REVIEW OF RELATED LITERATURE AND STUDIES

This chapter contains the related literature and studies gathered from the internet

and the books which guided the proponents in proper data collection related to the

Human Resource Management and Payroll Practices.

RELATED LITERATURE

Foreign Literature

Human Resource Management (HRM) is the management of an organization's

workforce or human resources. It is responsible for the attraction, selection, training,

assessment, and rewarding of employees, while also supervising organizational

leadership and culture and ensuring compliance with employment and labour laws

(Ulrich, [Link]. 2011). First and foremost, people in work organizations endowed with a

range of abilities, talents and attitudes influence productivity, quality and profitability.

People set overall strategies and goals, design work systems, produce goods and

services, monitor quality, allocate financial resources, and market the products and

services. Individuals, therefore, become ‘human resources’ by virtue of the roles they

assume in the work organization. Employment roles are defined and described in a

manner designed to maximize particular employees’ contributions to achieving

organizational objectives (Zaria, 2007).

Human Resources Management is defined as a system of activities and

strategies that focus on successful management of employees and working staff inside

the organization to achieve the goals of the organizations (Bayar, [Link]. 2006). The HRM

is “That part of the management process that specializes in the management of people

in work organizations” (Bratton, [Link]. 1999). HRM emphasizes that employees are

critical to achieving sustainable competitive advantage, that human resources practices

need to be integrated with the corporate strategy, and that human resource specialists

help organizational controllers to meet both efficiency and equity objectives. ”Some

scholars claim that HRM can lead to specifically measurable business outcomes

(Huselid, 1995). Equally, HRM has its critics (Sisson, [Link]. 1994) both of whom view

HRM as a symbolic excuse to enhance managerial legitimacy where the management

of individuals has been intensified within an enterprise culture (Keenoy, et. al. 1992).

According to the Pakistan Business Review (January 2012) Human Resource is

the most important asset for any organization and it is the source of achieving

competitive advantage. Managing human resources is very challenging as compared to

managing technology or capital and for its effective management, organization requires

effective HRM system. HRM system should be backed up by sound HRM practices.

HRM practices refer to organizational activities directed at managing the pool of human

resources and ensuring that the resources are employed towards the fulfilment of

organizational goals.

According to Khatri (1999), people are one of the most important factors

providing flexibility and adaptability to organizations. Due to hyper-competition,

organizations need to be responsive and flexible. Providing adequate managerial

activities to employees should be sufficient for it is a competitive tool for a strategic

human resource management. Poor handling of employee’s actions will reflect one’s

organization. HR methodology or absence of it influences the HR capacity's vertical and

even fits; these variables all impact the redistributing of HR exercises.

Firms may have access to valuable human capital, but either through the poor

design of work or the mismanagement of people, may not adequately deploy it to

achieve strategic impact. Effective systems for managing people evolve through unique

historical paths and maintain interdependence among the components that competitors

cannot easily imitate. (Dunford, Snell, Wright, et. al, 2001). The significant part of these

frameworks is that they are the methods through which the firm keeps on producing

advantage after some time as the genuine representative’s stream in and out and the

necessary practices change due to changing natural and key possibilities.

The effective management of human resources requires sound Human Resource

Management systems. Storey (1995) defines HRM as a distinctive approach to

employment management which seeks to obtain competitive advantage through the

deployment of a highly committed and skilled workforce, using an array of techniques.

HRM can help firms improve organizational behaviour in such areas as staff

commitment, competency and flexibility, which in turn leads to improved staff

performance (Koch, et. al. 1996).

Payroll is unique from other basic accounting topics because payroll involves

many federal (and state) payroll tax and income tax withholding laws, and pay rate

calculation rules. Each of these legal rules imposes different requirements. So, to

understand the payroll process, you will find yourself learning more than just how to

properly analyze and record transactions. (Mostyn, et. al. 2008). Given the regulations

mandated from the government or any organizations, it must be followed and calculate

thoroughly. Identifying what activities employee has made inside the company must be

recorded to deliver accuracy of information for generating necessary reports and

documents needed for any future transaction.

Payroll is the total amount of wages paid by a company to its employees and

other workers (freelancers and contractors). From payroll taxes and wage policies to

remitting to the IRS, the process is not as simple as it seems. Things can quickly get

complicated. To ensure accuracy, the payroll process can’t be rushed. This study

concludes that before processing a payroll, it is important to collect and verify timecard

information. It is also beneficial to consider factors that are necessary for the process;

Gross wages, benefits, social security and medicare and tax withholdings. It is said that

paying employees consistently and on time demonstrates company’s financial stability.

It also impacts employee morale, safeguarding their trust in your business. In case

Contributions of the Reviewed Related Studies to the Present Study

Using the studies mentioned above as a starting foundering, the proponents

were able to expand the ideas that had contributed a big help in developing the project
