The Flame of Hope across
Montana passed through Glasgow
on April 27th. Members of our
community proudly participated
in the Law Enforcement Torch
Run, carrying the “Flame of Hope”
to raise awareness and support
for Special Olympics Montana.
Local law enforcement officers
and community members came
together, step by step, to show their
commitment to inclusion, respect,
and empowerment for individuals
with intellectual disabilities. The
torch run is more than just a
tradition—it’s a powerful symbol of
unity and hope, reminding us all
of the strength and spirit of these
incredible athletes. We are grateful
to everyone who participated
and helped shine a light on the
importance of creating a more
accepting and supportive world for
all. The Torch Run is an annual Law
Enforcement Torch Run signature
event. It is primarily organized,
promoted and conducted by LETR
Officers and volunteer teams where
officers, volunteers and athletes
take to the streets, highways and
interstates across Montana to raise
funds and awareness for Special
Olympics Montana athletes. The

 The Inclusion Revolution…
The Special Olympics movement all began in the
1950s and early 1960s, when Eunice Kennedy Shriver
saw how unjustly and unfairly people with intellectual
disabilities were treated. She also saw that many children
with intellectual disabilities didn’t even have a place to
play.
So she decided to take action. This action started as
a summer day camp in her own backyard, then morphed
into the first international Special Olympic Summer
Games taking place in Chicago in July of 1968. From
this first games, the movement has grown to provide
opportunities for individuals with ID in 193 countries,
serving 5.4 million athletes.
In 1970 not long after the first International Special
Olympics Summer Games, Special Olympics Montana
was founded. The movement began with SOMT hosting
its first-ever State Summer Games in Billings for around
400 athletes. In those 50 years, the organization has
grown to serve over 3,000 athletes statewide, offering 13
sports and over 25 competitions year-round.
The Law Enforcement Torch Run® (LETR),
launched in 1981 by Wichita Police Chief Richard
LaMunyon, has become a global movement raising
over $1 billion for Special Olympics. LETR unites law
enforcement officers—Guardians of the Flame—with
Special Olympics athletes to champion acceptance,
inclusion, and awareness for individuals with intellectual
disabilities. Their mission is to inspire communities
worldwide, proving that with hope, love, and dedication,
achievement and self-worth are possible for everyone.
Through Special Olympics, athletes demonstrate the
true meaning of sports and community, sharing their
gifts and being part and the joy of life.
LETR’s impact extends beyond fund-raising, with
events like the Polar Plunge®, Plane Pull®, and Tip-A-
Cop® engaging communities and building support for
Special Olympics programs. LETR members carry
the Flame of Hope into local, state, national, and
international events, symbolizing unity and solidarity.

The story of a truck driver named Frank and Rosie’s Diner
Every morning at 6:30 a.m.,
Frank, a 68-year-old retired trucker,
sat at the corner booth of Rosie’s Diner.
He’d nurse a black coffee and split a $5
breakfast special with his old basset
hound, Duke. Everyone knew him—
his flannel shirts, his stories about
Route 66, and the way he’d quietly pay
for a struggling customer’s meal now
and then.
One icy Tuesday, a young mom
named Tasha walked in with her
toddler. She ordered toast and water,
counting pennies from her coat
pocket. Frank watched her slip a sugar
packet into her kid’s milk to “make it
fancy.”
He waved Rosie over. “Put their
order on my tab,” he said.
The next day, Tasha returned.
She’d brought Frank a homemade
muffin wrapped in foil. “I clean offices
at night,” she said. “This is all I could
do. Thank you.”
Word got around. A construction
worker added $10 to Frank’s tab. A teacher left a grocery working at the Capitol, they would take their business

County Clerk and Recorders’ support. Many felt the bill
would ensure equal voting access for Montanans with
disabilities that prevent them from voting easily in person.
House Bill 267 was passed; it establishes aggravated
vehicular homicide under the influence as a new crime
with a minimum sentence of three years. Montana is listed
as number one with the most deaths by drunk drivers per
capita.
Most committee work has wrapped up, except for
resolutions. In my Transportation Committee, three
study resolutions were just posted and we will hear them
Monday. That will be the last chance to do any committee
hearings on any bills. If the bills pass committee, they
move to the Senate floor with the rest of the bills that pass
from one house to the other.
