"ORDINANCE RESTRICTING STRAY DOGS AND OTHER ANIMALS ROAMING OR

LOITERING IN PUBLIC PLACES, AND OTHER PURPOSES"

Whereas, to prevent the widespread of diseases caused by animal feces and rabies, to instill discipline to
animal owners, and to attain a more sanitary and cleaner environment within the jurisdictional domain
of the BARANGAY;

Whereas, this ordinance seeks to address incidents of animal bites, interest of public safety, cleaner
environment, and promote responsible animal ownership;

Whereas, on the Motion of Kagawad Esther M. Camilot, Committee on Health and Safety duly seconded
by Kagawad Rizalde O. Obaldo. Ordained, by the Sangguniang Barangay members of Barangfay
_______________ in Regular Session assembled dated January 5, 2024, that;

Section 1. Title. This ordinance shall be known as the "ORDINANCE RESTRICTING

STRAY DOGS AND OTHER ANIMALS ROAMING OR LOITERING IN PUBLIC PLACES, AND OTHER PURPOSES"

Section 2. Purpose and Scope. Act and of with the end in view to redefine who the impounding
authorities are: imposition of stiffer fees and penalties to violators and in so doing it will deter the
proliferation of stray animals in public places thus enabling the public to attain sanitary, public safety
and cleaner environment;
Section 3. Definition of Terms.

Animals - refers to all domesticated pet animals e.g dogs, cats, goats other kinds of animals

Impounding Authorities - those local government officers designated to enforce and implement the
ordinance and their authorized representatives;

Stray Animal - shall be understood to mean an animal which is loose unrestrained and confined loitering
in public places;

SECTION 5. RESPONSIBILITY OF THE OWNERS

1. Report no. of dogs in his possession for vaccination and monitoring

2. To have his/her dogs vaccinated and provision of food, water and appropriate shelter.

3. Leash or confne dogs inside his/her house premises (with secured fence and gated), otherwise he/she
shall shoulder hospital and other incidental expenses of the person/s bitten by his/her dog/s

4. Proper management of animal feces through burying or flushing in the toilet

5. To notify the office of the Punong Barangay or any barangay officials of any death, loss or transfer of
any licensed/registered dog within a period of 7 days.

Section 6. Impounded Stray Animals. Impounded animals shall be redeemed by its

owner within seventy two (72) hours or three (3) days from impounding. Radio

announcement/ notice shall be regularly conducted as part of due notice to claimants.

In addition, the owner of the impounded stray animals, if known, shall be notified

immediately in writing duly received by the owner or any person of suitable age and

discretion residing in the same dwelling house of the owner. Failure to claim and

redeem the stray animals within three (3) days from the receipt of the notice shall be

considered as waiver on the part of the owner to exercise his right of redemption

thereby authorizing the Barangay Captain or any of his designated representatives to

dispose or sell the impounded animals at a reasonable price in accordance with the

breed of the animals.


Section 7. Imposition of Fees. There is hereby imposed the following fees;

1. Impounding fees for dogs and other animals is Fifty pesos (P 50.00) per day.

2. Boarding fee 50.00 pesos per day

3. All collections under this ordinance shall form part of the funds of the Barangay

and all collected fees should be properly receipted and paid to the Barangay.

Section 8. Penalties. The owner of the animal shall punished by the fines;

a) 1st offense Php 300.00

b) 2nd offense Php 600.00

C) 3rd offense Php 900.00

Refer to higher authority like Department of Agriculture and DENR. If the animals destroy any properties
owned by others, the animal owner shall pay the amount computed.

ECTION 9. Repealing Clause. All ordinances, resolutions, or parts thereof not in

unsonance with this ordinance are hereby repealed and or amended accordingly.

ection 10. Effectively: This Ordinance shall take effect in accordance with law.
