1. Project Overview

1.1 Project Name

 Project Name: MAINTENANCE SERVICES FOR TANKS IN AL-ZOUR TERMINAL

1.2 Project Scope

 Project Scope: The project scope encompasses all aspects of mechanical maintenance, repair,
and associated works related to the refinery's storage tanks. This includes but is not limited to:

 Mechanical maintenance activities such as de-sludging, cleaning, crude recovery, repair,


replacement, testing, and painting on Above Ground Floating Roof of the Crude Oil Storage
Tanks.

 Associated civil works, including excavation, tank foundation repair and replacement, dike repair,
and piping repair and replacement.

 Provisional supply of materials and equipment required for the successful completion of
the maintenance activities.

 The scope ensures the integrity and functionality of the refinery's storage tanks, emphasizing
safety, environmental compliance, and operational efficiency.

1.3 Project Objectives

 The primary objectives of the Storage Tank Maintenance Contract are as follows:

 Ensure the safe and efficient maintenance of above-ground floating roof crude oil storage tanks.

 Minimize downtime and disruption to operations during maintenance activities.

 Adhere to strict safety protocols and environmental regulations to protect personnel and
the environment.

 Complete the project within the specified budget and timeline, optimizing resource utilization.

 Maintain the highest quality standards in all maintenance and repair activities to extend

2. Project Team and Roles

material supply, and other project tasks are carried out.

 Key Activities:

 Mobilize project resources, including labor, equipment, and materials.

 Continuously monitor project progress, ensuring tasks are on schedule and within budget.

 Implement the HSE plan to maintain a safe working environment.

 Conduct quality inspections and make necessary corrections.

 Manage vendor relationships and oversee supply chain activities.

 Address and mitigate risks as they arise.

 Maintain open communication with stakeholders.

 Continuously review and update project drawings as needed during execution.

 Execute maintenance activities as follows;

1. Release by JO Operational Planning Team:

 JO Operational Planning Team formally release the tank for maintenance.

 Verify that all necessary permits and approvals are in place, including JO-specific permits.

 Review and confirm the project schedule in alignment with JO procedures.

2. Dead-Stock Transfer:

 Identify non-essential materials within the tank.

 Prepare a detailed inventory of these materials, including quantities and condition.

 Transfer residual materials to a designated storage tank as per JO Instruction.

 Ensure proper documentation.

3. Tank Blinding Works:

 Conduct a comprehensive review of tank connections, including inlet and outlet


nozzles, vents, and other connections.

 Install blinds or blind flanges on all openings with the correct type of gaskets and
bolting, complying with JO standards.

 Torque bolts as per JO specifications.

 Conduct leak tests to ensure a secure and leak-free seal.

4. Gas Freeing & Stripping:

 Ensure that the tank is properly isolated with blinds and sealed according to JO
isolation procedures.

 Monitor and analyze the tank atmosphere using JO-approved gas detection equipment.

 Implement JO ventilation protocols as needed to eliminate residual gases.

 Purge and strip any remaining volatile materials from the tank following JO safety guidelines.

5. De-Sludging Works:

 Use No-Men Entry method, or Manual Entry method.

 Execute confined space entry procedures in strict adherence to JO safety protocols.

 Use vacuum trucks or pumps compliant with JO safety standards to remove sludge from
the tank bottom.

 Handle and dispose of the sludge in full compliance with JO's environmental regulations
and waste management procedures.

6. Washing & Cleaning Works:

 Conduct high-pressure washing of the tank interior surfaces using JO-approved cleaning
agents and detergents.

 Rinse thoroughly to remove all residues, adhering to JO cleaning standards.

7. Preliminary Inspection:

 Perform a detailed visual inspection of the tank exterior in accordance with JO


inspection guidelines.

 Document observations related to coatings, corrosion, or any damage using JO-approved


inspection forms.

 Prepare a preliminary inspection report as per JO reporting procedures.

8. Electrical, Instrumentation & Rotating Activities:

operational standards.

 Ensure strict compliance with JO electrical safety measures during inspections and
maintenance.

9. Removal of Heat Detection Cable:

 Identify and disconnect heat detection cables, following JO electrical isolation procedures.

 Properly label and document the removal process, adhering to JO


documentation requirements.

10. Removal of Roof Seal:

 Carefully remove the roof seal without causing damage to the sealing surfaces
or components.

 Inspect the seal for any signs of wear or damage and document findings in accordance
with JO maintenance procedures.

11. Internal Sweep Blasting & Cleaning:

 Conduct abrasive blasting of internal surfaces to remove rust, old coatings,


and contaminants, following JO surface preparation standards.

 Use JO-approved abrasive materials and equipment.

 Vacuum or clean up debris and dust as per JO procedures.

12. External Scaffolding Erection:

 Erect scaffolding using JO-certified and trained personnel, adhering to JO scaffold


erection procedures.

 Ensure that scaffolding is securely installed and complies with JO safety and
structural integrity standards.

 Conduct daily inspections of scaffolding to confirm its safety and stability.

13. External Shell Inspection:

 Inspect the external shell for corrosion, pitting, and weld integrity using JO-
approved inspection techniques.

 Document findings meticulously using JO inspection forms and reporting protocols.

15. Inspection of Tank:

strict accordance with JO inspection reporting procedures.

 Identify areas requiring repair or further assessment following JO guidelines.

16. Issuance of IAT(s):

 Prepare Inspection and Test Certificates (IATs) based on the inspection results,
complying with JO documentation standards.

 Ensure all inspection records and documentation are complete, accurate, and submitted
according to JO reporting protocols.

17. Minor Mechanical Repair Works on Tank Bottom, Shell, & Roof:

 Perform minor mechanical repairs on the tank bottom, , shell, & roof as identified during
the inspection, following JO-approved repair procedures.

 Ensure welding and repair methods comply with API 650 and JO repair standards.

18. N.D.T. Inspection Works:

 Conduct non-destructive testing (N.D.T.) as needed, including radiographic testing, ultrasonic


testing, and magnetic particle testing, in line with JO N.D.T. guidelines.

 Evaluate welds, shell, and other critical components for integrity and document results
using JO-approved N.D.T. reporting formats.

19. Installation of Roof Seal:

 Properly prepare sealing surfaces to ensure a secure fit of the new roof seal.

 Install a new roof seal using JO-recommended materials and procedures.

 Verify the seal's integrity through testing following JO testing protocols.

22. Internal Washing & Cleaning Works:

reassembly according to JO cleaning procedures.

23. TDS & TFS Lines Repair & Coating Works:

 Repair and coat tank drain and firewater system (TDS & TFS) lines as required,
complying with JO repair and coating standards.

 Select appropriate materials and apply coatings following JO coating specifications.

24. TDS & TFS Lines HydroTest & Service Test:

 Conduct hydrostatic testing of TDS & TFS lines, ensuring they meet JO pressure test criteria.

25. U/G Piping Repair & Testing Works:

 Repair underground piping associated with the tank following JO piping repair procedures.
