The Joint Secretary to the Government is responsible for formalizing and overseeing the communication of Dearness Allowance orders, ensuring proper distribution and adherence to procedural norms .
For calculating Dearness Allowance, 'Pay' is defined as the sum of pay in the running pay band and grade pay drawn, excluding any other types of pay such as Special Pay or Personal Pay .
The procedure includes forwarding copies of the Dearness Allowance order to various officials and departments, such as the Secretary to the Governor, ACS to the Chief Minister, and the Accountant General, among others, ensuring government-wide awareness and implementation .
The order's implications on the Provident Fund Rules include the crediting mechanism of increased Dearness Allowance to specific GPF accounts, which reinforces adherence to the Provident Fund's updated structures and financial compliance as outlined in the 2021 rules .
The specification of distinct GPF accounts based on recruitment date and employment type might be to streamline fund management and adhere to financial regulations that cater to different pension schemes and fund handling practices introduced over time .
The Government of Rajasthan ensures language accessibility by coordinating with the Vidhi Rachana Sanghthan for Hindi translation of official orders, thus making the financial rules comprehensible to Hindi-speaking stakeholders .
Cash payments for the revised Dearness Allowance will be admissible from November 1, 2024, with the change reflected in the salary for November 2024, payable on December 1, 2024 .
Fractions of the Dearness Allowance payment involving 50 paisa and above are to be rounded up to the next higher rupee, while fractions of less than 50 paisa are ignored. This can simplify financial processing and ensure precise financial reporting without inconsequential fractions .
The increase in Dearness Allowance for the period between July 1, 2024, and October 31, 2024, shall be credited to: (i) GPF Account for employees recruited before January 1, 2004; (ii) GPF-2004 for employees recruited on or after January 1, 2004; and (iii) GPF-SAB for employees of Autonomous Bodies, PSUs, Boards, Corporations, etc. .
The Dearness Allowance for Rajasthan State Government employees, as per the 6th CPC, was revised from 239% to 246% with effect from July 1, 2024 .
