1)Affirming UNSC Resolution 1540 to prevent the proliferation of nuclear, chemical, and biological
weapons,

2) Recognizing the need for all relevant parties in the Middle East to commit to a non-aggression pact, in
line with the principles of the Hague Convention (1899 and 1907),

3) Alarmed by the consistent violations of the IAEA Statute and management of diplomacy in
negotiations,
4) Disturbed by the extent of the Nuclear Race emerging as a threat to all nations where disarmament is
the essence to rectify,

5) Encourages all countries to follow the main objectives of DISEC which is the cooperation in
maintenance of international peace and security while instilling transparent use of Nuclear energy for
civilian use only,

6) Aware of the importance of amendments to the JCPOA to accommodate the recent dialogue amongst
the international community while recommending fresh solutions;

1) Further recommends the procedure of investigation in Nuclear countries to ensure safe use of
fissionable material

a) Recommending the integration of the Pink Slip system, which will be implemented when a
nuclear facility falls under suspicion of the IAEA,

i) ,a nuclear site which has been given ‘pink slip’ status it means that for the next 2 and 1/2
months that particular site is under inspection by the IAEA through all means, if the facility is
pink slipped more than twice over 4 years,

ii)Will be forced to pay 50% taxes on imports of uranium or any other radioactive materials or
equipment for a period of 1 year,

2) Proclaims the resurgence of Humanitarian and Economic aid provided to the countries bereft of
citizen stability through the collective funding,

a) Investing capital in other markets of iran so that incase the economic sanctions are imposed on
iran again the iranian citizens do not get affected as the country does not depend on gas and oil
money i)The ‘migrant visa’ to be created – offered by the International Labour Organisation
Here, the displaced migrants from the MENA area and the Middle Eastern Hub due to the
destabilisation by Iran are provided a 100 day employment act of the European Union and Nordic
countries, capital intensive countries that require labour,
3) Advices the forum to adopt a comprehensive new plan of action for countries as to find the consensus
of global benefit the creation,

a) The ‘Rialto’ refers to the hub or market designated for the trade of fissionable materials for
civilian use as a department under the International Bank for Reconstruction and Development
and the International Atomic Energy Agency),

i)The International Atomic Energy Agency (IAEA) to form the board of directors that publish
reports on the Rialto activities,

ii) The signatories of the NPT sign onto this market with 50 kg of Uranium and get the minimum
dividend of 40 kg of diluted uranium for every 5 years overlooked by the International Organization for
Standardization and the Nuclear Energy Agency for protocol measure,

iii) Nuclear Index’ – The Nuclear Index is the ratio of the Number of Civilian Negotiations of the Diluted
Uranium to the Amount of Diluted Uranium traded,

iv) Nuclear Credit’ – The Nuclear Credit refers to the position of the country amongst the 186 countries
of the NPT on the basis of their Nuclear Index, where The highest-ranking countries will get a Credit
facility by the ‘IBRD Rialto’ as they shall be provided with more Diluted Uranium in Proportion of their
Credit,

v) ‘Nuclear Tax’ – To the countries caught for not abiding by the Stature of the IAEA, they will be
charged with a Nuclear Tax, lowering their Nuclear Credid, If the tax is imposed three times, they are
removed from the listing of the Rialto, The countries getting the pink slip will be taxed,

4) Suggests the formation of a brand-new committee, called “The joint committee of Peace”
a) The aim it will be to ensure no funds are being supplied to terrorist groups and that Iran is not
aiding any such group,

i) This committee will be divided into 2 sub-groups in which the first group will include Iranian
officials and people, who will take the majority of decisions and take action, whereas the second
group will consist of IAEA officials, who will take no decisions and will only watch over the first
group's doings to make sure no corruption or illegal dealing of funds and arms happens
ii) This group will have a special “Veto” power which will be heavily restricted, in which they
can counteract any decision made by the Iranian group if they feel it is infringing on the treaty
This new system will ensure peace between the US and Iran, but it will also NOT infringe on
Iran’s sovereignty as an independent nation.
