RECOMMENDATION PAPER

Committee- UNCSW
Agenda- Discussion on situations of patriarchy and maternal mortality with
special emphasis on the economic empowerment of women
Author- Delegate of Mauritania
The solutions that can be proposed to combat gender inequality, violence against women, and
unequal rights and opportunities are-
1. Focusing on making societal changes with legal reforms and protections:
 Countries can introduce amendments and policies that support women and
their development. But the development would be hindered until and
unless the society’s mindset changes.
 For that, awareness is a must, movements, and campaigns like
theHeForShe which were launched by UN women and encourage men to
join the gender equality movement or the #Metoo movement which
sparked the allegations of sexual violence in the entertainment industry.
2. Initiatives by organizations and communities to combat harmful practices:
 Developed countries, NGOs, and world organizations like WHO, and UN
women should work together to provide healthcare and education services
to every region of the world.
 One such example is Ethiopia, where the government and NGOs have
worked together to eradicate harmful practices like female genital
mutilation and child marriage.
3. Understanding different religious beliefs and introducing gradual changes:
 There are many Islamic countries that work on the basis of Sharia law,
which limits the rights of women.
 So making gradual changes in such communities would be much better
than going for quick change, which would only lead to protests and riots of
people whose religious sentiments had been hurt.
 These gradual changes can be introducing laws for gender-violence,
legalizing abortion, and criminalizing child marriages.
4. Organizing literacy and skill development programs:
 By introducing digital literacy programs specifically targeted at women
and girls, helping them develop tech skills that can improve their
employability and participation in the digital economy.
 “Empower Her” is one such initiative taken by young Mauritian women to
introduce stem training to increase female engineers, doctors, and
scientists.
5. Breaking the stereotype of gender-segregated jobs:
 Efforts should be made to break down gender segregation in the workforce
and allow women to enter professions that were previously only available
to men
 For example, Saudi Arabia has been making such efforts and now women
can enter in businesses.
6. Quota systems for political representation:
 Countries should implement quota systems to ensure greater representation
of women in political bodies, to ensure their voices are heard too.
 For instance, Rwanda has already introduced a provision that mandates at
least 30% of seats be held by women
7. Provide women the healthcare and reproductive rights:
 2 lakhs of women lost their lives due to maternal mortality in the year
2020. Also due to unsafe abortion, women lose their lives across the globe
 We should ensure quality healthcare, including health services, family
planning, and maternal care, to empower women to make informed
choices about their bodies and lives.
8. Introduction of policies for workplace discrimination:
 Women still face harassment and discrimination in the workplace. Also,
they are paid unequally and less than men.
 So, legislation for equal pay and criminalizing workplace discrimination
should be introduced.
 Paid maternity & and paternity leaves should also be granted for flexible
working hours and finding a balance between work and life.
9. Provision of support services for women:
 Women still become victims of rape cases and harassment.
 Support services should be established for such survivors including legal
aid, counseling, and rehabilitation
 Helplines should also be strengthened to provide immediate assistance to
women facing various forms of discrimination and violence.
10. Conducting women's safety audits and suggesting improvements:
 Engaging women and local communities in assessing the safety of public
places, and the condition of women.
 The areas that have limited visibility, and lack security measures should be
recommended improvements and changes
 This practical approach can help to address safety concerns and create
spaces where women feel more secure and empowered

Conducting safety audits of public spaces is important for women's empowerment as it directly addresses safety concerns, allowing women to move confidently and freely in public areas. These audits involve community engagement to assess and identify unsafe areas, which may suffer from inadequate lighting or lack of security measures. By recommending specific improvements, such as increased visibility and implementing security enhancements, these audits can lead to tangible improvements that create safer and more welcoming environments for women, thereby encouraging their full participation in public life .

Support services can assist survivors of violence and harassment by providing necessary legal, emotional, and practical support. Specific services that should be established include legal aid to guide survivors through the justice system, counseling to support mental health recovery, and rehabilitation programs to facilitate integration into society. Additionally, strengthening helplines is crucial for providing immediate assistance and intervention in situations of violence and discrimination .

Understanding religious beliefs is crucial when implementing changes to women's rights in Islamic countries because these societies often operate under Sharia law, which can place restrictions on women's rights. Introducing changes without considering religious sentiments could lead to resistance, protests, or even riots. Therefore, changes should be gradual and sensitive to cultural and religious contexts to ensure acceptance and sustainability. Examples of such gradual changes include introducing laws against gender-based violence, legalizing abortion, and criminalizing child marriages but doing so in a manner that respects religious norms while promoting women's rights .

Quota systems are designed to guarantee a minimum level of female representation in political structures, ensuring that women have a voice in legislative processes and the development of public policies. These systems can help to dismantle structural barriers that have historically excluded women from politics. A specific example is Rwanda, which has implemented a legal provision mandating that at least 30% of parliamentary seats be occupied by women. This law has significantly increased women's participation in politics in Rwanda .

The benefits of implementing workplace policies to reduce discrimination and promote equal pay include creating a fair and equitable workplace, improving women's economic status, and enhancing job satisfaction and productivity. These policies can also contribute to a company's reputation as an equitable employer, helping attract and retain talent. However, challenges include resistance to change from traditionalists within organizations, the complexity of re-evaluating existing pay structures, and potential legal challenges in enforcing these policies. Furthermore, achieving widespread and consistent implementation across different sectors and regions remains difficult .

Introducing policies that ensure paid maternity and paternity leave can significantly promote gender equality within the workplace by challenging traditional gender roles and supporting both parents in balancing work and family responsibilities. These policies promote equal participation in parenting and encourage a more equitable distribution of unpaid caregiving tasks, which historically fall disproportionately on women. Additionally, they can improve job satisfaction and retention for both men and women by fostering a supportive work environment that values family needs .

Breaking gender segregation in the workforce contributes to gender equality by allowing women access to professions and fields traditionally dominated by men, thereby promoting both economic empowerment and societal acceptance of gender diversity in various roles. This shift can also lead to improved workplace dynamics and economic outcomes. An example of a country making efforts in this area is Saudi Arabia, which has been progressively allowing women to pursue careers in previously male-dominated sectors, thereby gradually changing cultural perceptions and expanding women's economic opportunities .

Digital literacy and skill development programs empower women and girls by enhancing their employability and enabling them to participate more fully in the digital economy. These programs provide women with essential technological skills that can open opportunities in various sectors, particularly those traditionally dominated by men. An example of an initiative promoting STEM training for women is "Empower Her," which was initiated by young Mauritian women to increase the number of female engineers, doctors, and scientists by providing specialized STEM education .

Societal changes combined with legal reforms can significantly contribute to ending gender inequality by providing both the framework for equality and fostering an environment conducive to women's empowerment. Legal reforms can create a foundation of rights and protections for women; however, societal acceptance and support are crucial for these reforms to be effective. An example of successful movement is the HeForShe campaign, which was launched by UN Women to encourage men to participate in the gender equality movement, showing that societal mindset shift can be achieved through global awareness campaigns . The #MeToo movement is another example that sparked widespread conversations about sexual violence, leading to increased awareness and demands for change in social and workplace environments .

Maternal mortality rates reflect broader issues of gender inequality as they often result from inadequate access to quality healthcare, education, and reproductive rights, which disproportionately affect women. To address this problem, it is crucial to ensure comprehensive healthcare services, including family planning, maternal care, and access to safe abortions. Empowering women to make informed choices about their health and bodies through education and policy reforms is also essential in reducing maternal mortality rates .
