 PREAMBLE TO SCHEDULE OF QUANTITIES

1.0 The tenderer shall note that the drawings attached to the tender are only preliminary,
which are meant to give an idea of the nature of work involved. The work has to be
executed in accordance with detailed site use drawings which will be issued progressively
after the placement of the work order to suit the progress of work at site.

Tenderer is advised in their own interest to visit the proposed site of work to acquaint
themselves with the site and the working conditions.

2.0 The tenderer shall carefully go through the clauses in the Notice Inviting Tender, Tender
and contract, General Rules and directions, conditions of contract, clauses of contract,
safety code, model rules for Labour Regulations, etc. and special instructions to the
tenderer as also specifications and shall include, in their rates, any sum they consider
necessary for the fulfillment of the various clauses contained therein. The items of work
and unit rates quoted in the schedule of quantities shall be inclusive of everything
necessary to complete the said items of work within the contemplation of the contract and
the rates may be quoted accordingly. No extra payment beyond the quoted unit rates shall
be allowed for incidental or contingent work, labour, materials or plant unless the
exclusions are specifically brought out in schedule of quantities.

3.0 The rates quoted by the tenderer shall also include for:

3.1 Necessary care and precaution against damage/theft to equipment/materials, if any,

supplied by the Department.

3.2 Safe custody and storage of materials at site.

3.3 Transportation of structural steel sections and reinforcement steel bars to site, unloading
and protection of materials including complying with all security requirements for
collecting the materials from Departmental stores inside NFC as per schedule ‘B’ if any.

3.4 Accommodation of contractor’s staff.

3.5 Protecting all installed equipments in the area of work falling within the scope of the
contract.

3.6 Providing approaches required for conveying and spreading the excavated materials
disposing of spoils, etc., including crossing over the existing drains, nullahs, etc,

3.7 The payment of minimum wages as notified by the State/Central Government and
implementation of all regulations under contract Labour (Regulations and Abolitions) Act
1970 (Central) and Central Rules 1971 and the rules and orders issued there under from
time to time as amended up to date. Necessary books of account and other documents for
the purpose of this conditions as may be necessary and shall allow inspection of the same
by a duly authorized representative of Government and further such other
information/document as the Engineer-in-charge may require.
3.8 For enforcement of the building and other construction workers (Regulations
Employment & Conditions of Service) Act 1996 and Building and other Construct
Workers (RE & CS) Central Rules 1998.

3.9 Inclusive of all wastages and taxes GST, IT, ESI, EPF, Contractor’s all risk policy
etc, as applicable.

3.10 Double handling of construction materials and machinery, if any, due to non-availability
of space near the site.

3.11 Cost of construction power and water required for the work as stipulated elsewhere.

3.12 Following all the safety and security rules and regulations as required by the Department
including deploying supervisor exclusively for safety.

(i) While execution of job/any activities, if any deficiency in safety/lack of safety or

inadequate supervision is found, contactor is liable for compensation as per
discretion of Engineer-in-charge. Any accident, if takes place, will attract heavy
compensation.
(ii) Non deployment of safety supervisor at site will be charged as per schedule ‘F’
(iii) Minimum quantity of PPE proposed to be brought to site for use for
implementation at site.
(iv) Delay in progress of work/completion of work in the effort of complying of
safety, whatsoever pertaining to it, will not be considered as a genuine
reason/cause for extension of time/or any other financial implications.
(v) Record of safety compliance should be maintained.

3.13 Police Verification Certificate (PVC) and medical certificates shall be taken for all labour
engaged in the work and also medical certificate indicating their fitness. Following the
procedure envisaged in Special instructions to the contractors for entry and exit of men
and materials or as per latest criteria envisaged by security Personnel. For height more
than 3.0m, height passes shall be obtained for the workmen.

3.14 Contractor shall follow and plan the works to meet the ISO standards of NFC viz., ISO
9001, 14001 & 45001.

3.15 All PPE’s and safety equipment shall comply to relevant IS codes viz. IS 1295 for
industrial safety helmet, IS 15298 for safety shoes, IS 9167 for ear plugs, IS6994 for hand
gloves, IS 5983 for eye wear, IS 3521 for full body harness etc.

4.0 Procurement source and makes for the following materials Cement, Steel reinforcement
bars, tiles, bricks, water proofing compound, paint, pipes & fixtures of all type and all
other bought out items including the items not mentioned in the schedule but required for
execution of work shall be got approved from the Department, well in advance before
initiating procurement.
 All water proofing works like India based water proofing treatment, sunken portions,
water tanks etc shall be guaranteed for a period of 10 years/ 5 years as mentioned in the
item with performance guarantee band and shall be executed through an experience
agency to be approved before taking up of work.

5.0 Provided that where any provision of the specification is repugnant to or at variance
unless a different intension appears, the provision of the schedule of quantities shall be
deemed to override the provision of the specifications and shall to the extent of such
repugnance or variation prevail.

