O R D E R:

In the G.O. first read above, Government have set up a Data Bank in Planning and
Development Department under the technical guidance of Commissioner of Statistics so as
to conduct a number of surveys on various schemes. In the G.O. second read above,
Government ordered for transferring the Data Bank with the staff to the administrative
control of the Government in Planning and Development Department from the
Commissioner of Statistics. It has also been ordered that adhoc rules for the post of Junior
Programmer in Data Bank will be issued separately.

2. The following Notification will be published in the Tamil Nadu government Gazette
.
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Tamil Nadu hereby makes the following Rules:

2. The rules hereby made shall be deemed to have come into force on the 7th
March, 1985.
RULES
The General and the special rules applicable to the holders of the permanent
post of Statistical Officer in Class XLIII in category 1 of the Tamil Nadu General
Subordinate Service shall apply to the holders of the temporary post of Junior
Programmer in the Planning and Development Department subject to the
modifications specified in the following rules:

2. Constitution - The post shall constitute a separate category in the said

Class of the service.

3. Appointment - Appointment to the post shall be made by transfer from among the
holders of the post of Statistical Officer in the Tamil Nadu General Subordinate Service.

4. Appointing Authority - The appointing authority for the post shall be the Commissioner
and Secretary to Government, Planning and Development Department.

5. Qualification - No person shall be eligible for appointment to the post unless he posses
the following qualifications, namely: -

1) A degree in Mathematics or Statistics or Economics;

2) Experience in the analysis of Statistical data in the Statistics Department with the aid
of computer for a period of not less than three years. Provided that, other things
being equal, preference will be given to persons possessing Post Graduate degree in
Mathematics or Statistics or Economics.

6. Pay - There shall be paid to the holder of the post a monthly pay calculated in the
scale of Rs.1160-50- 1460-70-1950/-.

ORDER
In the G.O., first read above, Government have set up a Data Bank in Planning and
Development Department under the technical guidance of Commissioner of Statistics so as
to conduct a number of surveys on various schemes. In the G.0. third read above,
Government have strengthened the Data Bank by sanctioning an additional post of System
Specialist. In the G.0. second read above, Government ordered for transferring the Data
Bank with the staff to the administrative control of the Government in Planning and
Development Department from the Commissioner of Statistics. It has also been ordered that
adhoc rules for the post of Senior Programmer in Data Bank will be issued separately.

2. The following Notifications will be published in the Tamil Nadu government

NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Tamil Nadu hereby makes the following
Rules :

The rules hereby made shall be deemed to have come into force on the 7th March,
1985 so far as they relate to Senior Programmer and shall come into force on the date of
issue of notification as they relate to System Specialist.

RULES
The General and the special rules applicable to the holders of the permanent
posts of the Deputy Director of Statistics in category-2 and Assistant Director of
Statistics in category-3 of the Tamil Nadu Statistics Service shall apply to the holders
of the temporary posts of System Specialist and Senior Programmer in the Planning
and Development Department subject to the modifications specified in the following
rules:

2. Constitution - The posts shall each constitute a separate category in the said Class
of the service. (p.t.o.)

3. Appointment - Appointment to the posts specified in column (1) of the Table below
shall be made by the methods specified in the corresponding entries in column (2)
thereof:-

3. Qualification - No person shall be eligible for appointment to the

possesses the qualifications specified in the corresponding entries
in column (3) thereof:-

5. Probation - Every person appointed to the post of Senior Programmer by

recruitment by transfer shall, from the date on which he joins duty, be on probation for a
total period of one year on duty within a continuous period of two years.

6. Pay -There shall be paid to the holder of the posts specified in the column (1) of
the Table below a monthly pay calculated in the scale of Pay specified in the corresponding
entries in column (2) thereof: -

offers the following remarks on the draft amendments to Adhoc rules received with the letter
cited:

“In view of the instructions issued in Government’s letter No.96440/Per.S/89-1, dated

4-11-89, the Government need not refer the matters relating to Adhoc
rules/amendment to Adhoc rules to the posts which are outside the Commission’s
purview and that the Government themselves may issue the rules straightaway.
However a copy of the orders passed in the matter may kindly be sent to the
Commission for its information.”

