INTRODUCTION

This Guidebook provides quality assurance and quality control guidelines on sampling and testing
to ascertain the quality of materials used in DPWH infrastructure projects. It serves as a reference
material to the DPWH Standard Specifications for Project Quality Assurance, Volume IV, in
particular on its sampling and testing requirements.

This Guidebook consists of seven (7) Annexes, namely:

Annex A provides Forms DPWH-QMSP-PQA-01-00 and DPWH-QMSP-PQA-02-00 as templates for

compliance by the Contractor and the Implementing Office, respectively, in accomplishing the
Quality Control Testing Plan (QCTP) and the Quality Assurance Testing Plan (QATP).

Annex B-1 provides the DPWH minimum testing and acceptance requirements governing items
of work of the DPWH Standard Specifications for Highways, Bridges and Airports, (Volume II,
2013 Edition), in terms of type and frequency of tests required. This MTR was prescribed through
Department Order No. 136, series of 2016.

Annex B-2 provides the DPWH minimum testing acceptance requirements governing items of
work of the DPWH Standard Specifications for Public Works Structures (Building, Ports and
Harbors, Flood Control and Drainage Structures and Water Supply Systems), Volume III, 2019

Edition, in terms of type and frequency of tests required. This MTR was prescribed through
Department Order No. 49, series of 2021.
Annex C-1 lists the normally preferred quality tests on each type of common construction
materials for DPWH Standard Specifications for Highways, Bridges and Airports, (Volume II).

Annex C-2 lists the preferred quality tests on common construction materials for DPWH Standard
Specifications for Public Works Structures (Buildings, Ports and Harbors, Flood Control and
Drainage Structures and Water Supply Systems), Volume III.

Annex D-1 provides the applicable testing standards of the American Society for Testing and
Materials (ASTM) and the American Association of State Highways and Transportation Officials
(AASHTO) for items of work/materials included in the DPWH Standards Specifications for
Highways, Bridges and Airports (Volume II).

Annex D-2 provides the applicable testing standards of the ASTM and AASHTO for items of
work/materials included in the DPWH Standard Specifications for Public Works Structures
(Volume III).

Annex E is a listing of recommended sizes of samples to be taken for testing.