6.0 NFC Policy – Quality, Environment and Occupational Health & Safety Policy

We manufacture and supply

Fuel assemblies, core structural components and sub-assemblies for nuclear power
reactors.
Stainless steel & special alloy seamless tubes and high purity materials for hi-tech
applications in the department and other technologically advanced industries.

Safety performance through technological & administrative measures and by enhancing
awareness among employees.

7.0 General Environmental Requirements which are to be followed during construction are as
follows :

7.1. Segregation & Safe Disposal of Waste Materials Generated During

Construction
 All the waste material generated during construction should be segregated
into following categories depending on the type of material:
o Wooden materials (Brickwork, wooden runners, planks etc.)
o Dismantled Materials (Brickwork, Concrete, Steel etc.)
o Steel Scrap(reinforcement, binding wires, nails, structural steel etc.)
o Construction Chemicals(Admixtures, Corrosion, Inhibitors, Water
proofing compounds)
o Miscellaneous materials.
 All the segregated waste materials should be transported to designated
locations and disposed off safely.
 7.2. Plantation of New Trees for Compensating Cut Trees :
 Due to construction requirements if any existing trees are cut then for each
tree which is cut three new trees should be planted at designated locations.

7.3. Judicious usage of Water and Construction Power:

 Water and Construction Power should be used judiciously and should not
be wasted. All the electrical equipments should be unplugged and power
should be switched off after the use.

7.4. House Keeping:

 Good House Keeping practices such as, proper stacking of Construction
Materials, minimizing the wastage of construction materials, making proper
walkways in the construction sites etc., should be followed.

7.5 Environmental Requirements which are already included while framing the
Schedule of Quantities are as follows:

7.5.1 Portland Pozzolana Cement(PPC)

 Cement used in the Construction Works is PPC conforming to IS 455
instead of Ordinary Portland Cement (OPC) at the % not more than %
mentioned in the relevant Code

7.5.2 Ready Mix Concrete (RMC)

 Ready Mix Concrete (RMC) is used for all the construction activities as
the water requirement is less because of addition of super
plasticizers/retarders. Due to this, the construction materials dust generation is
also stopped.

7.5.3 Crushed Sand if indicated for use in item specifications:

 Crushed sand which is by product during crushing of aggregates for
concrete is used in Concrete and Masonry Works instead of River Sand for
sustainability and conservation of natural resources.
 NOTES TO SCHEDULE OF QUANTITIES

1) The rates quoted shall hold good for all heights/depths above/below plinth level or
average ground level unless otherwise specified. The rates quoted shall be for fulfillment
of all the conditions and no conditional rebate shall be put forth by the tenderer which will
attract rejection as indicated.

2) The rates quoted by the tenderer shall be in accordance with the minimum deployment of
men, material and machinery including consideration of necessary additional deployment
to suit detailed programming and actual conditions at site for completion of work within
scheduled period stipulated.

3) Any chases/holes in walls and floors of any materials and Reinstating to original condition
wherever required are to be arranged by the contractor during the progress of the works.
The chases/holes are to be filled as directed by the Engineer-in-charge at no extra cost.

4) Contractor shall deploy a supervisor exclusively for safety. Carrying out work without
supervision and lack of safety will be viewed serious and if any accidents take place will
attract heavy penalty.

5) Construction power and water required shall be supplied and recovered from the bills of
contractors as per Schedule -B.

6) Contractor shall inspect the site to acquaint with the site conditions as well as security
conditions at NFC.

7) Contractor shall quote rates for all items after considering cost of materials and labor
components and all such conditions, elevations, leads, lifts, safety precautions, security
restrictions that are necessary for satisfactory completion of work as per
drawing/instructions and site conditions. Security regulations shall be followed.

8) Police verification of labour engaged shall be produced for issuance of entry passes.

9) Contractor shall read item description in conjunction with drawings thoroughly before
quoting rates.

10) Materials in the work shall conform and bear to BIS codes indicated/ASTM codes or latest
as applicable

11) Contractor shall go through Preamble to Schedule of Quantities to get light on NFC
safety, quality and environmental policies and other conditions.

12) Testing of materials for approval of materials and subsequent to supplies as per relevant
IS codes/international codes shall be carried out by the contractor at no extra cost.

13) Quality assurance plan shall be submitted and to be followed to the extent given in the
specifications scrupulously including that are required for fulfillment of BIS codal
provisions and structural and functional requirement.
14) The make’s/manufacturer’s details of all materials related to scope of work etc. shall be
approved by Engineer in Charge before procurement.

NOTE: This penalty is imposed by NFC and to be borne by contractor in addition to the medical and
other expenses plus Compensation as payable under employees compensation act 1923, etc., as per
agreement. The decision of classifying the injury and the amount of penalty rest with NFC
management and the decision given by NFC management in this context is final and binding to the
contractor, without prejudice to any other right or remedy available to contractor in law or statutes
applicable as per agreement.
