The Construction Project
A construction project is a series of interrelated
construction tasks which are undertaken in a
systematic order over a temporary timeframe. It
results in the completion of the project and the
creation of a tangible product or outcome.

The type of processes involved in a construction
project include new construction, refurbishing
and/or the renovation of a building, structure, or
infrastructure. In terms of projects, construction
industry can be segmented into two general
components:

specific segments as seen in the figure on the

There are three types of construction projects:
1. Public Project
2. Private Project
3. Public Private Partnership.

1. Public Project
A public project is a project which is
predominantly funded by a government body
and will be maintained/operated by the
government when in service. Public construction
projects may include public institutions such as
hospitals, schools and prisons.

Public projects are funded by tax revenue and
therefore involve more rigorous bidding and
contract award processes than other types of
construction projects. Bids submitted for public
projects usually must meet specific requirements
based on cost, quality and project-specific
impact.

Public projects impact can relate to climate
change impact, local employment in the
construction project or other social and
environmental impacts as a result of the
construction project.

Usually, public construction projects comprise a
lengthy public and stakeholder consultation
process throughout all stages of the project. This
exposes the project to public scrutiny and
assessment.

2. Private Project
Unlike public construction projects, private
construction projects are commissioned, funded
or controlled by a private entity such as individual
developers, private corporations or charities
rather than governmental or publicly funded
organisations.

3. Public Private Partnership
A Public Private Partnership (PPP) involves a
construction project which has been
commissioned, financed or controlled by both a
public and private entity. Such Public Private
Partnerships involve a unique partnership
between the public and private organisation to
complete the construction of a specific project.

What differentiates the construction industry from
other industries is that its projects are large, mostly
built on-site and generally unique. Time, money,
labor, equipment, and materials are all examples
of the kinds of resources that are consumed by
the project.

Projects begin with a stated goal established by
the owner and accomplished by the project
team. As the team begins to design, estimate,
and plan out the project, the members learn
more about the project than what was known
when the goal was first established. This often
leads to a redefinition of the stated project goals.

A variety of stakeholders is involved in any
construction project. Major participants include:

organization for whom a project
is to be built under a contract.
The owner owns and finances
the project.

capabilities, they may handle all or
portions of planning, project
management, design, engineering,
procurement and construction.

engineering firms and

In order to achieve success on a project,
owners need to define accurately the
projects objectives. They need to establish
a reasonable and balanced scope, budget
and schedule. They need to select qualified
designers, consultants and contractors.

The major role of the design
professional is to interpret or assist the
owner in developing the project’s
scope, budget and schedule and to
prepare construction documents.

Depending on the size and
sophistication of the owner, the
design professional can be part of
the owner’s group or independently
hired for the project.

and construction contractor together
form a design-build company. Design
professionals include architects and
engineers.

Architect: An architect is an
individual who plans and design
buildings and their associated
landscaping.

Engineer: The term engineer usually refers to
an individual or a firm engaged in the
design or other works associated with the
construction of buildings and infrastructure.
Design engineers are usually classified as
civil, electrical, mechanical depending
upon their specialty.

The construction Professionals are the
parties that are responsible for constructing
the project. In traditional management
where the owner, design professional and
contractors are separate companies, the
contractor would be termed a prime
contractor.

The prime contractor is responsible for
delivering a complete project in
accordance with the contract documents.
In most cases, the prime contractor divides
the work among many specialty
contractors called subcontractors as shown
in the Figure on the next slide:

Vendors and suppliers are companies
that support the project by providing
different building materials or
equipment to the project.

Examples include concrete suppliers,
lumber suppliers, mechanical
equipment manufacturers, electrical
equipment manufacturers,
excavation equipment rental
companies, etc.

The key difference between a vendor or a
supplier, as compared to a specialty
contractor, is that they do not have a
workforce located on the construction site.
Instead, they may manufacture or
purchase items, and then deliver them to
the site for others to use or install.

The Architecture profession in Nigeria has
one regulatory body known as the
Architects Registration Council of Nigeria
(ARCON) and several associations.

Nigeria (ARCON) is a statutory
body tasked with regulating the
architectural profession within
Nigeria.

The ARCON Act (under Decree No 10
of 1969, amended by Decree No 43
of 1990) was established to set and
maintain professional standards in the
architectural field in Nigeria.

It grants ARCON the authority to
determine and periodically update
the qualifications and competencies
required to practice architecture.

The council maintains a register of qualified

professional conduct and may impose

The Nigerian Institute of Architects (NIA) was
founded on the 1st of April 1960, as an
association of independent professional
architects with the aim of fostering
friendship amongst members, cater for their
welfare and establish mutual support and
cooperation amongst them.

members. The numbers have grown
to about 6000 in 31 Chapters. There

Retention
Retention is a portion of the contract
payment that is held back (usually 5%) by
the client until the project is completed and
any defects are rectified.

Moiety
Moiety refers to one half of a retention sum.
The first moiety is released upon practical
completion and the second moiety is
released after the defects’ liability period
ends.

Defects Liability Period
The Defects Liability Period is a
period specified in construction
contracts that begins
on certification of practical completion and
typically lasts six to twelve months.

Snag list also referred to as punch list is a list
of deficiencies, incomplete, or
unacceptable work items compiled by the
consultants during the final inspection of a

A contractor's drawings that details the
fabrication of components.

As-Built Drawings
As-built drawings are the complete records
of the drawings representing the actual
work completed in a project. They are
essential as they are used to track
deviations from the original building plans.

BOQ (bill of quantities)
This is the document prepared by the cost
consultant that itemizes materials,
equipment, labor, and other associated
costs. It provides the specific quantities of
the project in drawings and specifications.

Closeout
Construction project closeout is the process of
confirming all facets and components of an entire
job are properly finished and signed off on before
the team begins to disperse. The contractor or
project manager needs to be sure that all parts of a
project are truly complete and that the last
components installed look as good as the first.
