Project Brief: -
Siemens Energy Industrial Turbomachinery India Pvt Ltd. (SEITIPL) is having an existing compression
factory at Naroda, Ahmedabad, Gujarat.

Existing Plant Expansion is planned with below areas,


• Repair center Workshop – 2905 Sqft
• Repair center office at Mezzanine – 1743 Sqft
• Training center Workshop – 2905 Sqft
• Training center office at Mezzanine – 1743 Sqft
• Total Area – 9296 Sqft

Master plan along with preliminary section is prepared internally.

Detailed scope of works is mentioned in Annexure I below.

Annexure I

SCOPE OF WORK: -
The Consultants scope covers Master Planning, Detailed Design and Engineering Services,
Site Services i.e. ARCHITECT/ CONSULTANT, consistent with Applicable Laws, statutory
permissions, Construction Requirements, NBC, BIS and other regulatory codes and
preliminary Design Basis Reports, Verify the Contour survey & Soil investigation report
and compile the detailed design & engineering requirements as under,

Detailed Design and Engineering Services:


A . The scope shall comprise of Demand clarification & scope finalization with Customer,
Architectural design, Civil & Structural design and engineering, Design of Piping
Plumbing, Water Supply, Sewage disposal and Storm systems, Electrical and
instrumentation Design and detailed engineering, HVAC Design and detailed
engineering, Safety & Security Systems.
The drawings, documents, specifications, and bill of material will be adequate to ensure
successful completion of the project.
A. Infrastructure Design to be considered as required.
1. Due diligence of Existing infrastructure including structural columns and
foundations, Cranes & crane girders, Existing Electrical, Mechanical, HVAC and
Plumbing infrastructure including Fire & safety services available in the plant.
2. Check sufficiency of existing infrastructure of structural columns, walls surrounding
the proposed structure and MEP services like Electrical power panels, Machine load
requirements, lighting distribution and Powe distribution, Compressed Air, Fire +
Domestic), Safety requirements, ETP, STP etc.
3. Design for additional Capacity expansion, if required based on Demand Clarification.
4. Prepare all the details drawings for submission of statutory approval.

B. Prepare detailed specification for all works and support for tender document. Technical
documents to be given by the design consultant for the tender and commercial will betaken
care by the SEITIPL directly.
C. Pre-bid meeting with bidders and carry out technical evaluation of all the bidders.
D. Prepare Document Control Master with weightage of each doc. Consultant shall indicate
the number of drawings for each packages & shall assign weightages to every drawing which
should be agreed by SEITIPL, to arrive at the final payment due, in case of early closure of
Project.
E. Detailed Preliminary Design Basis report.
F. Review & Approve Vendor’s shop Drawings, documents and Technical submittals.
G. Submission of As built drawing in Soft and Hard copies (4) actual sizes of drawing &
documents.
A) Architectural: This shall encompass the following:

. Initial Design requirements:

➢ Preparing and Refining of master plot plan for the proposed facility with co-

ordinates and grid lines based on the counter survey and do value engineering.
Finalizing the FGL based on the contour survey.

➢ ARCHITECT/ CONSULTANT shall prepare conceptual drawings comprising overall


concept plan including building 3D – Perspectives, elevations, sectional views,
typical floor plans and façade etc. to obtain approval from SEITIPL. Design of
the buildings shall be made in such a way that it incorporates all details as
suggested by SEITIPL and meet best Industry practices and all statutory
requirements.

➢ Site development shall include external development, site grading, Roofing,


S t o r m w a t e r drains, rainw a t e r harvesting, and wall as per the Specifications
and design approved by SEITIPL EHS standards. All applicable statutory approval
requirements for the region would be submitted by the consultant.

➢ The ARCHITECT / CONSULTANT shall prepare and submit preliminary cost


estimate of the project to SEITIPL for approval basis to prevailing market rates with
accuracy +/- 10%.

