. Common Merit List (CML)

a) Candidate must have appeared in the test for Stage – I.
b) All qualified candidate in Stage – I examination as per scheme of examination will be
assigned a rank and will be placed in the list in order of overall rank.
c) This merit list (CML) will be used for allocation of seats in all INI except AIIMS &
PGIMER as per method of allocation described in prospectus.

5.3.2. AIIMS Merit List (AML)

a) This Merit List (AML) will be used for allocation of Seats in all AIIMS and PGIMER
Chandigarh only
b) Candidate must have appeared & qualified in both examinations Stage – I & Stage – II
as per scheme of examination described above.
c) The list will be based on marks obtained in Stage- I & Stage – II combined (100 marks)
for qualified candidates only.
d) All qualified candidates will be assigned a rank and will be placed in the list in order of
overall rank.

5.4. Sponsored/Foreign National category candidates

They will be placed in respective merit list as per their performance and eligibility, as
applicable to all other general candidates as described above with respective category tag
mentioned against their rank. Such candidates will be considered for Seats under
Sponsored/Foreign National category in order of merit. The seat advertised under
Sponsored/Foreign National is strictly non-convertible/non-Interchangeable from the seat
advertised under General Category or vice-versa.

Overseas Citizen of India (OCI):

Eligibility of OCI/PIO candidates will be based on the decision of the Hon'ble Supreme Court
of India in Writ Petition (Civil) 891/2021 dated February 03, 2023.
1. Candidates born before 04.03.2021 and who have secured the OCI Card Before
04.03.2021 shall be considered INDIAN NATIONALS and will be eligible ONLY for
open category (unreserved) seats for INDIAN NATIONALS. They will not be
eligible for consideration for seats for Foreign Nationals.
2. OCI/PIO card holders who are not to be considered as India Nationals based on
the decision of the Hon’ble Supreme Court of India in Writ Petition (Civil) 891 /
2021 dated February 03.2023 shall be considered as FOREIGN NATIONALS. They
will not be eligible for consideration of seats for Indian Nationals.

OCI card on or before date(s) mentioned in Important Dates Section of Prospectus Part-A. The
earliest issued, valid OCI card must be uploaded on the portal. Any attempt at hiding a valid
older OCI card or uploading only a newer card will be considered as providing false
information and the candidature may be cancelled.

5.5. Method of Resolving Ties

According to age (Date of birth), the older candidate shall get preference over the younger
one.

6. Other Instructions
6.1. General

a. Any candidate applying for any course will be deemed to have read the information
brochure/prospectus, notices published on the website.
b. In case of any ambiguity in interpretation of any of the instructions/ terms/
rules/criteria regarding the determination of eligibility/conduct of examinations/
registration of candidates/ information contained herein, the matter will be decided
at the discretion of the Director, AIIMS, New Delhi and same shall be final and binding
in nature.

c. Any wrong information provided by the candidate on same may invite disciplinary
action including debarment from future examination.
d. AIIMS, New Delhi reserves its right to alter, amend, modify or apply any or some of
the instructions/ guidelines contained in this information brochure.
e. Candidature is liable to be cancelled in case of any discrepancy detected at any stage
regarding eligibility even after grant of admission

6.2. Sponsored Candidate

a. It is mandatory to upload valid Sponsored certificate in the Completion of Application
on or before date(s) mentioned in Important Dates Section of Prospectus Part-A.
Please note that candidates must have to submit original sponsored certificate at the
time of reporting/joining for the allocated postgraduate seat, failing which, their
candidature will be cancelled.
b. All columns available in sponsorship certificate should be duly filled. If any columns
not pertain to candidate should be mandatory strike out (X).
c. For Details see the Performa for Sponsorship certificate as applicable for
differentInstitutes.
d. In case it is found that an applicant, who does not fullfill the eligibility qualification
/ criteria, has provided false information then applicant’s candidature will be
cancelled.

