GENERAL INFORMATION:
Job Title: FSO Manager Report to: Project Manager

JOB PURPOSE:
General:
Develop technical specifications of an FSO Facility as part of the initial Phase 1
facilities provided for the Vietnam Block B Gas Project as to be provided through a
long term single Time Charter Contract.
Develop and Invitation To Bid (ITB) package of documentation including detailed
scope of works and other contracting documents, evaluate and prequalify Bidders,
issue the bid and complete all necessary technical and commercial evaluation of
received Bid proposals and secure all necessary approvals to making a
Recommendation to Award for FSO Bid Package and other related tender to support
FSO Bid Package.
Oversee the successful FSO Contractor’s design and engineering, procurement,
fabrication and build, testing, installation, hook-up, commissioning, and start-up of
operations of the FSO Facility in readiness for first hydrocarbons as required by the
overall VBGP schedule.
Ensure the FSO Facility meets the quality standards and reliability requirements for
high uptime availability over a service life of 25 years at Location without the need
for drydocking.
Execution Detail:
Review FSO Contractor’s project execution plans ensuring these satisfy all Contract
requirements including an agreed strategy for the new-build FSO vessel to be
undertaken by a Shipyard acceptable to Company.
Review and approval of all Contractor’s resourced plans, subcontractor plans,
Shipyard plans, and ensure timely delivery of the FSO Facility.
Monitor the performance of the Contractor, Subcontractors and Vendors and ensure
compliance with the Contract Schedule, quality and safety targets.
Coordination as necessary with other elements of the VBGP teams (e.g. engineering,
project controls, QA/QC, HSE, T&I, HUC and Operations).
Ensure the works are performed in accordance with all applicable laws and regulation,
class and flag state rules, and other international codes & standards to the satisfaction
of all survey authorities. Ensure all certification and permits necessary to operate the
FSO Facility are obtained from requisite authorities and in place.

Package
Establish and maintain good working relationships with the FSO Contractor,
Subcontractors and Vendors and their respective personnel and demonstrating HSE
leadership.
Provide positive input toward recognition of problems in advance, and development
of practical solutions, and/or working methods.
Provide input to Weekly, Monthly, and other Reports related to the FSO Contract.
PRINCIPLE ACCOUNTABILITIES AND RESPONSIBILITIES:
FSO Manager will be overall accountable to the Project Manager for the execution of
the Contract for the Provision and Charter of the FSO Facility.
The FSO Manager will delegate responsibility to a multi-disciplined FSO Team of
engineers who will provide technical guidance and oversee the FSO Contract
execution at the Contractor’s project management offices, design and engineering
offices, main package subcontractors and key vendors, other fabrication sites, the
Shipyard assigned for the new-build FSO vessel, tow to Location, offshore installation,
final hook-up and commissioning.
Ensure the FSO Facility is fully compliant in all aspects under a Compliance Regime
as shall be applicable in the waters of Vietnam and which shall have been
independently verified.
Assure from beginning to end that the FSO Contract is completed within the VBGP
project schedule and budgetary constraints.
QUALIFICATIONS AND EXPERIENCE:
Education and Skills:
A Bachelor’s degree or higher degree in subject relevant to the position’s
requirements.
Possess good business and technical analytical and problem-solving skills.
Ability to lead and direct the work of the FSO Team and technical consultants
employed.
Experience:
At least 20 years of experience in the oil and gas industry and especially offshore
development projects with at least 15 years project management experience having
specific involvement in either FPSO or FSO Projects.
Demonstrable hands-on experience in the development of FPSO/FSO Projects.
Experience of working in Asia Shipyards is required.
Ability to demonstrate leadership qualities, interpersonal and communication skills that
will build good relationships with the Contractor appointed for delivery of the FSO
Facility.
Specific Knowledge:
Competent knowledge of necessary engineering disciplines i.e. marine, structural,
mechanical, process and piping, electrical, instrumentation and controls;

Package Ability to evaluate project economics and support management key decision making.
Business Understanding:
Good understanding of the FSO positioning within the project groups.
Good knowledge and understanding of other groups' activities within company.
Comprehensive understanding of the FPSO/FSO Charter Market and its participants.
Operating methods and practices of the SE Asia Shipbuilding Industry.
Prudent knowledge of EPCI/Charter type contracts.