2 Government and statutory approvals:


➢ CONSULTANT shall develop Master Plan / Plot plans coordinated drawings, land
development proposals, drawings required for all statutory and Mandatory
approvals (indicating plan, elevations, sections, internal layout, height of building
windows, doors, area statement etc.) as required by the local government
authorities.

➢ The master plot plan shall include area building locations, grading requirement,
internal plant movement roads, effluent & storm water drains, water supply lines,
area lighting, production/ plant and non-production/plant buildings, plot boundaries,
pipe ways, green area and site development etc. with area statements.

➢ ARCHITECT / CONSULTANT shall provide SEITIPL all the technical assistance


required for obtaining the approvals. Licensed Architect should be on the board of
Local Statutory Authority Panel.

➢ ARCHITECT / CONSULTANT shall attend & support SEITIPL for all interim and
final inspection of completed project by relevant authorities.
➢ ARCHITECT/ CONSULTANT shall affect and complete any amendment plans

required by the relevant authorities in obtaining the occupational permit and


statutory certificate of completion of the project.

3 Meeting Tender Document Requirements:

➢ Upon receiving approval from SEITIPL the ARCHITECT/ CONSULTANT shall co-

➢ ordinate the work and prepare final working drawings and specification which will
describe the works to be done in detail to enable preparation of tender
documents and SEITIPL will float the tender and design consultant to provide technical
evaluation of all the participated vendors.

➢ Pretender estimates calculated based on final working drawings,

➢ specifications and BOQ shall be prepared and submitted to SEITIPL prior to issuance of
tender invitations for the project.

➢ The ARCHITECT / CONSULTANT shall recommend suitable contractors,

➢ obtain competitive quotations and assist the owner to prepare all contract
documents to be executed between the owner and the selected contractor.
4 Structural design requirements:

➢ Evaluate Existing structural infrastructure, Prepare architectural working drawings for all
the structures in the facility showing plan, elevations, sections along with other details,
etc. This shall form as an input to the structural designer.

➢ The consultant shall provide all the structural inputs to (E.g., collateral loads, crane loads,
cable tray supports, mezzanine floors for offices etc.) to the structural vendor as
applicable.

➢ The consultant shall proof check all the structural design drawings and provide approval
for the same.
5 Requirements during Construction Phase:

➢ The ARCHITECT/ CONSULTANT shall study and submit recommendations to the


Owners on claims made by the contractor and suppliers and on all matters relating to the
execution and progress of the project and on interpretations of the contract documents.

➢ Check and approve all samples, schedules, shop drawings and other submissions made by
the contractor and suppliers to ensure that they confirm with the design concept of the
project and comply with the final drawings, specifications and conditions stipulated in
the contract documents.

➢ Make periodic visits to the project site to ensure that works are proceeding in
accordance with the final drawings and as per the specifications.

➢ Evaluate and indicate to SEITIPL the cost of extra items/substitute items that is not
mentioned in the tender Bill of quantities.

➢ Prepare area-wise (room wise) floor schedule and finishing schedule of works as
applicable.

➢ Detail working drawing indicating the specifications for toilet blocks, offices,
canteen, Locker rooms, wash area and interiors work, color scheme for buildings and
structures as per SEITIPL standards
B) Structural design and engineering:
• DESIGN CONSIDERATIONS:

➢ Design of columns, b e a m s , and slabs at all levels; roof, façade, lifts room,
staircases, cutouts, and balcony including the crane requirements etc. shall be as per Part
6 of National Building Code of India 2016 and as specified by SEITIPL EHS guidelines.

➢ Any RCC structure buildings shall be designed for one extra floor. STAAD Pro or higher
version shall be used.

➢ RCC structure shall be designed as per IS 456: 2000 and detailing as per IS 13920 latest
version using limit state method for the most critical combination of load arrangements.

➢ Steel structure shall be designed in accordance to the provisions of IS 800 – latest version
for structural steel conforms to IS-2062 and tubular sections conforming to IS- 4923.

➢ Structure designs shall be in accordance with the latest BIS to resist wind and

seismic forces as per the latest Zone standards.


