This user guide is meant to help manufacturers of energy efficient home improvement
products register for an online Clean Energy Account and submit a Qualified Manufacturer
Registration and Agreement application.

Qualified Manufacturers: Register and apply to become a Qualified
Manufacturer
Click the Qualified Manufacturers link.
Click the Qualified Manufacturers link.
From the qualified manufacturer web page
1. Select Register your business if this is your first time accessing your
business information. OR
2. Select Access your registered business information if you are returning.
NOTE: If you already have
an [Link] account, disregard
these instructions.
From the Create an [Link] account screen
1. Input your Email*. Required field.
2. Create a Password*. Required field.
3. Confirm Password*. Required field.
4. Select Remember me if you are on a trusted device. Optional Field.
5. Select I accept the [Link] Terms of Service and Privacy Policy.*
Required Field.
6. Click Create Account.
NOTE: If you already have an
[Link] account, sign in here.
From the Sign in to [Link] screen
1. Input your Email. Required field.
2. Enter your Password*. Required field.
3. Select Remember Me if you are on a trusted device.
4. Click Sign in
NOTE: If you do NOT have
eligible products to register,
do NOT start the process to
become a Qualified
Manufacturer.
From the Welcome to IRS Clean Energy Dashboard
1. Select Get Started from the Energy Efficient Home Improvement
Product Manufacturers tile.

1. Select Apply to be a Qualified Manufacturer link.

Step 1. Manufacturer Information
1. Select Yes or No to Did you file Federal Income Tax Returns as
part of a consolidated group?
2. Input The name of the corporation filing the consolidated income
tax return as it is filed on the most recent tax return.
REMINDER: If you do NOT
have eligible products to
register, do NOT begin the
process to become a
Qualified Manufacturer.
Once you have eligible
products, you can return to
register as a Qualified
Manufacturer.

part of a consolidated group?

Step 1. Manufacturer Information
1. Input the EIN of the corporation filing the consolidated income
tax return.
2. Select Yes or No to Do you manufacture any products eligible for
an EEHIC in TY24 or TY25?
GEOGRAPHIC ZONES:
Some products have a geographical
zone requirement. Be sure to select
the appropriate climate zone product
when selecting the products you
manufacture. You can select more
than one zone for your product.
Geography is based on each specific
product, not your product line as a
whole. You may have a single product
that qualifies in all geographic zones.
EXAMPLE: You make one model of window that qualifies in all zones,
another model that qualifies in the northern zone only, and a third model
that qualifies in the southern zone only.)
1. Check All Zones, Northern zone only, and Southern zone only in
Eligible Products.
Step 1. Manufacturer Information
1. Check the appropriate Eligible Products checkbox for Select
products from a list QM currently manufactures that are eligible
for an EEHIC credit in TY24 or TY25*.
2. Select Next.
NOTE: You must provide at
least 1 document as proof of
eligibility. (No more than 3
documents can be uploaded.)
File types allowed are .pdf,
.png, and .jpg. File size may
not exceed 10MBs per file.
Step 2. Attachments
1. Input your website URL for Manufacturer URL.
2. Provide at least 1 document for proof to support the eligible products.
You may either drag and drop the file or click Select Files to Upload.
3. Click Next.
ERROR: You did not
upload the required
documentation.

1. Check the Attestation attesting to the statement below.
2. Click Submit.

1. From the Submit EEHIC Qualification Agreement? pop-up, select
Submit or Cancel.
NOTE: There are two types of
validation. Systematic Validation
occurs if the NAICS code reported
on a return matches the universe of
NAICS codes that has been deemed
to be associated with QMs of energy
efficient products. If there is a match
you will receive a QMID.
Manual Validation occurs if there is
no match through Systematic. Your
case goes for manual review.
Through this process you will be
notified if you have been approved,
rejected, or require additional

the IRS using Secure
Messaging to provide
additional information.
You can use the Connect With Us through Secure Messaging to
provide additional information. Please include your Case ID in your
correspondence.
NOTE: You should
connect through Secure
Messaging to clarify any
issues before starting a
new agreement.
If your agreement is rejected, you can click Submit New Agreement to
begin the process again.
Note: You will need to complete the entire registration form again if you
start a new agreement registration.
Qualifying Manufacturers: Establishing Your Qualified Manufacturer
Identification (QMID) Code
NOTE: You have two options
for your Qualified
Manufacturer ID. You may
click Accept and establish
your code as provided or
you may click Regenerate
Code to request new codes.
Select Accept.
NOTE: You’ve now
established your unique
identifier by accepting.
NOTE: You may click Regenerate
Code to request new codes. You are
required to select one of the five
randomly assigned codes that are
provided the first time. You cannot
regenerate codes more than one time.
Select Regenerate Code.
NOTE: Your 4-digit codes
are randomly generated and
will be different options on
your screen.
The EEHIC Qualified Manufacturer screen provides additional QMID
codes generated.
1. Select X2Y3 radio button. [NOTE: You are selecting the QMID code
you prefer.]
2. Select Accept.
Success! You have established your QMID.
1. Select Your Profile to return to the main screen.
Qualifying Manufacturers: Updating your products with your Qualified
Manufacturer (QMID) Code
From the EEHIC Qualified Manufacturer homepage
1. Click on the Go to Maintain Product List link.
NOTE: You need to report products
you manufacture that you identified
during the registration process on a
Qualified Manufacturer Periodic
Report (QMPR) before you deselect
that product from the list of products
you manufacture. Reporting a
removed product on a QMPR will
cause your QMPR to be rejected.

1. Select Close.
