BACKGROUND DOCUMENT
WHO has defined a Safe Hospital as a facility whose services remain accessible
and functioning at maximum capacity and within the same infrastructure
immediately following a natural disaster such that the risk to human life and
infrastructure are minimised.

Communities rely on hospitals in order to save lives when a disaster hits, but in
reality, hospitals too get impacted both structurally and operationally. Disasters
affect not only the population but also the healthcare facilities. Therefore,
hospitals must be made resilient both structurally as well as operationally in
order to reduce the impact of disasters on hospitals.

Importance of training in Hospital Safety

The first step towards making hospitals safe is to create awareness among
various stakeholders about the need to have safe hospitals, what it entails and
actions that can be undertaken. All awareness generation activities for hospital
safety shall aim at sensitizing the key stakeholders and community on the need
for disaster management in health facilities and to achieve the overall aim of
protecting the lives of patients and health workers by ensuring the structural
resilience of health facilities as well as improving the risk reduction capacity of
health workers and institutions. The key objectives of awareness generation
activities for Hospital Safety shall be:

1. Spreading awareness on protecting critical health facilities from disasters by

including risk reduction in the design and construction of all new health
facilities, and by reducing vulnerability in existing health facilities through
structural and non-structural measures.
2. Sensitizing the health workforce and hospital engineers in hospitals as they
are central to identifying potential health risks from natural hazards.
3. All relevant stakeholders are well aware of, and readily support the various
actions that need to be taken to make hospitals safe.

Objectives of capacity building programme

1. To create a training module for capacity building Doctors and hospital

engineers for capacity building in hospital safety through expert
consultation and stakeholder evaluation. (ROLE OF EAC)
2. To develop a pool of master trainers for capacity building in Hospital Safety
3. To develop a pool of Trainer of trainers for capacity building throughout the
country by conducting pan India regional workshops

CONDUCT PROTOCOL

• Each group shall have an identified chairperson, convener, and coordinator.

• A list of indicative topics is being provided to be covered under the assigned
area.
• Subgroup members are encouraged to share their rich experience and learning
from the field to make it contextual.
• The subgroup is expected to define the broad contours with regards to the
assigned area for inclusion in training module for hospital doctors and engineers.
• Identify the various topics to be covered under the relevant head.
• The subgroup can also identify certain areas which have not been addressed by
the existing literature.
• Summarize and a brief presentation (5mins presentation plus 2 mins for
discussion) of the discussions by Convener at the end of the deliberations.
• Logistics required shall be made available for the same i.e. laptop, stationery etc.
• Project team has tried to match the area of expertise and subgroup allocation,
however, in case of any discrepancy please feel free to suggest your changes.
• Experts are encouraged to share the relevant literature, comments, remarks post
EAC meeting on email or as preferable for including in the training module.