ORDER:

In the [Link].115, Planning and Development Department, Dated 30-6-

1986, the Government have interalia sanctioned one post of Statistical Officer for Technical
Cell in Planning and Development Department. available for filling up the post of Statistical
Officer, orders were issued in G.O. 1st read above for converting the post of Statistical
Officer into that of Junior Programmer both carrying same scale of pay.

2. Though the adhoc rules stipulate that only personnel from Statistics Department
can be taken, the Commissioner of Statistics has stated that no officer is willing to come
forward from the Statistics Department and no officer is also available from the Statistics
Department. Pending framing amendment to adhoc rules, Thiru [Link], Research
Assistant of Evaluation and Applied Research Department though satisfies the qualification
laid down, he does not possess any experience in the analysis of Statistical Data was
appointed to the post of Junior Programmer purely on temporary basis.

3. The Government after careful examination have decided to issue amendments to

the adhoc rules issued for the posts of Junior Programmer be issued as notified below.

The following notification will be published in the Tamil Nadu Government Gazette.
NOTIFICATION
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India the Governor of Tamil Nadu hereby makes the following amendments to the rules
published with the Planning and Development Department Notification No. S.R.O.B-121/87,
dated the 18th March 1987 at pages 138 to 139 of Part-Ill Section 1(b) of the Tamil Nadu
Government Gazette dated the 8th April 1987.

2. The amendments hereby made shall be deemed to have come into force on the
23rd November 1988.

AMENDMENTS

In the said Rules (1) for Rule 3, the following rule shall be substituted, namely :-

“3. Appointment: - Appointment to the post shall be made by transfer from among the
holders of the post of Statistical Officer or Research Assistant in the Tamil Nadu General
Subordinate Service”;

(2) in rule 5, for item(20 the following item shall be substituted, namely:-

“(2) Experience in the analysis of statistical data in any department with the aid of
computer for a period of not less than 3 years.

Provided that other things being equal preference shall be given to persons
possessing Post Graduate Degree in Mathematics or Statistics or Economics.”

ORDER

In view of the increase in the volume of work both qualitatively and quantitatively in
the Planning and Development (DB) Department, suitable personnel are required against
the vacancies caused by retirement or transfer of the existing incumbents holding the post
of Senior Programmer.

2. To achieve the object in view, the adhoc rules for the post of Senior Programmer
have to be modified, so that persons from the Directorate of Evaluation and Applied
Research Department acting in the post of Research Officers, a category equivalent to that
of Assistant Director of Statistics with identical scale of pay could also be considered for
appointment to the post of Senior Programmer, if they possess the same qualification
prescribed in the adhoc rules for the post of Senior Programmer.

3. Accordingly, the Government have decided to issue amendments to the adhoc

rules issued in the reference fourth read above for the post of Senior Programmer.

The following Notification will be published in the Tamil Nadu Government Gazettee:

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the

Constitution of India, the Governor of Tamil Nadu hereby makes the
following amendments to the rules published with the Planning and
Development Department Notification No. SRO B-166/87, dated the 24th
April 1987 at pages 213-215 of Part III- Section 1 (b) of the Tamil Nadu
Government Gazettee, dated the 20th May 1987.

