Preamble
Acknowledging the humanitarian crisis in the Horn of Africa due to the Tigray
conflict, which has displaced millions, leading to severe food insecurity,
inadequate shelter, and lack of access to healthcare,
Recalling the Universal Declaration of Human Rights, particularly Articles 25
and 28, which emphasize the rights to a standard of living adequate for health
and well-being and a social and international order that enables these rights to
be realized,
Emphasizing the importance of multilateral cooperation in addressing forced
displacement and ensuring the protection of vulnerable populations,
Recognizing the essential role of the Organization for International Migration
(OIM) in providing humanitarian support to displaced individuals.
Operative Clauses:
Establishment of a Joint Task Force:
Requests the creation of a joint task force between the United Nations and the
OIM to coordinate efforts to provide immediate relief and long-term solutions to
address the crisis. The task force shall:
a. Assess the needs of displaced populations, including refugees and internally
displaced persons (IDPs).
b. Ensure efficient allocation of humanitarian aid such as food, medical care,
and shelter.
c. Facilitate cooperation with local governments and NGOs in the region.
Emergency Relief Programs:
Encourages the OIM, in partnership with donor nations and international
agencies, to expand emergency relief programs in Ethiopia, Sudan, and
neighboring countries hosting refugees by:
a. Increasing funding to ensure the delivery of essential supplies.
b. Deploying mobile health clinics to address urgent healthcare needs.
c. Supporting educational programs to provide displaced children access to
schooling.
Support for Host Communities:
Stresses the need for assistance to host communities that have absorbed
significant numbers of displaced individuals by:
a. Investing in local infrastructure such as water and sanitation systems.
b. Providing training and employment opportunities for both refugees and host
community members.
c. Addressing the strain on healthcare and education systems in host countries.
Long-term Development Solutions:
Calls for the development of sustainable solutions, including:
a. Supporting resettlement and integration programs for displaced populations.
b. Promoting regional stability and conflict resolution efforts in the Horn of
Africa.
c. Encouraging international donors to contribute to rebuilding efforts in
conflict-affected areas.
Monitoring and Reporting Mechanism:
Requests the OIM and the joint task force to submit quarterly reports to the
UN General Assembly, detailing progress, challenges, and further needs in
addressing the displacement crisis.
Appeal to Donor Nations:
Strongly urges nations, including Sweden, Italy, and Germany, to continue
providing financial and logistical support to relief efforts and to encourage other
member states to contribute to the response.
Regional Collaboration:
Encourages Sudan, Congo, and other neighboring states to strengthen
cooperation to mitigate the impact of the displacement crisis and work towards
regional stability.

The United Nations reaffirms its commitment to addressing the humanitarian
crisis in the Horn of Africa and calls upon the global community to work
together to alleviate the suffering of displaced populations and restore peace and