The design shall include –
1. Detailed structural analysis based on the loads indicated. The analysis shall
be done with the latest software, STAAD Pro or higher version.
2. Detailed structural drawings for all members like building foundations,
columns, beams, slabs, walls etc. based on approved architectural drawings.
The drawings shall include Bar Bending schedules.
3. Specifications of construction material etc.
4. Prepare equipment support and foundation, pits and trenches drawings
including 2nd level crane in frame production area.
5. Prepare drawings for, cable racks, pipe racks and pipe support and
rack foundations as required.
6. Finalize the detailed specifications and determine the bill of quantities.

C) Mechanical, Piping Plumbing, Water Supply, Sewage disposal and Storm Water
System: Water Drainage system shall comprise all the design and detail
engineering drawings for storm water, Process related services (Compressed Air,
Water, Oil, Gases etc.), Internal and external water supply, sewage disposal including
septic tank, ETP and STP as package units,
if required and its connection to nearby municipal drain or existing sewage treatment
plant.

➢ The ARCHITECT / CONSULTANT shall Undertake utility sizing and prepare P & IDs

for utilities like Compressed air, Gas, water or any other process fluid etc.

➢ Prepare a complete Equipment list for the indigenous items to be procured.

➢ Prepare line list.


➢ Review and check fabrication drawings prepared by fabricators /vendors and

approve the same.

➢ Prepare equipment Agreement data for the use of civil/structure designs including

dynamic factors for moving / rotating / vibratory Agreements.

➢ Carry out sizing and prepare detailed specifications, layout drawings for pipes,

fittings, valves etc. with support details, utilities distribution inspection manholes and all
other piping requirements for the plant. Prepare BOQ for all items.

➢ Prepare procurement specification & BOQ for various indigenous bought out items

and package equipment.

➢ Prepare necessary drawings required by statutory authorities.

➢ Review and approval of vendor drawings – of bought out/package items.

➢ Prepare specifications and tender for painting and insulation.

D) Electrical Design and detailed engineering:


The electrical engineering shall comprise all temporary/ permanent/ internal/
external/ back-up power distribution, including Agreement computation,
engineering Drawings and safety installations.
The electrical detail design and engineering should be as per IS standards & shall
comprise,

➢ To prepare specification, design and drawing from the existing utility infrastructure.

➢ To prepare specification and/or design for all electrical equipment’s required for the

plant machinery including power factor improvement, fault level, Emergency Power
supply, MCC, PCCs, battery bank and chargers, switch gear control panel, protection
scheme etc.

➢ Prepare Main Single Line Diagrams & Master Single Line Diagrams ( update existing SLD)

➢ To review Load list and calculate DG, Transformer, Panel and cable sizing.

➢ To prepare Layouts of Power, Earthing & Lighting, Cable tray & Trench layout.

➢ To prepare specification and layout for Emergency lighting provision, wherever


required.

➢ Emergency power supply and distribution including internal provision in main

switchgear to switch over to emergency power.

➢ To prepare bulk MTO and Bill of Quantities for items to be procured and prepare

enquiry/tender for the same.

➢ Capital items will be procured by SEITIPL Specifications / Tender doc to be prepared

separately.

➢ Supply & Installation Specifications / Tender BOQ’s to be prepared separately.


➢ To prepare schemes for voice & data. This to relate to existing Factory system

➢ To prepare relay co-ordination chart for the complete system.

➢ To prepare necessary statutory drawings required for submission to

➢ Electrical Inspectorate and State Electricity Utility Board and provide


all technical help necessary for obtaining approvals.

➢ To prepare Power & Control Cable Schedule

➢ To prepare Bill of Materials

➢ To prepare tender document for electrical work

E) HVAC Design and detailed engineering:


Shall comprise Agreement computation, designing, detailing, value
engineering and specifying with schedule of quantities for all Works
pertaining to air- conditioning, ventilation, smoke exhaust and fresh air
supply system conforming to the standards, statutes, regulations and
safety codes of NBC, BIS, ASHRAE, SMACNA, ARI, ASME, AMCA and
designed to efficiently and effectively operate for maximum energy
efficiency and low noise level in all climatic conditions.
The HVAC detail design and engineering shall comprise.

