I
RESEARCH RATIONALE
E
Senior High School Program has been a controversy since it was S
implemented. Opinions and perceptions about the program are not united

and this caused debates about its implementation and effectiveness. A

N
Parents and students have diverse opinions about this program, and it
D
leads to raising concerns from students, teachers, and parents. SHS

program makes students globally competitive by advancing their skills and S

knowledge for them to be able to match the international standards for O

skilled workers. C
I
Weighing the benefits of senior high school in the Philippines by World
A
Bank Blogs (2016) This article argues that the SHS program is necessary L

to equip Filipino graduates with the skills needed to compete in the global
S
workforce. According to another article, the senior high school program is
C
a “regressive reform" that will disproportionately burden poor families and
I
fail to address the real problems facing Philippine education. The E
contradicting perspectives about the program's effectiveness have N

questioned the perceived factors that will affect students' learning C

N
The community has not entirely accepted the implementation of the

program in the Philippines: A critical analysis" by the Philippine Institute for I

Development Studies (2018). This study found that the SHS program has E
S
not yet had a significant impact on student learning outcomes or

employment opportunities. It recommends several reforms to improve the

A
program's effectiveness.
N
D
The goal of this study is to identify the perceived factors affecting the

senior high school program to the learning experience of students and

S
assess the effectiveness of the program by weighing out its benefits from

its disadvantages. The purpose of this study is to measure the C

effectiveness of the senior high school program by identifying the I

perceived factors affecting it.
L
The study on the perceived factors affecting senior high school

program has identified several gaps that need to be addressed. By S

C
addressing these gaps, a more comprehensive understanding of the
I
perceived factors that will affect the senior high school program can be

achieved. The study is motivated by the growing controversy about the

effectiveness and implementation of the senior high school program. C

LITERATURE REVIEW M
A
This literature review aims to provide a comprehensive review of
N
the “Perceived Impact Affecting Senior High School Program to The
I
Learning Experience of Grade 12 Students at World Citi Colleges Antipolo T
A.Y. 2023-2024”. This will include Local and Foreign Research, providing I

an overall and in-depth view of the topic and key factors. E

S
PERCEIVED ADVANTAGES

A
Senior High School Program may have positive effects. Specialization:
N
Senior high school offers tracks and strands aligned with various fields, D
allowing students to explore and deepen their knowledge in areas they're

interested in, giving them a head start in their chosen careers. (Details S
O
Philippine qualifications framework, n.d.). This gives students the edge
C
when they enter tertiary education since the Senior High School program
I
helps them with their future career choices (Vilenna, 2017). A
L
A study from Psychology and Education: A Multidisciplinary Journal,

says that graduates under TVL tracks are mostly under various status of S
employment rather than inclined to entrepreneurship nor self-employment. C

This study supports the claim of the Department of Education that I

E
graduates of the K-12 curriculum are life and job-ready. It shows that
N
graduates from the Technical-Vocational-Livelihood Track are more likely
C
to land a job E
S
SENIOR HIGH SCHOOL

H
U
because this track focuses on practical skills required to join the workforce M

(Paladio & Buayan, 2023). A

N
PERCEIVED DISADVANTAGES I
T
On contrary, a study from the International Journal of Engineering
I
Research & Technology shows that the Senior High School program has E
faced different problems, specifically, the program promotes a congested S

curriculum (Cogal, 2019). Students are presented with loads of information

A
in a short time, and this compromises the learning experience of students
N
for the reason that they are fed with information outside of their chosen
D
track.

S
According to (Nacorda et al., 2019) Business Sectors are skeptical
O
about hiring senior high school graduates, therefore a work-ready graduate
C
for senior high school graduates is not achieved. There is no coordination I

between the Department of Education and the Business Sector, as a result, A

L
senior high school program produces graduates who are not guaranteed to

land a job. On the Job-trainings of students from public schools are not well
S
supported by business sectors. As a result, this does not provide students C
with the skills necessary for the workforce. I

because this program will prolong the years of stay in the school of the

system even though it has so much to burden them. They even motivate T

themselves and work on their mindsets to overcome the stress and pressure I
E
that the new educational system has brought (Gurobat & Lumbu-an, 2019).

THEORETICAL FRAMEWORK
T

Curriculum Theory I
E
According to (Young, 2014), Curriculum theory delves into the complex S
world of what, why, and how we teach. It's not just about selecting

textbooks and filling lesson plans; it's about critically examining the A
N
purpose of education and the experiences we create for learners. This
D
theory examines the value of knowledge we give to students and how it

can significantly improve their way of learning. Curriculum Theory S

explores the different perspectives in teaching to create an effective O

learning environment. This theory also promotes “Learner-centered C

I
Approaches” (Reid, 2014). These focus on a student's needs and
A
interests, promoting active engagement and personalized learning
L
experiences. This theory will help to identify the perceived factors

affecting Senior High School Program by identifying what aspects of S

C
learning should be given focus to ensure the effectiveness of the
I
program. This theory can also be used to make revisions to our current
E
curriculum to improve its effectiveness.
