OVERVIEW

About the SHS Reform


The Senior High School (SHS) program, established under Republic
Act 10533, aims to prepare students for higher education, employment,
entrepreneurship, and middle-level skills development. It focuses on
instilling core values and lifelong competencies to enable meaningful
contributions to society. However, since its full implementation in 2016,
the program has struggled with insufficient infrastructure, a lack of
specialized teachers, and weak industry partnerships. Consultations
and reviews reveal that the current curriculum is overly fragmented,
with too many subjects, limited elective options, and inadequate
instructional time. Research on labor market outcomes also reveals that
SHS graduates see minimal economic benefits over Grade 10 or
second-year college completers (Orbeta, 2020), highlighting the urgent
need for targeted curriculum reforms and stronger industry
collaboration.

Given this context, the Department of Education is strengthening the


SHS program, anchored on the following goals:
Streamlining our tracks and subjects
Prioritizing student choice
Ensuring that student options are stackable and seamless
Making our learners employable

KEY FEATURES OF THE STRENGTHENED
SENIOR HIGH SCHOOL PROGRAM

Subjects
1 The core subjects were streamlined from 15 per semester to 5 per year to increase
the time for the most essential topics.
The key competencies from related core subjects have been merged, thus reducing the original 15 core
subjects to just 5. These subjects will now be offered throughout the entire year of Grade 11 instead of
being limited to a single semester. All SHS students are required to take the core subjects.

Subjects are grouped into clusters to help schools efficiently organize teachers and learning
resources. However, clusters are not the same as strands because schools are not required to offer

5 Choice of subjects will be based on the students’ preferred exit rather than
pre-selected based on their tracks or strands.
In the previous structure of the SHS curriculum, apart from the core subjects that are taken by all, students
take applied and specialized subjects based on their track and strands.

In the new curriculum, students can take up any subject from any of the clusters of subjects offered by
their school. Students may also take subjects from the other strand (i.e., TVL track, if they are in the
Academic track, and vice-versa). This flexibility is called the “doorway option.”

For example, in the previous curriculum, a student who wishes to be an Accountant will choose to
be in the ABM strand. Consequently, they will have a pre-selected list of subjects for ABM
students.
In the new curriculum, the same student who wishes to be an accountant may take subjects from
any cluster. The majority of their electives may come from Business and Entrepreneurship, but
they may also opt to take subjects from other clusters, such as Academic Track - Science,
Technology, Engineering, and Mathematics (STEM), which will be very helpful in their preparation
for higher education.
If their school offers TechPro track subjects, the same student may also opt to take Techpro
subjects that will help them apply their skills, e.g. Agroentrepreneurship NC II.

EFFECTIVE COMMUNICATION / MABISANG KOMUNIKASYON


This subject is designed to enhance learners’ ability to communicate effectively across
various contexts. It provides a holistic approach to developing learners’ oral, written,
and multimodal communication across personal, social, workplace, and professional
interactions. It fosters an in-depth understanding of how purpose, audience, and context
shape communication while emphasizing clarity, coherence, intercultural sensitivity, and
ethical considerations.

By the end of the course, learners shall be able to adapt communication strategies
based on purpose, audience, and intercultural sensitivity; engage confidently in various
communicative events, applying appropriate conventions, language, and structure;
utilize digital tools and platforms responsibly to enhance communication effectiveness;
and reflect on their communication strengths and areas for improvement, applying
feedback to refine their skills for real-world application.

Nakatuon ang kursong ito sa paglinang ng mabisang komunikasyon sa Filipino bilang


Wikang Pambansa gamit ang pasalita, pasulat, at multimodal na komunikasyon ayon sa
layunin, tagapakinig, at konteksto na may pagbibigay-diin sa interkultural at mga etikal
na konsiderasyon tungo sa aktibong pakikisangkot sa isyung panlipunan, pagpapatatag
ng kultura at diwang maka-Pilipino.

LIFE SKILLS
This course aims to equip the learner with essential skills highlighting personal,
physical, social, and career competencies preparing for a meaningful transition to
various pathways. It focuses on the interconnectedness of the science of personal
development, health and wellness, and career readiness that enable learners to
develop self-determination, leadership, adaptability, and resilience to act responsibly in
the workplace and community.

GENERAL MATHEMATICS
General Mathematics aims to deepen learners’ understanding of concepts and
techniques drawn from numbers and algebra, geometry and measurement, and
statistics. Learners will strengthen their problem-solving and critical thinking skills,
enhance their reasoning and interpretive skills in mathematical and statistical contexts,
and communicate results concisely and systematically using appropriate language.
Additionally, learners will be adept in choosing and using technology appropriately and
efficiently, preparing them for a wide range of educational and employment pathways,
including further studies at college.

This subject is designed for learners with a wide range of educational and employment
aspirations, including continuing their studies at college but whose future studies or
employment pathways may not require the knowledge of calculus.

GENERAL SCIENCE
This course aims to equip learners with the essential scientific knowledge, skills and
capabilities to meet the challenges of living and working in a rapidly changing and
advancing Philippine society. The course aims to provide learners with the
fundamental scientific competencies to help shape a sustainable future for themselves,
their communities and the planet.

The course focuses on understanding and applications of the scientific models,


theories and laws that relate to everyday life and work, and how these impact on the
Philippines as a significant contributor to the world. The curriculum uses a trans-
disciplinary approach to build understanding of the ways that Chemistry, Physics,
Earth & Space Science and Biology interact to explain natural phenomena as well as
how they can be utilized to advance the Philippines economy.

The course builds on learners’ personal experiences and understandings of scientific


phenomena to support them to be scientific and technological thinkers who can
propose and solve problems through scientific observation, data gathering, and making
and effectively communicating evidence-based conclusions. Learners will develop
practical scientific and critical thinking skills through individual and collaborative
scientific investigations and research, preparing them to pursue further education and
careers in STEM fields or contribute meaningfully to a science-driven workforce.

PAG-AARAL NG KASAYSAYAN AT LIPUNANG PILIPINO


Nakatuon ang kursong ito sa masusing pag-aaral (pagsusuri) ng mga piling isyu at
usaping pangkasaysayan at panlipunan tungkol sa pag-usbong at pag-unlad ng
lipunang Pilipino gamit ang tematiko, multikultural, at interdisiplinaryong pagdulog.

Layunin nito na mapalalim ang kaalaman at pagpapahalaga ng mga mag-aaral sa


kasaysayan, kultura, ekonomiya, at politika ng lipunang Pilipino upang mapaigting at
maitaguyod ang kahusayang pansibiko na mahalaga sa pagiging isang mapanagutang
mamamayan ng Pilipinas at ng daigdig.

FREQUENTLY ASKED QUESTIONS

Question: Are schools required to offer both the Academic and the
Technical Professional Tracks?

Answer: No, schools may opt to offer only one track. They will only offer the tracks and
electives for which they have the teachers and appropriate learning resources.

Question: What will happen to the teachers who used to teach the subjects
that will no longer be offered?

Answer: Teachers may be reassigned to teach the electives that are related to the core
subjects that they used to teach.

Question: Can the schools offer electives that are not included in the current list?

Answer: Yes, schools may offer other electives subject to the approval of the curriculum
guides.

Question: When will the new curriculum be implemented?

Answer: The pilot implementation will start in SY 2025-2026. Based on the initial results
of the pilot, DepEd will announce if all senior high schools will subsequently be
required to implement the new curriculum by SY 2026-2027.