➢ Detailed calculations including guaranteed technical particulars.

➢ Undertake the requisite as like comfort cooling for mezzanine office area and forced fresh
Air ventilation system for the repair centre and training centre.

F) Safety & Security Systems:


Design and engineering shall comprise fire extinguishers, Fire alarm
system, CCTV.
Fire walls with fire doors, fire escape staircases, doors and exits, etc. As
per NBC 2016 safety standards and as specified by SEITIPL.
Prepare a scheme for the firefighting system.

The General requirements towards Design and Detailed Engineering Services shall
be:
a. ARCHITECT/ CONSULTANT shall promptly and in such sequence as is consistent with
the Construction Requirements and respective codes design, develop, check, verify
validate optimize design and drawing and submit to the SEITIPL Project Manager for
seeking approvals.
b. ARCHITECT/ CONSULTANT shall always be responsible for any errors in the Drawings
and shall suggest necessary correction/ rectifications of any defects or damage to the Works
due to such error.
c. By submitting the Drawings to SEITIPL pursuant to the preceding requirements,
ARCHITECT/ CONSULTANT shall be deemed to have represented that it has verified and
determined that the Drawings forwarded are in conformity with the
Construction Requirements and confirms to respective codes.
d. Any discrepancy found in the Drawings while approval or later shall be attributable
to ARCHITECT/ CONSULTANT. SEITIPL approval shall not absolve ARCHITECT/
CONSULTANT from their sole responsibilities towards adequacy of the Drawings and
their conformity with the Construction Requirements and relevant codes, and shall not
be relieved or absolved in any manner whatsoever of any of its obligations as set forth in
this Agreement
e. ARCHITECT/ CONSULTANT shall develop all related Drawings and documentation
and provide all necessary technical assistance to SEITIPL towards various government/local
bodies & regulatory authorities to obtain all required permits, licenses or approvals to
ensure that all mandatory and statutory approvals are obtained for setting- up and operate
for the given projects.
f. ARCHITECT/ CONSULTANT shall prepare a list of preferred vendors, this shall be based on
ARCHITECT/ CONSULTANT own internal databank and SEITIPL’s requirement.
g. ARCHITECT/ CONSULTANT shall prepare the detailed specifications, bill of quantities &
tender documents as per the output specifications advised by SEITIPL. ARCHITECT/
CONSULTANT shall technically scrutinize the bids, carry out technical bid evaluation and
prepare comparative analysis enabling SEITIPL to appoint “Contractors”.
h. ARCHITECT/ CONSULTANT shall prepare bid documents comprising of procurement
specification and data sheets for equipment, bought out items, and packages along with
commercial as well as general terms and conditions of SEITIPL
i. ARCHITECT/ CONSULTANT without reservation shall provide structural design criteria. and
design calculation to SEITIPL for proof checking. However, any proof checking of design
by SEITIPL shall not absolve ARCHITECT/ CONSULTANT from the adequacy & accuracy of
the Design and stability of the structure.
j. ARCHITECT/ CONSULTANT shall be fully responsible for the structural stability of the
building and infrastructure and shall provide structural stability certificate.
k. ARCHITECT/ CONSULTANT shall be fully responsible for checking & consolidating all
as-built documentation, including equipment type test & routine test reports, field test
reports, installation & maintenance manuals, as applicable. All final as-built drawings shall
be made available to SEITIPL, duly checked, as per the Master Document Control Indices,
at the time of Project handover.
l. The required documents for the design proof checking of above consultancy
services shall be provided by the Architect/consultant.
m. All designs related documents shall be provided by the consultant for 3rd party proof
checking and feedback received from the proof checker shall be incorporated in the
design after mutual agreement.

