Acknowledging the historical context and impact of neocolonial practices perpetuated
by multinational corporations (MNCs) and the imperative to reevaluate their role in
fostering sustainable development,
Recalling the importance of universally recognized human rights norms and
international instruments in mitigating the adverse effects of MNC
activities,
Recognizing the need for a comprehensive framework that aligns with established
international guidelines, such as the 'Protect, Respect, and Remedy Framework' and the
UN Guiding Principles on Business and Human Rights,
[Link] the member states and the General Assembly to implement guidelines for a
responsible business code of conduct that encourages MNCs in ways such as, but
not limited to:
a. Sustainable development in local populations especially LEDCs
[Link] development by collaborating with educational institutions and governments to
organize training programs for their employees
c. Local capacity building initiatives in host nations encouraging new employment
opportunities
d. Adherence to human rights, environmental concerns, health, safety, labor,
taxation, and financial standards
e. Establish a regulatory body within their organizations to monitor and enforce
compliance, imposing sanctions for non-compliance
f. Well-established supply chain management and prioritize suppliers based on
risk assessment considering the following categories ,in such means, but not
limited to: :

[Link] relationships with suppliers for enhanced performance
[Link] in industry-wide initiatives for coordinated supply chain
policies
[Link] interactive processes with stakeholders to ensure their opinions
and ideas are taken in making decisions ;

transparency and accountability by disclosing timely and accurate information on
material matters related to their activities, structure, financial situation,
performance, ownership, and governance and provide assurance in ways not
limited to :
a. Requires MNCs to conduct annual audits by independent, competent
auditors to provide external assurance of financial statements ;
[Link] MNCs and enterprises to ensure healthy labor practices within their
organization and aligning their policies with international labor standards ,in
such ways not limited to :
a. Respecting and promoting human rights within their enterprise with applicable
labor standards
b. Establishing an international tribunal within their enterprise for labor
disputes providing a fair and neutral platform for addressing violations of workers'
rights

to enhance skill levels.
d. Adjusting its fair wages, benefits, and working conditions,particularly in
developing countries, based on its economic position
e. Mandating reasonable notice and cooperation with workers'
representatives and governmental authorities regarding major employment
effects resulting from operational changes.
f. Adhering to international labor standards, including core principles outlined in
the 1998 ILO Declaration on Fundamental Principles and Rights at Work.
g. Establishing an international certification system for demonstrating gender
equality and diversity, encouraging inclusive workplace practices.

environmental balance, recognizing the significance of Sustainable Development

Management System (EMS) within their enterprises, encompassing systematic
information collection, the formulation of measurable environmental objectives,
and the implementation of progress monitoring mechanisms for enhanced
environmental performance ;
[Link] MNCs to adopt eco-friendly technologies, sustainable products, and
emission reduction strategies throughout the enterprise and supply chain, targeting a
minimum 25% reduction in greenhouse gas emissions by 2030 drawing inspirations
from the Paris Agreement ;
[Link] member states in combating bribery, bribe solicitation, and extortion by
MNCs in the context of neo-colonialism with the implementation of the following
rules ,in such ways not limited to:
a. Prohibiting MNCs from offering, promising, giving, or demanding bribes for
the sake of personal gain
b. Establishing an international anti-corruption agency with the authority to
investigate and penalize MNCs involved in bribery or corruption
c. Developing a global awareness campaign against corruption, involving
governments, civil society, and enterprises to foster a culture of zero tolerance policy
towards corruption
d. Creating a standardized due diligence framework for enterprises to assess
the risk of bribery, with penalties for inadequate preventive measures;

services offered by MNCs with the implementation of such ways but not limited to :
a. Mandating MNCs to ensure goods and services meet agreed or
legally required standards for consumer health and safety
b. Establishing a global product safety certification system, enhancing
consumer confidence in the safety and quality of products
c. Promoting the development of standardized product labeling and
information systems, ensuring consistency and clarity for consumers
d. Developing an international consumer protection tribunal, providing
a swift and accessible means for consumers to address disputes with MNCs;

and World Bank, urging the enhancement of their corporate frameworks to
prevent monopolies and safeguard host nations from exploitative practices;

enforcement of international regulations specifically addressing neocolonial
practices

allowing affected states to bring cases against MNCs engaged in exploitative practices

introducing economic diversification strategies in such ways but not limited to:

fortifying resistance to external influences, thereby reducing the risk of
neocolonial practices by MNCs
b. Urging LEDCs l to diversify their economies and invest in alternative industries
and revenue streams, reducing dependency on MNC-dominated sectors
c. Establishing a global fund for economic diversification in LEDCs, providing
financial support for the development of sustainable and diverse economic activities
d. Establishing an international body to assess the impact of financial aid on
recipient countries, ensuring that aid is aligned with the long-term development
goals of the recipient nation;
[Link] member states to strengthen their national legislation and criminalizing
activities in the context of neo-colonialism ,in such ways but not limited to:
a. Enforcing robust national legislations that explicitly addresses and
prevents neo-colonial practices by multinational corporations
b. Encouraging nations to conduct regular reviews of their legal frameworks
to ensure their relevance and effectiveness in countering evolving forms of neo-
colonialism
c. Incorporating international practices and standards into national laws to
create a harmonized and effective regulatory environment

the prosecution of individuals involved in neo-colonial practices across borders ;
[Link] the need to strengthen legal reforms and conflict resolution
mechanisms with the following principles:
a. Calls for the development and enhancement of international mechanisms
for conflict resolution related to neo-colonial practices, ensuring a fair and just
resolution of disputes
b. Urges Member States to ratify and abide by international agreements that
provide a framework for resolving conflicts arising from neo-colonial practices
c. Encourages the utilization of diplomatic channels and mediation services to
address conflicts between nations and MNCs in a peaceful and mutually beneficial
manner
d. Member States commit to reviewing and updating international laws to
address gaps enabling neo-colonial practices;
14. Decides to remain actively seized in the matter.