2. The amendments hereby made shall come into force with effect on and from the
Fifteenth November 1999.

AMENDMENTS
In the Said Rules, -

(i) in rule 3, in the Table,for item (ii) in column (2) against the post “2 Senior
Programmer” in column (1) thereof, the following item shall be substituted,
namely:-

“ (ii) Recruitment by transfer

(a) from among the holders of the post of Junior Programmer in the
Planning
and Development Department in the Tamil Nadu General Subordinate
service;
or
(b) from among the holders of the post of Research Officer in the
Evaluation and Applied Research Department in the Tamil Nadu
General Service”; and
(2) in rule 4, in the Table, for the entry “Recruitment by transfer” in column (2)
and the corresponding entries in column (3) against the post “[Link]
Programmer “ in column (1) thereof, the following entries shall, respectively,
be substituted, namely:-
“Recruitment by Experience as Junior Programmer in
transfer from the the Planning and Development
post of Junior department in the Tamil Nadu General
Programmer. Subordinate Service for a period of not
less than three years.

Recruitment by Experience as Research Officer in

Operator, sanctioned in the Planning and Deveopment Department, subject to the
modifications specified in the following rules:

2. Constitution. - The post shall constitute a separate category in a distinct Class of

the said service.

3. Appointment. - Appointment to the post shall be made by transfer from among the
holders of the post of Statistical Inspector or Research Assistant.

4. Appointing authority. - The appointing authority for the post shall be the Deputy
Secretary to Government, Planning and Development Department.

[Link]. - No person shall be eligible for appointment to the post unless he
possesses the following qualifications, namely :-

(1) Must posses a degree in Mathematics or Statistics or Economics

or Econometrics or Operation Research or Computer Science;

(2) Must have experience for a total period of not less than two years in
programming and Desk Top Publishing operations including Micro
Soft Office or equivalent; and

(3) Must have passed the Government Technical Examination in Tamil and
English Typewriting by Lower Grade:

Provided that, other things being equal, preference will be given to persons
possessing Post Graduate Degree in Mathematics or Statistics or Economics or
Econometrics or Operation Research or Computer Science or Diploma in Computer
Applications.

6. Pay. - The holder of the post shall be paid a monthly pay calculated in the scale of
Rs. 1600-50-2300-60-2660 with effect from 25.5.93 to 31.12.95 and the scale of Rs.5500-
175-9000 from 1.1.96.

7. Savings. - Nothing contained in these rules shall adversely affect the holder of the
post on the date of issue of these rules.

ORDER:

In Government Order [Link]. 115, Planning and development Department, dated

30.6.1986, the Government have inter alia sanctioned one post of Statistical Officer for

Development Department dated 18.3.1987 as amended in Government Order Ms. No.56,
Planning and Development Department dated 16.5.1991, appointment to the post shall be
made by “transfer from among the holders of the post of Statistical Officer or Research
Assistant in the Tamil Nadu General Subordinate Service”. Due to some administrative
problems such as (1) Non-availability of suitable personnel for the post (2) Delay in
processing for selection of the post, the Officer on Special Duty, Planning and Development
(DB) Department has requested that the Console Operator may be considered first (i.e. By
promotion) for the post of Junior Programmer and thereafter the other categories may be
considered.

3. The Government after careful examination have decided to amend the adhoc rules
issued for the posts of Junior Programmer. The following Notification will be published in the
Tamil Nadu Government Gazette.

NOTIFICATION

(1) by promotion from among the holders of the post of Console Operator in the
Planning and Development Department with experience for a period of not less
than five years;
2) by transfer from among the holders of the post of Statistical Officer, in the
department of Economics and Statistics or Senior Research Assistant in the
Department of Evaluation and Applied Research for not less than two years
experience in computer programming”;

(2) for rule 5, the following rule shall be substituted, namely :-

5. Qualification:- No person shall be eligible for appointment to the post unless he possess
the following qualifications, namely:-

(1) A Degree in Mathematics or Statistics or Economics or Econometrics or

Operation research or Computer Science;

(2) Experience in computer programming and development of application software

for a period of not less than two years:

Provided that other things being equal, preference shall be given to persons
possessing Post graduate degree in Mathematics or Statistics or Economics or
Econometrics or Computer Science or Computer applications and having passed the
Government Technical Examination in Tamil and English Typewriting by Lower Grade”.
