CHAPTER I.
THE PROBLEM AND IT'S BACKGROUND
The purpose of this research is to study further more about the level of
effectiveness of the implementation of school policies in Junior High School in Trinity
College of Science and Technology so that the next generation would have a better
knowledge about school policies and they can applied it to theirselves.
Trinity College of Science and Technology is one of the private schools in the
Municipality of Magsaysay, Misamis Oriental. Public and private schools has a policy to
implement.
School have policies for several reasons. Policies have establish rules and
regulations to guide acceptable behavior and ensure that the school environment is safe
for students, teachers and school staff. School policies also help create a productive
learning environment. The students must follow the rules that has been implemented by
the faculty and staff also the SBO Officers of Junior High School students of Trinity
College of Science and Technology. Having this kind of ways the school is safe
especially the students.
The several reasons why it has a school policies are the following: (1) to ensure
that the school environment is safe for students; (2) to establish rules and regulations
for acceptable behavior and (3) to create a productive learning environment, according
to Humairashah 76. Having a safe environment in school is very important because it
helps the students to be more confident with each other.
With this, the students are responsible enough to do their task as one of the
students in Trinity College of Science and Technology. If the school has no policies the
students will do what they want that against with the faculty and staff of the school.
Every school must have policies so that the students act or behave properly
inside the school. The faculty and staff should be aware to the behavior of the students
so that everyone would be respectful.
Students discipline is a pre requisite to almost everything to a school has to offer
students (McGregory, 2006) Siefert and Vornberg further link discipline with both the
culture and climate of the school thus according to them in order for a satisfactory
climate to exist within a school, a certain level of discipline must exist. In schools where
discipline is a serious problem, for example where students bully others, parents can
transfer their children to better schools. Since the well behaved students usually
performs well, their transfer can affect the overall performance of that school. However,
punishment can aggravate behavior instead of curving it (Rigby, 2000).
According to India parenting online Ltd(2007) the standards of discipline were
reported to be deteriorating in Indian secondary schools. The study pointed out that
there was need to find a lasting solution to the problem of indiscipline. The solution to
the issue of indiscipline would make students education and schooling experience more
productive. Cases of indiscipline have also been noted in England. There was case in
one school where a student happened to be carrying a gun in direct contravention of
schools which prohibits carrying of any form of weapon to school. He use it to shoot a
fellow student. The government then planned a crackdown on school indiscipline by
giving schools powers to search students for weapons (British Broadcasting
Corporation, 2004).
According to Marie Jones, school rules might be out for summer vacation.
When students are at school to learn or on school property, the rules need to in effect.
These academic and safety rules help keep the setting safe and welcoming for all
everyone. School rules can include being careful, maintaining academic reputations or
just exercising basic respect for authority and peers. Whether you're in college, high
school, middle school or elementary school, your school likely has a list of rules you are
expected to follow while in attendance. These rules may encompass behavior on
campus, policies on tardiness and personal appearance. Whether or not you actually
like to obey rules, it's important you follow the policies of your educational institution as
closely as possible. Some rules may not have long term or serious ramifications. More
serious consequences can include detention, demerits, suspensions and even
expulsion.
According to Kapprasad, following school rules is extremely important for
students in school. When students follow school rules it can lead to staying safe and
focused. When students in school stay focused they will most likely get a better
education. School rules are important to maintain discipline. School rules are to make
students aware of what they are not supposed to do, bring or stay inside to school or in
public. If students are aware of the school rules, they will know how to behave and carry
themselves so as not to become a disgrace to their school.
Statement of the study
The study aims to discuss about the level of effectiveness on the implementation of
school policies of Junior High School in Trinity College of Science and Technoloy.
Through this study the students can be aware of how important the school policies. At
the same time to know the policies that is really effective and not in the said school.
Significance of the study
The importance of this study is to help a school establish rules and procedures and
create standards of quality for learning and safety, as well as expectations and
accountabilit. Without these, Schools would lack the structure and functions necessary
to provide the educational needs of students. In the other side the researcher can help
can help people especially the students to learn how to respect and at the same time to
follow the policies in school in order to have a better learning and safety of the students.
Assumptions of the study
The study assumed to give idea about the policies in school which can be effective
to have high quality of learning and attitudes towards the students in entering the
school.
Scope and Delimitation
The study focused on the "Level of effectiveness towards students learning on the
implementation of school policies. The study based on the result gathered through
survey questionnaire conducted to the 50 respondents from the Junior High School
students in Trinity College of Science and Technology at Kibungsod Magsaysay
Misamis Oriental. Sy 2018-2019 as the sole respondents of the research.
CHAPTER II: REVIEW OF RELATED LITERATURE
This study is all about the level of effectiveness towards students learning on to
implementation of school policies of Junior High School in Trinity College of Science
and Technology. Through the school policies the students has an acceptable behavior
and ensure that the school environment is safe for students, teachers and school staff.
According to Charlene Lui, in order for rules and regulations to be in place and
enforced, policies are created, often by the local school board. Having these policies in
place means there are determined procedure for how school operations are handled,
down to every minute detail, so that educators, staff and students know what is
expected and can act accordingly. These saves time, prevent confusion and unifies the
school.
(Anonymous, 2016) School policies are made for the safety and better welfare of
the students and to maintain the good image of the school. Parents send their children
to school in order to learn not only academic values, but also moral values.