6.3. Foreign National

i. Candidates who are NOT citizens of India (by birth or naturalized) (but not OCI/PIO
candidates) shall be considered as FOREIGN NATIONALS.
ii. Foreign nationals are required to fill in the prescribed online application form
indicating the choice of subject (only one subject) for admission to Postgraduate
courses leading to award of DM/[Link]. Entrance Examination.
iii. The foreign nationals are required to send their Registration Slip of Online application
through Diplomatic Channel. They are also required to appear in the Competitive

 Entrance Examination along with other candidates. The No Objection Certificate (NOC)
obtained from Ministry of Health and Family Welfare, Govt. of India, should be
submitted to the Examination Section on or before date(s) mentioned in Important
Dates Section of Prospectus Part-A.
Kindly note that no objection certificate obtained solely from Ministry of External
Affairs is not considered as valid NOC for INI-SS.

DM/[Link]. Entrance Examination courses as per rules applicable at respective
participating Institute. They should be registered with NMC before they will be
allowed to join the said course, if they are selected for the same.
vi. Seats are not reserved in any discipline for foreign nationals (except the bilateral
agreement between the Government of India and any other nation).
vii. Nominations/No objection for the candidate should reach the Examination
Section before the date as specified under "IMPORTANT DATE AT A GLANCE". In
case of non-receipt of the nominations/clearance/no objection from the
concerned Ministry by due date, their candidature will not be considered.
viii. No emoluments will be paid by AIIMS to the Foreign National candidates. Rules at
respective INI shall be applicable as per prospectus part B in this regard.

6.4. Submission of Application by Candidates who are employed

The Institute does not have any objection if the candidates in employment apply for the
above postgraduate course (except candidates for sponsored candidates for all courses
submit their applications direct i.e. they are not required to submit their applications
through proper channel). However, all such candidates should inform their employer in
writing that they are applying for this Entrance Examination. They should also sign the
Undertaking in the downloaded copy of Registration Slip that they have informed their
employer about the submission of the application to AIIMS. If any communication is
received from their department/office withholding permission to the candidate’s
appearing at the entrance examination/admission to the course, the
candidature/admission of the candidate will be cancelled, and no further
correspondence in this regard will be entertained. (Sponsored candidates are required
to route their Registration Slip through proper channel).

 6.5. Miscellaneous
 No Seats are reserved for OBC/SC/ST/EWS etc in DM/[Link] Courses.
 All seats are advertised under three group’s viz. General Seats, Sponsored Seats
& Foreign National Seats.
 Seats are strictly non-convertible/non interchangeable between different categories/
groups unless expressly mentioned as per rules applicable at any of the participating INI.
 Any seat remaining vacant in respective categories/ groups (General Seats, Sponsored
Seats & Foreign National Seats) shall be filled subsequently as per rules applicable at
respective INIs.
7. Overall process of INI-SS
7.1. Cities for appearing in Examination
The INI-SS for session as mentioned in IMPORTANT DATE AT A GLANCE is planned to
be conducted in following cities in India.

1. The applicants are required to indicate his/her choice of three cities (in order of
preference) for appearing in the examination.
2. The allocation of cities* for taking examination will be based on Completion of
Application (first come-first allotted) and availability of computer nodes in the city.
Applicants are therefore advised to complete process of application at earliest
without waiting for last date.
3. The choice of cities made by applicant cannot be changed after submission of
Application. The applicants should therefore make choices with utmost care.

* Although AIIMS will make all efforts to ensure that the candidate is allotted a centre in
the cities chosen by the applicant, if due to circumstances such as lack of sufficient
number of candidates, logistic, administrative and other reasons, an Examination Centre in
another city may be allotted finally. The cities may be added or removed, if deemed
necessary. Applicants are therefore required to be prepared to appear for the
examination in the Examination Centre allotted to them.

7.2. Application Fee

4. If due to any reason, application fee is paid more than once against one
application form, the additional payments shall be refunded to applicants after

All information as well as access to process related to INI-SS will be done through its
online portal. The portal for INI-SS can be accessed from [Link]

Eligibility for Scribe and/or compensatory time:

1. The persons with Benchmark Disabilities (PwBD) defined under section 2(r) of the RPWD Act,
2016.
A. Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both
arms affected – BA) and cerebral palsy will be provided with the facility of a scribe if desired
by the person against self-undertaking as per Appendix A Part A-1.