Record keeping and Reporting


CONSULTANT shall ensure that proper records are being maintained for the activities
undertaken in discharge of its functions and responsibilities. This would include records in
respect of the following:
a. Timely release and Reviews of Drawings submitted with revision control. Reference
of the Master Document Control Index shall always be taken.
b. Tests results and Samples in specified formats
c. Remedial measures taken to cure the defects or deficiencies.
d. Inspections undertaken and notices/ instructions issued.
e. Weekly quality reports as mentioned above.

SEITIPL Obligation

➢ Provide basis for design requirements.

➢ Provide data pertaining the site and infrastructure.

➢ All available data pertaining to machineries for design of civil foundations.

➢ Engaging of a specialized agency for Geo-technical survey and provide reports for
designing purpose.

➢ Provide characteristics of water, power and other utilities available / required at site.

➢ Utility supply and consumption rates and boundary limits for the scope of design.

➢ Safety and environmental aspects

➢ Provide contour, soil investigation and site survey reports for CONSULTANT to carry out
engineering design.

➢ Participate with CONSULTANT for finalizing detailed design basis and design
philosophy.

➢ Approving all drawings and documents within 7 working days of receipt of the same.

➢ Enter separate contracts for construction works and place purchase orders on
suppliers for bought out items.

➢ Organize payments of all fees, duties, taxes, etc. to statutory bodies and Government
Agencies.

➢ Obtain all statutory approvals for plants, equipment and package units.

➢ Drawings and documentation support as required by authorities shall be given by


consultant.

➢ Will nominate a cordinator to Co-ordinate with CONSULTANT and approve / comments


on drawings / documents submitted by CONSULTANT and will act as Project Manager
during entire course of execution from side. Coordinators written Comments will be
basis for CONSULTANT.

➢ Any other data / information necessary as inputs for completing the activities in
Consultant’s scope of services.

➢ To provide completion certificate to CONSULTANT and other agencies in the project.


Consultant’s Exclusions
This Contract Agreement is for detailed design & Engineering Consultancy services only. The
following scopes are excluded from this contract.

➢ Process - Know-how, technologies, and guarantees of production process.

➢ Carry out site survey and geotechnical investigation, however, reconditions shall be in
consultant’s scope.

➢ Preparation of plant model

➢ Preparation of Bar Bending schedules, fabrication drawings and shop

➢ Preparation of fabrication/shop drawings for equipment. Though verification and


approval shall be in scope of consultant.

➢ Preparation of detailed fabrication drawing for equipment, piping and HVAC


ducting, though verification and approval shall be in scope of consultant.

➢ Ordering of machine/equipment/ contracts

➢ Project management Consultancy

➢ Stores Management

➢ Erection, Installation and Construction activities.

➢ Contract Management

➢ Land Survey & Soil Investigation

➢ Any major machine foundation which requires dynamic analysis with more than 100 cum
of mass concreting are excluded, however all other machine foundations and pits are
included in the scope. The additional charges for design of major foundation will be
discussed and agreed on case-to-case basis.

Deliverables

CONSULTANT, at various stages of project implementation, will provide following


prints of study documents, detailed engineering drawings, specifications and
tender documents, etc.

➢ Two (2) sets of all drawings, sketches, specifications, tenders, and other documents for
approval. One copy to be returned with comments/ approval in hard as well as soft
copies in AutoCAD version.

➢ Four (4) sets of final layouts and working drawings, sketches, bills of quantities, tenders,
and specifications, etc. in hard as well as soft copies in AutoCAD version. (“Good for
Construction” documents).

➢ These above required sets are over and above the number of prints of drawings required
for submission to statutory bodies, Government and financial institutions.

➢ CONSULTANT shall submit 4 sets of all final as-built drawings in hard as well as soft copies
in AutoCAD version.
Time schedule and validity

SEITIPL expect that the detailed design and engineering work as outlined in
Scope of Services shall be completed as per the below mentioned Schedule.

• Phase I – Master Plan, Preliminary Design & Cost, Statutory drg readiness
by 10th Dec’24

• Phase II – Detailed Design. To Continue after Preliminary Design & Budget


working. 30th Dec’24
The Design cost for each package shall be quoted separately.
