B. Concurrent Requirements

None

C. Reason

This service bulletin supplies instructions to operators for installing an improved center tank fuel
scavenge system inlet assembly. The change in this service bulletin will prevent the possibility of
unwanted fuel transfers and fuel imbalances due to debris in the scavenge system and provides
increased protection against debris entering the fuel scavenge system.

Several operators have reported uncommanded fuel transfers from the center tank to the number one
main tank. Boeing received six reports from airline customers and two from the Boeing flight line.
One operator reported a fuel spill on the ground. This occurred while all fuel tanks were full and all
fuel pumps were running. After some time, the expansion space and the surge tanks in the number
one tank were filled and the fuel spill occurred.

The majority of the events were due to debris being ingested through the scavenge pump inlet. This
situation can cause the fuel scavenge jet pump check valve or the fuel scavenge outlet float valve to
become stuck in the open position. Debris in the outlet float valve results in premature scavenge of
the fuel from the center tank to the number one main tank. The new inlet assembly incorporates a
fine mesh screen that filters out more tank debris.

D. Description

Remove the scavenge inlet from the end of the tube assembly. Install the new scavenge inlet on the
tube assembly and bond jumpers. Close access to the fuel tank per the Maintenance Manual. Do
the functional test of the fuel scavenge system.

An evaluation form is attached to this service bulletin. Please use this form to tell us what you think
of the quality of this service bulletin.

E. Compliance

Boeing recommends to accomplish this change at the next convenient maintenance opportunity when
the center tank is open for other reasons.

F. Approval

NOTE: Joint Airworthiness Requirements (JAR) compliance status may be found in the Service
Bulletin Index, Section 1.

This service bulletin was examined by the Federal Aviation Administration (FAA). The changes
specified in this service bulletin comply with the applicable Federal Aviation Regulations (FAR) and
are FAA approved. The changes specified in this service bulletin also comply with the applicable
Joint Airworthiness Requirements (JAR) and are FAA approved as delegated by the Joint Aviation
Authorities (JAA). This service bulletin and the FAA approval were based on the airplane in its
original Boeing delivery configuration or as modified by other FAA approved Boeing changes.

If an airplane has a non-Boeing modification or repair that affects a component or system also
affected by this service bulletin, the operator is responsible for obtaining appropriate regulatory
agency approval before incorporating this service bulletin.

The table below shows an estimate of the man-hours necessary to do this replacement for each
airplane. This estimate is based on the center fuel tank already opened and purged. This estimate is
for direct labor only, done by an experienced crew. Adjust the estimate with operator man-hour data
if necessary. The estimate does not include lost time. These are some examples of lost time:

- Time to adjust to the workplace

- Time to schedule the work
- Time to examine the work
- Time to cure the materials
- Time to make the parts
- Time to find the tools.

The manpower requirements for carrying out the modifications are estimated to be six man-hours total for each airplane, involving two persons for the change over five hours and one person for the test for one hour. These estimates account only for direct labor and not for additional time such as accessing the workplace .

Checking the minimum flow rate of fuel in the scavenge system is important to ensure the functionality and reliability of the newly installed scavenge inlet assembly. This test confirms that the system operates correctly after modifications, indicating the correct installation and effective debris screening, thus preventing potential fuel imbalances or spills .

The benefits of performing the modification include enhanced safety and reliability of the fuel system, reduced risk of fuel transfer issues, and compliance with safety regulations. However, challenges involve scheduling the maintenance during a convenient time to avoid operational disruptions, managing spare parts and logistics, and ensuring technical staff are trained to perform the modifications correctly. Balancing these factors is crucial for minimizing downtime and maintaining operational efficiency .

The recommended steps for accessing and modifying the center fuel tank are: defuel the fuel tanks, prepare them for entry, access the center wing tank using Access Door 131AB, remove the existing scavenge inlet, install the new scavenge inlet, close the tank access as per the Maintenance Manual, and then perform a functional test to verify the modification .

During the implementation of the Boeing Service Bulletin 737-28-1155, existing parts, such as the scavenge inlet, are discarded and replaced with new parts. Operators are advised to refer to the existing parts accountability section to manage spares accordingly, ensuring that orders use the updated part numbers .

The new scavenge inlet assembly improves the fuel system's functionality by incorporating a fine mesh screen, which filters out more debris from the center fuel tank. This reduces the chance of debris causing the scavenge jet pump check valve or the outlet float valve to stick open, which could lead to uncommanded and premature scavenge of fuel from the center tank to the number one main tank .

The fine mesh screen in the new inlet assembly is significant for aviation safety as it prevents debris from entering and potentially clogging critical components of the fuel scavenge system. This mitigates the risk of uncommanded fuel transfers and possible fuel spills, which could compromise flight safety by causing fuel imbalances or unexpected weight distributions .

The Boeing Service Bulletin 737-28-1155 is compliant with the applicable Federal Aviation Regulations (FAR) and approved by the FAA. It also adheres to Joint Airworthiness Requirements (JAR) as approved by the Joint Aviation Authorities (JAA). This ensures that the modifications comply with safety and performance standards established by governing aviation bodies .

The modification suggested in the Boeing Service Bulletin 737-28-1155 is primarily to prevent unwanted fuel transfers and fuel imbalances due to debris in the scavenge system. The introduction of a new inlet assembly with a fine mesh screen aims to filter out more debris, reducing the risk of issues like uncommanded fuel transfers, which have been reported by several operators .

Compliance with the Boeing Service Bulletin 737-28-1155 is recommended at the next convenient maintenance opportunity because it allows for the integration of this important modification during regular maintenance activities, minimizing additional downtime and ensuring that the fuel system modifications are implemented promptly to enhance safety and system reliability .