B. The PwBD candidates in the category of blindness, locomotor disability (both arms affected-
BA) and cerebral palsy are allowed Compensatory Time of twenty minutes per hour of the
examination if desired by the person against self-undertaking as per Appendix A Part A-1.
C. In the case of other categories of Persons with Benchmark Disabilities as defined under
section 2(r) of the RPWD Act, 2016, the facility of scribe / Compensatory time will be allowed
to such applicants on the production of a certificate to the effect that the person concerned
has physical limitation in to write, and scribe is essential to write the examination on his
behalf from the Chief Medical Officer/ Civil Surgeon/ Medical Superintendent of a
Government Health Care institution as per the prescribed proforma (Appendix A Both part A-
1 and A-2).
2. The persons with specified disabilities covered under the definition of section 2(s) of the RPWD
Act, 2016 but not covered under the definition of section 2 (r) of the said Act, i.e. persons
having less than 40% disability and having difficulty in writing.
A. In the case of those with less than Benchmark disabilities as defined under section 2(r) of the
RPWD Act, 2016, the facility of scribe and or / Compensatory time shall be granted solely to those
having difficulty in writing subject to the production of a certificate to the effect that the person
concerned has physical limitation to write and that scribe is essential to write examination on
his/her behalf from the competent medical authority of a Government Health Care institution as
per prescribed Performa ( Appendix A Both part A1 and A-3).

Note: -

1. All required certificates must be submitted within due dates as specified in the Important
Dates section of this document, failing which no facilities will be provided on the day of
examination.
2. The applicants have the discretion of opting for his/her scribe or requesting the Examination
Section for the same and should indicate their choice at the time of Completion of the
Application for the Test.
3. In case the applicant opts for his/her own scribe, and then additional information related to
the scribe will be sought from the applicant before the examination. The qualification of the
scribe provided by the Examination Section and owns scribe will be one step below the
minimum qualification criteria of the Test (i.e. one step below MBBS/ equivalent medical
degree). However, the qualification of the scribe will always be matriculated or above. If the
applicant has opted for his/her own scribe and does not bring own scribe on the day of the
examination, then it will not be possible for AIIMS to arrange a new scribe.
4. If the applicant has opted for his/her own scribe, the Remuneration/Honorarium/TA will be
the applicant’s sole responsibility.
5. The Scribe can render only assistance to the candidate, i.e., reading instructions, test paper

 and mouse clicks, if the candidate is not able to do so. Explanation/Interpretation of question
paper is strictly prohibited and may result in cancellation of the candidature.
6. All persons eligible for scribe and/or compensatory as described above shall be provided
compensatory time of not less than 20 minutes per hour of examination. In case the
examination is less than an hour, the duration of compensatory time should be allowed on a
pro-rata basis. Compensatory time should not be less than 5 minutes and should be in
multiple of 5.

7.4. Phase II - Declaration of Result

Result will be declared based on performance of candidate in examination for INI-SS
as per scheme of examination on the website [Link]

7.5. Phase III - Seat allocation of INI-SS

Seat allocation will be done in online based on both merit list (CML/AML) as per

following procedure:-

a) Results & Procedure of seat allocation in detail will be declared on the website
[Link]
b) Please see scheme of examination for qualifying criteria.
c) Institute wise synchronized allocation of seats will be carried on based on over all
rank in CML/AML and choices in order of preference as filled by the candidate.
d) Single Best choice available seat at merit rank will be allocated in INIs on the basis
of both Merit List (1) Common Merit List (CML); (2) AIIMS Merit List (AML).
e) All eligible candidate will be allowed to fill online choices of INI and their order of
preferences subject to eligibility as per both merit list after declaration of results
and seat will be allocated as per following method:
i. Seat allocation will be in order of overall rank in respective merit list
(CML/AML).
ii. Where a candidate is eligible in CML only, he/she will be allocated seat of INI
other than AIIMS & PGIMER Chandigarh as available at his rank in order of
preference filled during online choice.
iii. Where a candidate is eligible in CML and AML both, he/she will be
temporarily allocated the best available choice of respective INI other than
AIIMS & PGIMER Chandigarh as per merit in CML and the best available
choice of respective AIIMS & PGIMER Chandigarh as per merit in AML. Out of
temporarily allocated choices as per merit in both CML & AML, the best
choice of INI in order of preference will be allocated.
iv. Similar procedure of seat allocation will be applicable to qualified
Sponsored/Foreign National category candidates limited to seats declared
& applied under Sponsored/Foreign National category.
v. Seats are strictly non-convertible/non interchangeable between different
sub groups unless expressly mentioned as per rules applicable at any of the
participating INI.
vi. Any seat remaining vacant in respective sub groups (General Seats,
Sponsored Seats & Foreign National Seats) shall be carried forward for next
session.

