RULES OF PROCEDURE

ALL INDIA POLITICAL PARTY MEET

​ Seating Arrangement:
● Political parties participating in the All India Political Party Meet shall be
seated according to their affiliation. The ruling party and its allies shall be
seated on the right side of the chair, while the opposition parties and other
alliances shall be seated on the left side.
​ Language:
● The All India Political Party Meet shall be conducted in bilingual mode,
allowing the usage of both Hindi and English languages. Speakers are
required to use only one language per speech or debate.
​ Procedure:
● The session shall commence with the playing of the National Anthem.
● The Speaker shall take the oath before the commencement of the session.
● Statements from the representatives of each political party shall be heard,
with a maximum of 8 members (4 from the ruling party and 4 from the
opposition) given the floor to make statements. The leader of the ruling
party shall be the default first speaker, followed by the leader of the
opposition. Additional speakers shall be chosen at the discretion of the
chair.
● The Discussion Hour shall follow, providing a maximum of half-hour time
for discussing each agenda item. Agendas for the Discussion Hour must
be submitted before the commencement of the session.
● The Question Hour shall allow members to ask questions to each other on
matters related to the agenda or national emergencies. Questions must be
sent in writing to the recipient member via the Speaker with due approval
before the start of Question Hour.
● The Zero Hour immediately follows the Question Hour, allowing members
to raise urgent matters without prior notice.
● Adjournment Motion and No-Confidence Motion may be raised optionally,
subject to proper permission and voting procedures.
● Legislative Business shall include the introduction and discussion of
resolutions related to the agenda items. resolutions require three readings
- First Reading for introduction, Second Reading for discussion and
amendments, and Third Reading for passing.
​ Statements from Representatives:
● After establishing a quorum, the Speaker shall invite statements from
representatives of each political party. Each party may nominate up to 4
members to make statements, with the leader of the party given
precedence as the default first speaker. Additional speakers shall be
chosen at the discretion of the chair. The maximum time allowed per
statement is 2 minutes.
​ Discussion Hour:
● Discussion Hour allows for the discussion of sub-agendas related to the
main agenda items. Each sub-agenda shall be discussed for a maximum
of half an hour, with a total discussion time not exceeding one hour.
Agendas must be submitted in advance, and the Speaker shall prioritize
them in chronological order. Voting on sub-agendas requires the support
of at least 1/5th of the house.
​ Question Hour:
● Members may ask questions to each other on matters related to the
agenda items or national emergencies. Starred Questions are meant for
oral answers, while unstructured questions are meant for written answers.
The Speaker may disallow questions deemed abusive or obstructive.

It is the one hour after the discussion hour when the members of the house are free to
ask questions to each other on matters pertaining to agenda or on a national emergency
provided that such a question is sent in writing to the said member via the speaker and
with their due approval before the commencement of question hour. The question has
been defined as an instrument by which a member can elicit information on any matter of
public importance.
Starred Questions: Meant for oral answers.
Unstarred Questions: Meant for written answers.
Answers to Unstarred questions are
mandatory and have to be sent to the recipient MP via the chairperson before the end of
question hour. Not more than two starred questions are allowed to be asked to a
member. In case a particular MP has already received their quota of two starred
questions then the chairperson shall change the further incoming starred questions as
unstarred and notify the sender MP of the same. Similarly, not more than fifteen (15)
unstarred questions are allowed to be asked to a member. In case 15 unstarred
questions have already been sent to a particular MP, the chairperson shall return the
question to its sender. The maximum number of questions, starred or unstarred, a
member is entitled to send is 15 per day. The Speaker shall decide whether a question,
or a part thereof, is or is not admissible under these rules and may disallow any
question, or a part thereof, when in their opinion it is an abuse of the right of questioning
or is calculated to obstruct or prejudicially affect the procedure of the House.

● Note: All points except points of information are allowed in the question hour.
​ Zero Hour:
● Zero Hour allows members to raise urgent matters without prior notice. All
points except points of information are allowed during Zero Hour.
​ Adjournment Motion (Optional):
● Members may raise matters of urgent importance through an adjournment
motion.
​ No-Confidence Motion (Optional):
● Members may move a motion of no-confidence in the ruling party, subject
to proper permission and voting procedures.

​ ANTI-DEFECTION LAW/ ANTI-DEFECTION MOTION:
​ If a member of the parliament votes (or abstains) against the directives issued by their
party,
​ without the written permission of the said party, the member stands to be disqualified on
​ grounds of defection if such a request is made to the speaker by the leader of the party
in the
​ house or in case of the leader standing on defection- any member of the house
belonging to
​ that party. In case of single-seat parties, the defection is to be decided at the discretion
of the
​ speaker.



​ Legislative Business:
● resolutions related to the agenda items shall be introduced and discussed
in three readings: the First Reading for introduction, the Second Reading
for discussion and amendments, and the Third Reading for passing.

Voting:
● Voting on the resolution takes place during the Third Reading. Members cast
their votes either in favor of or against the resolution. The outcome of the vote
determines whether the resolution is passed or rejected.
● The voting process adheres to parliamentary principles of democracy and
majority rule. The Chair oversees the voting process and announces the result
based on the majority decision.

​ Privileges to Members:
These privileges in the form of permission or points are allowed at all times when a speaker is
not speaking or immediately after the speaker has finished speaking. Point of Information is not
allowed at certain times as mentioned above in relevant sections. Permission to raise a motion
is only allowed at certain periods as previously mentioned along with the motions
● PERMISSION TO RAISE A MOTION: Members at any time can raise their placards and
seek
permission from the chair to raise a motion.
● POINT OF INQUIRY: Inquiry about parliamentary procedures and conduct to the chair.
● POINT OF ORDER: This may be introduced to complain about improper parliamentary
procedure.

● RIGHT TO REPLY: If a particular member present feels that a grave (or false) statement
has
made by others towards that member, he/she may privilege the right of reply with the
permission of the chair.
​ POINT OF PERSONAL PRIVILEGE: This may be used in order to remove personal
discomfort.
​ POINT OF INFORMATION: This may be used to put up questions on a member’s
statement.

​ Attire and Conduct:


● Attire shall be Indian/Western formals strictly, with Indian wear
encouraged. Laptops, tablets, and mobile phones are allowed but internet
usage is prohibited inside the session. Participants are expected to show
utmost respect to the Chair and abide by their decisions.

Please Note: Any breach of rules shall invite penalties as deemed appropriate by the
Chair. The All India Political Party Meet is conducted with the aim of fostering
constructive dialogue and collaboration among political parties for the betterment of
the nation.