Implementing school policies will help the students mold their character and values
expected from them by other people.
There are certain factors why nowadays, students tend not to follow rules
disseminated by the school despite of the punishments they will have to face for doing
such actions. Some of the reasons are as follows: peer pressure, drugs, poverty,
homelessness, low self esteem, lack of love, boredom, bad instructions, unclear rules,
unclear expectations, psychological problems, lack of parental supervision and
guidance, and media influences.
School policies are very important because without those, the students will freely
do whatever they please. So, to set boundaries and limits, school policies are important.
It is also important because they create an expectation for all students. School policies
are essential for students thus able to prepare them for the future. When the student
followed the policies it shows that he or she respect those who created the policy. In
addition, obeying the school policies is evident enough to create good relationships with
the teacher and principal and also a demonstration to show that a student care about
their education and safety.
SCHOOL POLICIES
DRESS CODE
According to Matt Gasior, school dress code can be tricky. In recent years there
have been several protest over school dress codes that are seen as sexist or unfair.
Schools can avoid such controversy by creating clear dress code policies that apply to
the entire student population.
They must not target one particular group of students, or be enforced in a way that
could be seen as discriminatory against students of a particular race, religion, political
belief or gender identity. School policies and procedures about the dress code should
be specific and objective. For example, if the dress code prohibits "gang-related"
apparel, it should specify what that means. If the policy uses words such as "revealing",
"inappropriate", or "disruptive", it should define them or give examples. Creating and
distributing dress code policies will ensure that students understand expectations. They
will know administrators aren't singling them out. Clear policies will also save teachers
from having to subjectively decide wether a student's clothing counts as "revealing"
which can be awkward.
CELLPHONES
(Anonymous, 2015) Parents often want their students to have a cellphone so that
they can get in touch in case of an emergency. And smartphones havr become so
ubiquitos that most schools have given up trying to ban them altogether. Many schools
allow students to carry cellphones as long as they keep them turned off or on silent.
Some ban students from using cellphones at any point during school hours, while others
allow them to use cellphones between classes and during lunchtime.
And other studies have shown that schools that ban cellphones have better
educational outcomes. Thing such as cheating, cyberbullying, and taking pictures or
videos can also be issues.
BULLYING
(Anonymous, 2013) Bullying can take many different forms, including physical
threats, verbal or emotional bullying, or cyberbullying. Victims of bullying can be
hesistant to speak up. They may worry that their claims won't be taken seriously or that
the bully will retaliate.
Good school policies and procedures make it easier for parents, teachers, and
students to identify bullying. They provide a way forward for victims and hold
perpetrators accountable.
Establishing clear, specific policies and procedures about bullying will not
prevent all incidents, but they give a framework for all involved-taking the individual
opinions or best guesses out of thr equation.
PROPER HAIRCUT
The standard haircut policy for most schools and universities in the Philippines is
2x3 or better known as "barber's cut". According to the administration of the schools that
implement the policy, barber's cut looks neat and clean. It makes the students look
decent and respectable. According to Chris that having a proper haircut is very
important because it determines your personality, shows your outlook in life, and it
shows your attractiveness.
PIERCINGS
Piercings may have only become widely popular in mainstream culture in recent
years, but the practice of body piercing is far from new. This is stricly prohibited in
schools. (Anonymous, 2001) Students must not wear piercings for their safety and for
the students image. If you didn't wore any of it you will look presentable and
respectable. Only a watch, bracelet, ring, necklace and one earring with both ears
(except witg boys).
WEARING SLIPPERS/FLIP FLOPS
Flip flops have become everyday fashion, they are an absolute no for school.
Not only does wearing them increase the chance of serious injury due to dropped
objects or stubbed toes, but they are also associated with ankle and insole pain caused
by their lack of support. So this year, whether your school has a dress code or not,
make sure closed toe shoes are the fashion must (Safety Mom, 2009).
CONDUCT AND ATTITUDE
(Anonymous, 2014) All students are expected to be respectful and corteous
while on the school campus. Students should not be impaired by alcohol or illegal drugs
while on campus. Engaging in illegal activity while off campus can also affect a student's
standing in the school. Sfudents and staff work as a team to assist one another to reach
excellence. We strive to inspire this "team spirit" in every student and to benefit from the
diverse approaches, broad spectrum of creativity, and talents ehich different students
and faculty bring to the learning process. Each students should express his or her own
individuality while at the same time respecting the needs, wishes, and interests of
others, and, when necessary, to compromise for the benefit of the whole.
ATTENDANCE
According to GreatSchool Staff, successful schools begin by engaging students
and making sure they can come to school regularly. That may seem obvious. The
attendance rate is important because students are more likely to succeed in academics
when they attend school consistently. It's difficult for the teacher and the class to build
their skills and progress if a large number of students are frequently absent.
Encouraging regular attendance is a core school responsibility.
PUNCTUALITY
According to Laura, being punctual will really help you to succeed in your
studies. First and foremost, punctuality ensures that you will arrive on time to classes
and so will not miss any part of the lesson. Punctuality during school life will also help to
prepare you for working life. If you get into good habits of punctuality during your school
years, you will find it esier to always turn up to your work on time and thus to get ahead
in your career as well.