 7.6. Correspondence with Examination Section, AIIMS, New Delhi
The information will appear in the website strictly as per time schedule laid
down in Part A of Prospectus. Telephonic queries / written requests prior to the
scheduled date mentioned in the INFORMATION BROCHURE regarding receipt
of application, acceptance, and issue of admit cards etc. will not be entertained.

All communication with the Examination Section, AIIMS, New Delhi in relation
to INI-SS, July 2025 must be done through the methods described under Section
XI of the Part A of the Prospectus.

8. Legal and Disciplinary Action

 Any dispute in regard to any matter referred to herein shall be subject to the
jurisdiction of Delhi Courts alone.
8.1 Legal and disciplinary action will be initiated by AIIMS, New Delhi against persons who
are found to be guilty of misconduct for reasons mentioned below (including but not
limited to)
1. Obtaining support for his/her candidature by the following means, namely: —offering
illegal gratification to; or applying pressure on; or blackmailing, or threatening to
blackmail any person connected with the conduct of the examination; or
2. impersonation; or
3. procuring impersonation by any person; or
4. submitting fabricated documents or documents which have been tampered with; or
5. providing false information regarding educational qualifications and/or experience (such
as internship completion) for the sole purpose of appearing in the examination for
practice or any other purposes; or
6. uploading irrelevant photos in the application form in place of actual photo/signature/left
thumb impression; or
7. uploading morphed/digitally modified photos for the purpose impersonation; or
8. making statements which are incorrect or false or suppressing material information; or
9. resorting to the following means in connection with his candidature for the examination,
namely: obtaining questions through improper means; finding out the particulars of the
persons connected with secret work relating to the examination; influencing the
personnel involved with conduct of examination.
10. being in possession of or using unfair means during the examination;
11. copying the questions, misbehaving in the examination hall including tearing of the
scripts, provoking fellow examinees to boycott examination, creating a disorderly scene
and the like; or
12. Harassing or doing bodily harm to the staff deputed by Examination Section, Staff
employed by Vendors for the purpose of conduct of examination.

 13. being in possession of or using any mobile phone, (even in switched off mode), pager or
any electronic equipment or programmable device or storage media like pen drive, smart
watches etc. or camera or Bluetooth devices or any other equipment or related
accessories either in working or switched off mode capable of being used as a
communication device during the examination; or
14. violating any of the instructions issued to candidates along with their admission
certificates permitting them to take the examination; or
8.2. Attempting to commit or, as the case may be, abetting the commission of all or any of
the acts specified in the foregoing clauses; may in addition to rendering himself liable to
criminal prosecution, be liable: —
a) and shall be disqualified by the AIIMS, New Delhi from this/or other Examinations for
which he/she is a candidate; and/or
b) Shall be liable to be debarred either permanently or for a specified period: —
a. by the Examination Section, AIIMS, New Delhi, from any examination or selection

held by them;
b. Any other penalty as per discretion of competent authority.
c) If he/she is already in service under Government to disciplinary action under the
appropriate rules.

Provided that no penalty under this section shall be imposed except after: —

i) giving the candidate an opportunity of making such representation in writing as

he/she may wish to make in that behalf; and
ii) Taking the representation, if any, submitted by the candidate within the period
allowed to him into consideration.
Note:- Any person who is found by the AIIMS, New Delhi to be guilty of colluding with a
candidate (s) in committing or abetting the commission of any of the misdeeds listed at
Clauses 1 to 8.1 above render himself liable to action in terms of the Clause 8.2.
